RFI Questions & Answers for Solicitation No. 36C26126R0004 Project No. 593-22-350
Improve Central Utility Plant (CUP) VAMC Las Vegas, NV
VA Responses
Q1:
Is it acceptable to provide a line item to replace the (4) cooling tower cells in entirety in lieu of just the top section?
Cooling tower requested scope of work per provided plans specify replacement of upper sections only. As the basins the (4) existing cooling towers are not of stainless-steel construction, we do not believe it is responsible to replace the upper sections only. In addition, typically when cooling tower sections are separated in the field, the gasketed surfaces are also damaged, leading to immediate or future leaks at the upper to lower joint area(s).
Q1 VA Answer:
A/E does not take exception to the above proposed. VA to make final judgement on whether this can be added as a line item or proposed as an alternative to cooling tower upper section replacement.
Q2:
Are chilled water and condenser water pump inertia bases also being replaced during the replacement of these pumps?
Q2 VA Answer:
Consistent with the plans, maintain reuse of existing inertia bases.
Q3:
Was it considered to raise the cooling towers to increase NPSH to the condenser pumps that cavitate significantly?
Q3 VA Answer:
It was considered to raise the towers to increase NPSH. It was ultimately determined air was being drawn into the system due to lack of flow control at the outlet of the cooling tower basins.
Q4:
Please provide clarification regarding which water softener will be required. Although there is a water softener specified in the Mechanical Schedule, the corresponding notes regarding this softener state that the softener skid to be sized according to the “space available after existing filter system is removed”. How are we supposed to provide the desired softener and monetize it correctly?
Q4 VA Answer:
Water softener in schedule is noted as basis of design. If an alternate softener that meets requirements is be submitted, skid size coordination note is meant for the contractor to coordinate the final size of the submitted water softener skid with the available space.
Q5:
Would flanged / purged / welded / passivated stainless steel piping be acceptable in lieu of the “threaded” piping for the water softener headers?
Q5 VA Answer:
Per specification section 223111, part 2.3, flanged or threaded piping is acceptable.
Q6:
Is moving the blowdown tank above the surge tank due to space constraints on the boiler room floor area? We have concerns that the surge tank pressure will provide enough motive force to be effective.
Q6 VA Answer:
The existing blowdown tank is already located on the platform above the surge tank; it is to be relocated on the existing platform to make room for the new catwalk ladder.
Q7:
Regarding the new catwalk steel, Section 05 50 00 Metal Fabrications, 1.1.B states catwalks and platforms are included in this section. Is the new steel at the Roof level included in Section 05 12 00 Structural Steel Framing, or is there no steel on this project included in 05 12 00?

Commissioning Responsibility for Mechanical Controls Reference:
•Division 01 -AE suggests that the Contractor review this section in detail and in its entirety for Contractor related duties and effort throughout the Commissioning process.
•Division 23 -This section is included as an HVAC related supplement to Div 01 91 00 and is not meant to segregate duties between contractors. The entire Commissioning process is spelled out in Div 01 91 00.
•Commissioning spec -Reper to Div 01 91 00.
Question:
Please clarify:
Which systems require third-party commissioning agent testing?
-Refer to 01 91 00 section 1.7. AE understands that solicitation documents spell out small instances of repair to single systems (for example replacing the non-return valve on the steam header), but section 1.7 refers to steam system in its entirety. The notion that the non-return valve is being replaced, the Contractor and Cx Agent will be required to prove function of non-return valve and that the installation does not adversely affect the steam system in general.
Section 1.7 touches fuel systems, condenser water systems, chilled water systems, soft water systems, and controls as they apply to all repairs and upgrades as shown in the solicitation documents.
Who provides functional performance testing scripts? Specification section 01 91 00 – 3.6 C indicates that the Cx Agent will develop all functional test scripts.
•Witnessing requirements -AE suggests to the Contractor to study the specification section 01 91 00 to observe that section 1.9 B.4 indicates that the VA will witness the process, but also Cx agent will witness startup by Contractor, testing of systems by Contractor, and retesting of systems by Contractor (sections 1.11 and 1.12 for example), but also several references to Cx agent witnessing are included in Construction Phase and Acceptance Phase for site observations and acceptance phase in tables 3.1 and section 3.6.
•Seasonal testing expectations -AE opinion offered that seasonal testing is broad form question, and that systems could be tested during high use part of season or low use part of season. There are retest and warranty phase allowances in 01 91 00 that will cover stragegic field phases for testing more than once if low capacity off season testing is required to match phasing as scheduled by VA.

