01 00 00 -8 Project No. 437-14-112 also be completed prior to construction of the new boiler plant as well.

2. Contractor shall obtain all building and construction permits prior to the commencement of the work.

3. New office spaces must be setup for the boiler plant staff which can be used during construction. These new offices will require setup of computer work stations for monitoring the temporary boilers and for use by the boiler plant staff for their daily work activities. As part of the setup for the temporary office, alarm annunciation for various campus systems must also be relocated to this temporary office space.

Items to be relocated can be found on the project drawings.

4. During setup of the temporary office space, new temporary boilers and a temporary electric generator will be brought onsite. The new temporary boilers will be trailer mounted and will be set along the west side of the boiler house. The new generator will also be trailer mounted and will be connected to the electrical power distribution system for the temporary boiler plant. Once set, the temporary boilers and the generator will be connected to all necessary services, and all equipment shipped loose with the boilers will be installed.

Provisions have been given in the contract drawings for the installation of the temporary boilers to minimize service disruptions to the campus. The temporary boilers will also be networked to the temporary boiler plant offices for monitoring purposes. Once the boilers are completely piped and networked, a General Contractor retained independent third-party testing agency shall complete safety device testing of all safety devices for the temporary boiler plant per the latest edition of the VA’s Safety Device Testing Manual. Any deficiencies found during testing shall be addressed before work can continue. In conjunction with the boiler testing, the temporary generator and electrical power distribution system shall be brought online and a functional checkout of the system shall be completed to ensure the generator and distribution system is fully functional. Once all boiler plant safety devices has been found satisfactory by the third party testing agency and the VA, a representative from the temporary

01 00 00 -9 Project No. 437-14-112 boiler supplier will train the VA boiler operators on the use of the boilers. Upon completion of the training and a successful startup of the boilers, the temporary boilers will be brought online and the existing boilers located in the boiler plant will be brought offline. Note, the existing boiler plant shall remain 100% functional and operational until the previous requirements are met. Along with installation of the temporary boilers will be the installation and commissioning of a temporary generator, a temporary condensate handling system, and general construction site preparation (e.i. installation for construction fencing, temporary utilities, temporary barriers, etc.)

5. Selective demolition of the existing boiler plant will begin after the existing boilers are taken offline. The demolition will lead into new construction and all boiler plant replacement work will be completed.

6. Once all work is complete, a General Contractor retained independent third-party testing agency shall complete safety device testing of all safety devices for the temporary boiler plant per the latest edition of the VA’s Safety Device Testing

Manual. Any deficiencies found during testing shall be addressed before work can continue. Once all boiler plant safety devices has been found satisfactory by the third party testing agency and the VA, the new equipment will be commissioned and the VA boiler plant operators will be trained on operation and maintenance of the new equipment. Once all commissioning and training is complete, and the VA boiler plant operators are comfortable operating the new equipment, the new boilers will be brought online and the temporary boilers will be brought offline. Note, the temporary boilers shall remain 100% functional and operational until the previous requirements are met.

7. After the new boilers are online, the temporary offices will be vacated and removed. The temporary boilers, generator, and condensate handling system along with all other temporary construction will also be removed. Restoration where required shall also be completed. Final cleanup and punchlists will be completed to finish the project successfully.
