About this file
This file contains consolidated vendor Questions and Answers (RFI responses) addressing clarifications to solicitation 36C26126R0005 for B105 HVAC Control Panel Replacement at VA Palo Alto Health Care System. The government responses clarify scope, compliance requirements, and project parameters for this 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside contract valued between $100,000 and $250,000.
Key clarifications include: JCI zone controllers are in scope and may require replacement along with peripheral devices if incompatible; Representations and Certifications must be current in SAM.gov with solicitation-specific provisions completed in proposals; Tier 1 subcontractors may satisfy Siemens certification and technician qualifications if the SDVOSB prime contractor complies with the 50% cost of performance requirement for its own employees; the Period of Performance was extended from 60 to 180 calendar days to accommodate badging, preconstruction submittals, utility shutdowns, and equipment lead times; one Superintendent with 30-hour OSHA certification is adequate for field management without requiring a separate QC Manager or Safety Officer; the one-year warranty requirement applies to all parts and labor (cooling tower reference was corrected as a typo); Specification 01 35 26 SAFETY REQUIREMENTS and Contractor Security Control Assessment (CSCA) documentation were provided as reference; Siemens products comply with CSCA requirements; and equipment downtime should be minimized during the occupied building installation, avoiding full shutdown for the entire performance period.

VENDOR RFI QUESTIONS AND GOVERNMENT RESPONSES
Item 1 Reference: Sec 3.1.1, 3.2.2, 3.2.3 Question: Sec 3.2.2 "Replace existing JCI zone sensor with new zone temperature sensor(s)" and Sec 3.2.3 "Replace a total of (4) zone temperature & CO2 combo sensors" JCI zone/VAV level controls not identified for replacement in Sec 3.1.1. Please confirm if JCI zone level controls are in scope and specify expected zone controllers and/or peripheral zone devices to be replaced.
Government Response: JCI zone controllers are in scope. Peripheral devices only need to be replaced if they are not compatible. Discharge air temperature sensors, for example, should be reused.
Item 2 Reference: Proposal Requirements Question: Could you kindly confirm that the inclusion of Representations and Certifications are not required to be included in our proposal submission per the proposal requirements in the attached RFP, and that by acknowledging on SAM.gov is all that is required?
Government Response: Offerors must ensure their Representations and Certifications are current, accurate, and complete in SAM.gov at the time of offer submission. However, offerors must still complete and return any solicitation-specific fill-in provisions included in the RFP document (e.g., FAR 52.204-24, VAAR 852.219-75/76 regarding Limitations on Subcontracting, etc.) with their proposal package.
Item 3 Reference: Evaluation Criteria / Subcontracting Question: As this is a 100% SDVOSB Set-Aside, many SDVOSB Prime Contractors utilize specialized subcontractors for proprietary controls work. Can these critical technical qualifications (Siemens Certification and Technician count) be satisfied by a utilization of a Tier 1 Subcontractor who meets all the listed criteria?
Government Response: Yes. The Government will evaluate the capabilities and experience of a specifically identified Tier 1 Subcontractor. However, as a 100% SDVOSB Set-Aside, the SDVOSB Prime Contractor must still strictly adhere to the Limitations on Subcontracting clause (VAAR 852.219-75/76). If the proposed subcontractor is not a certified SDVOSB (a "similarly situated entity"), the SDVOSB Prime Contractor must still incur at least 50% of the cost of contract performance for personnel with its own employees.
Item 4 Reference: Period of Performance Question: Please consider increasing the period of performance to 180 calendar days to account for badging request, preconstruction submittals, 21 days utility shutdown request, submittal preparation & approval, lead time of devices/ controllers. Government Response: 180 Calendar days is adequate including clearance. (The SOW has been amended accordingly).
Item 5 Reference: Sec 2.0, Par 2.2 (B & C) Question: With regards to the requirements under section 2.0 General Information & Requirements par 2.2 where it states the contractor must have the following qualifications: B. Must have at minimum (5) Siemens Desigo, PXC, DXR, and/or ABT certified technicians. C. Must have a local office within 50 miles of customer address. This can be met by means of the General Contractor subcontracting to a subcontractor that meet the above requirements. Please clarify.
Government Response: Yes, these qualifications can be met by a proposed subcontractor. However, the offeror is reminded that the SDVOSB Prime Contractor must still comply with the Limitations on Subcontracting clause regarding the percentage of work that must be performed by the SDVOSB prime or a similarly situated SDVOSB entity.
Item 6 Reference: Sec 2.0, Par 2.4 Question: In reference to section 2.0 General Information & Requirements par 2.4 where it states “The contractor shall provide a one-year full parts and labor warranty on cooling tower parts in addition to the manufacturer’s warranty” please confirm if this is applicable as the scope does not include any cooling tower parts to be replace but only controls. If there is please provide scope.
Government Response: This is a typo. Section 2.4 is hereby amended to read: “The contractor shall provide a one-year full parts and labor warranty in addition to the manufacturer’s warranty.”
Item 7 Reference: Field Management / Safety Question: Please confirm this solicitation only require a superintendent that has 30hr OSHA cert as field management. Please confirm no separate or dual hat - QC Manager and/ or Safety Officer (SSHO) required for this solicitation.
Government Response: One Superintendent is adequate.
Item 8 Reference: Applicable Documents Question: Please provide these documents as reference in the scope of work: a. Specification 01 35 26 SAFETY REQUIREMENTS b. CSCA- Contractor Security Control Assessment Government Response: See attached Specification 01 35 26 SAFETY REQUIREMENTS included with this amendment.
Item 9 Reference: CSCA Requirements Question: Since the solicitation requires SEIMENS products, programming & software to an existing SEIMENS BMS, please confirm that SEIMENS meet or comply with the CSCA requirements in previous projects.
Government Response: YES.
Item 10 Reference: Execution / SOW Question: Will the VA allow all affected existing equipment to be turned off for the period of performance to allow the existing pathways and enclosures to be reused?
Government Response: All affected equipment should not need to be turned off for the entire period of performance. This is an occupied building. It is understood that downtime will be required, but this downtime should be minimized as much as possible.