Q56:
Submittal Format and Delivery Method Reference:
•Specification 01 33 23; 1.6.A and 1.6.D-E
Specification 01 33 23, 1.6.A states, "Provide submittals in electronic format," but 1.6.F allows the Contracting Officer to request up to 3 hard copies at their discretion. Furthermore, sections 1.6.D and 1.6.E specify different delivery methods based on file size (email for <5MB, FTP for >5MB). To ensure our submittal process aligns with the VA's expectations and to prevent delays, could the Government please clarify if a primary delivery method (e.g., FTP for all submittals regardless of size) is preferred? Additionally, please confirm if the requirement to provide hard copies upon request will be the exception rather than the standard procedure.
Q56 VA Answer:
The A/E requires electronic submittals on the FTP site. Any required physical samples shall be delivered to the VA COR for evaluation. The VA will not require hard copies of the standard shop drawings or product data.
Q57:
Disposition of Demolished Equipment Reference:
•General Demolition Note #8 •Drawing Sheet M-001
General Demolition Note #8 states, "Coordinate with COR on removal and placement of equipment noted to be turned over to COR. For equipment not desired by COR, contractor shall remove off site in an approved manner." The SOW also mentions the "decommission and demolition of existing clean steam generators, heating hot water pumps." To properly estimate removal and disposal costs, could the Government provide a preliminary list of major equipment items that the VA intends to retain? Alternatively, can a specific laydown/storage area be designated for all demolished equipment to be sorted by the COR prior to final disposition?

Q91:
Water Softener specifications:
There is some inconsistency that we wish to have clarified. Poly tanks w/ PVC manifold have been detailed on the mechanical page and steel tanks and stainless manifold on another.
Can you please clarify which type of system is being requested, and if it needs to be skid mounted?
Q91 VA Answer:
Detail #2 and water softener schedule on sheet M-002 note a skid mounted package, stainless steel manifold piping and does not note tank material. Specification section 223111, part 2.4, notes poly softener tanks and stainless steel manifold piping.
Q92:
Water Softener M-102, Bldg #2 Level 1 New Mechanical Plan, Key Mechanical Note #15 states that the new water softener system to be integrated into Metasys with “instantaneous flow and totalization flow measurement”. I’ve coordinated with the WS manufacturer, and they do not have BMS integration capabilities (e.i. BACnet) nor instantaneous flow devices for their system. Should the controls contractor furnish (1) flow meter (GPM) and wire it to the existing JCI panel (DIV 23 will install)? This will allow us to pick up the point and provide a calculated totalization measurement.
Q92 VA Answer:
The existing VeederRoot fuel oil tank monitoring system shall remain and be integrated into the existing BAS, as indicated on the Solicitation documents.
Q93:
VeederRoot ED-502 and E-506 are requiring the controls contractor to disconnect the existing high and low level alarm relays from the VeederRoot system for Fuel Oil Tanks 5 through 9 and reconnect them to the existing JCI panel for Metasys to pick up these points. We would strongly recommend not doing this as the VeederRoot system is responsible for maintaining the fuel oil levels within the tanks through the ISP Fuel Pumps. Without those alarm contacts running to the VeederRoot, the device may overfill the tanks or allow them to go empty. JCI plans to integrate the rest of the points that the VeederRoot current contains; we obtained the complete modbus registry from the manufacturer. We should be able to pick up the high and low level alarms, tank levels, and usage for all 9 tanks with this approach. Please confirm.
Q93 VA Answer:
The existing VeederRoot fuel oil tank monitoring system shall remain and be integrated into the existing BAS, as indicated on the solicitation documents.
Q94:
Cooling Towers The plans state that the top section of (4) out of (5) cooling towers will be replaced. Typically, on newer CTs, there is a vibration sensor with a dry contact that we pick up for vibration alarm.
Please confirm that we should add these points to Metasys.
Q94 VA Answer:
There are no existing vibration sensors on the existing cooling towers connected to the BAS.
New vibration sensors are not included in the solicitation documents. A/E does not disagree with the recommendation, but they are not a requirement of this contract.
Q95:
Would these 5 (high efficiency double impeller) CW pumps be different than what is scheduled? Would the piping need to change if they went with these types of pumps?
Part 2 of note k. as another option is to raise the entire CT one at a time and build the structure taller. Or are they meaning the new upper section of the new CT will be taller than the existing.
Q95 VA Answer:
The scheduled pumps in the solicitation documents are what is intended to be provided. Replace 5 existing condenser pumps per the design drawings and specifications. The language to raise the cooling towers has been removed from the Statement of Work. Please refer to the most current SOW version named “Attachment SOW 02-26-2026”.
Q96:
Specification Section 22-31-11 calls for the external softener piping to be Stainless Steel but does not specify the schedule required. Is this piping supposed to be Sch10 316 SS to match the 6” and larger above ground water piping specification found in section 22-11-00?
Q96 VA Answer:
A/E does not take exception to matching the stainless steel piping in spec section 221100.
Q97:
Specification section 22-31-11 calls for the external softener valves to be threaded ball valves with carbon steel bodies and SS trim. Is it acceptable to use butterfly valves for sizes 2-1/2” to 4”? If so, what are the valve requirements for these butterfly valves?
Q97 VA Answer:
A/E does not take exception to the use of stainless-steel butterfly valves for sizes 2-1/2” to 4”.
Valve to be weldable cast B-grade carbon steel body, wafer connection, 304 SS disc, PTFE seat, 316 SS stem, class 150 pressure rating minimum.
Q98:
