About this file
This is Amendment 0003 to a Request for Quotation (RFQ) for fire and electric door maintenance services at VA Northern California Health Care System (VANCHCS) facilities. The amendment extends the quotation due date from March 12, 2026, at 1:00 PM to March 17, 2026, at 1:00 PM Local Time, and provides official Government responses to vendor Requests for Information (RFIs) while incorporating significant revisions to the Statement of Work (SOW) and restructuring the Price/Cost Schedule.
The contract requires comprehensive inspection, preventive maintenance, testing, and repair services for automatic sliding doors, electric door openers, and fire-rated pedestrian doors across six VANCHCS locations: Mather, McClellan, Vallejo (Mare Island), Travis AFB (Fairfield), French Camp (Stockton), and Martinez, California. The revised SOW eliminates the 105 Hickam Ave, Travis AFB location entirely and modifies emergency response times from the original four-hour and six-hour standards to a unified 12-hour on-site response requirement. The Price/Cost Schedule has been completely restructured: CLIN 0007 (Overhead & Profit) has been deleted entirely with contractors required to incorporate all indirect costs and profit into remaining CLINs; CLIN 0001 covers annual fire door inspection and testing (firm-fixed price); CLIN 0002 covers quarterly preventive maintenance (firm-fixed price); CLIN 0003 covers unscheduled fire door repairs with a $50,000 Not-To-Exceed amount; CLIN 0004 (Emergency Callouts) has been changed from a yearly to an "each" unit of measure with a $6,000 NTE amount for a single service call; CLIN 0005 covers unscheduled electric door repairs with a $100,000 NTE amount; and CLIN 0006 covers on-site staff training (minimum two hours per location per quarter). The solicitation is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside administered by the Department of Veterans Affairs Network Contracting Office (NCO) 21 at Sierra Nevada Health Care System in Reno, Nevada. Contractors must be AAADM-certified or equivalent, comply with NFPA 80, NFPA 101, and California Building/Fire Codes, and submit detailed service reports within 14 calendar days of service completion.

VENDOR QUESTIONS AND GOVERNMENT RESPONSES Solicitation Number: 36C26126Q0302 Project: VANCHCS Fire and Electric Door Maintenance Question 1: The pricing structure for CLIN 0007 includes a separate line item for overhead and profit... Could the Government clarify the intent behind separately identifying overhead and profit within this CLIN? Additionally, will the Government consider removing this separate overhead/profit line item and allowing offerors to include these costs within their fully burdened CLIN pricing?
Government Response: The Government agrees. An amendment will be issued to remove CLIN 0007 (Overhead & Profit) in its entirety. Quoters shall incorporate all applicable indirect costs, overhead, and profit directly into their fully burdened pricing for the remaining established CLINs.
Question 2: What do we put in the Price/Cost Schedule for CLINs 0003 and 0005? In the Statement of Work, Unscheduled Maintenance and Repairs, item b states each repair will be proposed separately. Are these CLINs funded by the government with the contract award? If not, can you please provide direction on what is to be included in the price for these line items?
Government Response: The Government will issue an amendment establishing pre-determined Not-To-Exceed (NTE) "plug" amounts for CLINs 0003 and 0005 so all quoters are evaluated on the exact same basis. For CLIN 0003, the NTE amount is $50,000. For CLIN 0005, the NTE amount is $100,000. These CLINs will be funded at contract award to be used as needed. Contractors will bill against these CLINs only after submitting a specific repair quote and receiving written approval from the Contracting Officer (CO) or Contracting Officer's Representative (COR).
Question 3: For CLIN 0004 in the Price/Cost Schedule, are we providing the price of one service call? Or is this a separately funded CLIN after contract award?
Government Response: The Government will issue an amendment to change the Unit of Measure for CLIN 0004 from "YR" (Year) to "EA" (Each). The Government has established a Not-To-Exceed (NTE) amount of $6,000 for this CLIN for evaluation purposes. Quoters shall provide a fully burdened unit price for one (1 EA) emergency service call.
Question 4: Are the terms "Corrective Maintenance and Repair" and "Unscheduled Maintenance and Repair" the same thing and both require a quote and pre-approval by the CO or COR?
Government Response: Yes. Unscheduled maintenance generally refers to failure calls (e.g., a door stops working, sensor malfunction), while corrective maintenance refers to fixing deficiencies found during routine inspections before a failure occurs. Any corrective or unscheduled maintenance and repairs that fall outside the scope of the routine preventive maintenance CLINs will be funded and billed against the established Repair/Emergency CLINs (0003, 0004, 0005). The Contractor must submit a quote and receive written approval from the CO/COR prior to commencing any unscheduled repair work.
Question 5: Will both corrective maintenance and unscheduled maintenance be funded by an "administratively separate contract Line Item Number"?
Government Response: Yes, see the response to Question 4. They will be billed against the established Repair/Emergency CLINs (0003, 0004, 0005).
Question 6: Is "service" required for fire doors other than annual "inspection and functional testing," "emergency" call outs, and "repairs/replacements" (on approval and separate funding)?
Government Response: Routine testing and inspection of the fire doors is covered under CLIN 0001. Any additional maintenance, repairs, or service to the fire doors outside of that routine inspection will be covered under the T&M repair line item, CLIN 0003.
Question 7: Can the government allow some flexibility to "report a service call within 4 hours, and emergency service call 24/7 within 6 hours?" The locations are spread out...
Government Response: Yes. The Government will amend the Statement of Work to allow an on-site response within 12 hours of the emergency service call being made.
Question 8: Why does the solicitation list seven (7) locations, but the Excel Spread Sheet does not list any doors/items for: 105 Hickam Ave, Travis, AFB, CA (Fairfield)?
Government Response: The 105 Hickam Ave location has been removed from this contract entirely. The only facility covered on Travis AFB (Fairfield) is 103 Bodin Circle. The Statement of Work and Excel Door Inventory are being amended to reflect this change.
Question 9: The vendor references the SOW verbiage "Repairs shall be provided for administratively by separate Contract Line Item Number (CLIN)" and asks exactly how the Government will fund this. The vendor suggests creating a new CLIN (e.g., CLIN 0008) funded at approximately $690,685 based on their experience at other VA facilities, or alternatively setting a predicted flat rate (e.g., $50,000) for automatic door parts (CLIN 0005) and fire door parts (CLIN 0003).
Government Response: The Government will not create a new CLIN 0008. The solicitation's existing Price/Cost Schedule already contains the necessary separate CLINs for repairs and parts (CLIN 0003 for Fire Door Repairs and CLIN 0005 for Electric Door Repairs). As stated in the response to Question 2 above, the Government will issue an amendment establishing pre-determined Not-To-Exceed (NTE) "plug" amounts for these existing CLINs based on the VA Northern California Health Care System's historical data and independent estimates. All quoters will be evaluated using the Government-established plug numbers.
Question 10: Is it possible to award a Sole Source to a contractor because they are pointing out to the government that many aspects of this bid could be a fixed price?
Government Response: No. Providing solicitation feedback or asking clarifying questions during the Q&A period does not provide a statutory basis for a sole source award. This solicitation remains a competitive 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. All interested and eligible SDVOSBs must submit a complete quote in accordance with the solicitation instructions to be considered for award.
