Questions on Upgrade NFS HVAC System, Fort Meade, SD

1. It has been determined that portions of the Gyp board ceiling will need to be removed to safely insulate the duct work in the existing kitchen. Please provide the level of infection control required for the kitchen area.

A: The VA anticipates minimal disturbance to the ceiling by performing most of the work within the interstitial space. If the Contractor believes that the portions of the ceiling shall be demolished, the ICRA has determined this action to be Class III with a Medium Patient Risk Group.

1. Will the contractor be required to work off hours in the kitchen area? If so what are the off hours for the kitchen.

A: Any work inside the kitchen shall be performed between the hours of 4PM MT and 5AM MT.

1. Please provide the number of pipe supports required for the condensing unit piping.

A: SECTION 23 05 11 COMMON WORK RESULTS FOR HVAC - PART 3.4 PIPE AND EQUIPMENT SUPPORTS - PARAGRAPH D reads: “HVAC Horizontal Pipe Support Spacing: Refer to MSS SP-58. Provide additional supports at valves, strainers, in-line pumps and other heavy components. Provide a support within one foot of each elbow.”

4. Can the SSHO and CQC manager be the same person?

A: Yes, the SSHO and the CQC could be the same person.

5. Can the CQC serve as superintendent?

A: Site superintendents are responsible for supervising all active work and therefore do not have separate work while supervising (unless their work is completed when no other active work is being done).

6. Do the SSHO and CQC need to be employees of the General Contractor?

A: No, these positions can be subcontracted.

7. Do the SSHO and CQC need to maintain presence on site at all times work is occurring?

A: No, these positions are onsite when they are actively working.

8. What is the minimum number of employees the General Contractor must employ on site any time work is occurring?

A: The site superintendent must be employed by the Prime contractor. All other positions can be subcontracted out. The Prime contractor just needs to ensure they are performing the correct percentage of work according to FAR 52.219-14, Limitations on Subcontracting, which is 15% of the cost of the contract for general construction work.

9. Can the CQC system manager serve as specialized personnel listed in 01 45 00 3.4.C provided, he or she meets the requirements listed in the Experience Matrix?

A: Yes

10. Please confirm the CQC system manager must have completed the Naval Facilities Engineering Command/Army Corps of Engineers CQM course certification.

A: SECTION 01 45 00 QUALITY CONTROL – PART 3.4 QUALITY CONTROL – PARAGRAPH B reads: “Additional Requirements: In addition to the above experience and education requirements, the CQC System Manager and Alternate CQC System Manager are required to have completed the Construction Quality Management (CQM) for Construction course. If the CQC System Manager does not have a current specification, obtain the CQM for Contractors course identification within 90 days of award. This course is periodically offered by the Naval Facilities Engineering Command and the Army Corps of Engineers. Contact the Contracting Officer or Authorized designee for information on the next scheduled class.”

11. Can the SSHO and CQC have duties on other contracts, or must they be dedicated solely to this contract?

A: When the SSHO and CQC are billing hours to this project, they must be actively working this project. When they are working on other projects, they must bill under the project they are working.

12. Please confirm that coordination drawings will be required for this project.

A: As-Built documentation is required and shall be submitted at the time of final systems certification testing.

13. I was wondering if there was a Commissioning Agent on the project already or if not how to go about applying for that portion of work.

A: Yes, the A/E firm (currently under contract) has a qualified NEBB Certified Commissioning Agent on staff. Per Specification 01 91 00, GENERAL COMMISSIONING REQUIREMENTS, the contractor is responsible for implementing a Commissioning Manager (who represents the Prime Contractor) and Commissioning Representative (who represents the Subcontractor).
