The contractor must furnish all labor, materials, equipment, tools, supervision, and transportation to service automatic sliding and swinging doors, low- and high-energy operators, motion and presence sensors, control systems, fire-rated doors, frames, self-closing devices, and latching systems in patient care areas, entrances, restrooms, and secured locations.
All work must comply with ANSI/BHMA A156.10 and A156.19, NFPA 80, NFPA 101, California Building Code, California Fire Code, and VA Fire Protection Design Manual. The contractor must be AAADM certified or provide technicians with equivalent certification. Preventive maintenance requires quarterly service for automatic doors (four times per contract year in the first four weeks of each quarter) and annual inspection and functional testing for fire-rated doors and automatic door openers, including inspection and adjustment of speeds, sensor functionality testing, mechanical component cleaning and lubrication, hardware tightening, component replacement, backup power system testing, and safety compliance verification. Fire door inspections must comply with NFPA 80 and include verification of self-closing and latching mechanisms, gap and frame inspection, and lubrication. Unscheduled maintenance and repairs are authorized separately through additional CLINs with pricing approval required before work begins. Corrective maintenance allows 12-hour on-site response for emergencies with 48-hour repair completion for parts-dependent work using only OEM or approved equal parts. The contractor must conduct quarterly training no less than 2 hours per inspection visit at each location to familiarize VA staff with equipment maintenance and service. Detailed service reports, including date, technician name, door identification, work description, components inspected, parts used, and results, must be provided within 14 calendar days or at invoicing. Fire door inspection reports must comply with NFPA 80 and clearly identify the NFPA edition referenced. All technicians must comply with VA facility infection control policies, wear visible identification, obtain flash badges from HR, and maintain proper security protocols. For Travis AFB access, employees must submit DBIDS requirements at least 14 calendar days (or up to 30 days in advance) prior to service dates with QR confirmation codes and valid government photo identification emailed to the COR and Maintenance Chief. Invoices must reference specific CLINs, include detailed service descriptions, locations, and dates, and be accompanied by supporting documentation including service reports, inspection logs, and parts lists before submission to the VA invoicing system.
