About this file
This is Amendment 0006 to a Department of Veterans Affairs (VA) solicitation/contract modification issued by the Network Contracting Office (NCO) 21 on May 13, 2026. The amendment addresses and clarifies two previously unresolved questions from Amendment 0003 regarding contract MSO-2026-COM-0013 (Contract ID: 36C26126R0014).
The first clarification concerns the provision of Registered Dietitian and Social Worker services. The amendment confirms that these services are provided by the VA through consultation, referral, and/or telehealth support models, and the contractor is not required to provide dedicated on-site full-time equivalent staffing for these positions unless otherwise proposed by the offeror. The second clarification addresses the Quality Assurance Surveillance Plan (QASP) performance standard requiring 100% of the contractor's primary care teams to maintain a core teamlet staffing ratio of 3 or more. The government clarified that this represents a desired operational staffing objective, and performance assessments will consider the totality of circumstances, including reasonable staffing transitions, recruitment efforts, credentialing timelines, and temporary vacancies that do not materially impact patient care operations or access standards. The amendment requires one copy to be returned to the issuing office and was signed by Contracting Officer Maricela Berrones-Gauger.

The following questions were not correctly addressed in AMENDMENT 003.
1. Amendment 0003 specifies touchdown spaces will be available for VA-provided staff, including a Licensed Social Worker and a Registered Dietitian. However, Section
2.3 of the PWS states the Social Worker and Dietician shall be provided by the Contractor. Please clarify this discrepancy as it presents an ambiguous requirement that will have a material impact on Offeror’s staffing and pricing for this FFP contract.
Should the Offeror price and staff the Dietician and Social Worker or will those roles be provided by VA?
Registered Dietitian and Social Work services are provided by the VA via consultation, referral, and/or telehealth support models. The contractor is not required to provide dedicated on-site FTE staffing for these positions unless otherwise proposed by the offeror.
2. The government included a QASP Measure “Percent of Teams with Core Teamlet Staffing Ratio 3 or More” and set a standard that 100% of Contractor’s primary care teams shall have a core teamlet staffing ratio of 3 or more. The 100% standard will be impossible for Offerors to meet over the life of the contract given routine staff turnover, the reality of Contractor staff being hired by VA and delays due to Government’s background checks and primary source verifications for credentialing. In addition to the impossible standard the VA has included FAR 52.212-4(a) which grants the right to seek a price reduction for nonconforming services.
The QASP performance standard establishes the Government’s desired operational staffing objective for continuity of care and PACT team functionality.
Performance assessments will consider the totality of circumstances, including reasonable staffing transitions, recruitment efforts, credentialing timelines, and temporary vacancies that do not materially impact patient care operations or access standards. The Government will evaluate contractor performance in accordance with the QASP and applicable contract provisions
