RFI #1 – Please advise location for Contractor temfacil and laydown yard.
o Response: LAYDOWN YARD CURRENTLY IN USE FOR HVAC WILL BE
MAINTAINED
RFI #2 – IF bidder has existing project on site, can Contractor use their current Temfacil/Laydown yard for this project which is close to bldg 520? And transfer to the new bldg 520 project laydown yard after completion of previous project?
o Response: YES, LAY DOWN AREA CURRENTLY IN USE WILL BE
MAINTAINED FOR THIS PROJECT
RFI #3 – Can VA recommend phasing requirements they expect for the scopes of work?
(EX: demolition on some areas needs to be after work hours or weekends-depending on existing staff occupancy of the space). It is expected that the scope will produce noise, vibration, utility impact and dust during performance of work. Please advise if VA can provide a list of rooms that will require to be performed during off-hours or phasing sequence for this project.
o Response: THE PROJECT PHASING AS OUTLINED IN THE NARRATIVE AND
SOW DOCUMENTS IS AS FOLLOWS:
o Each of the 4 wards, A B, C and D, constitute a 13 patient bedroom unit with associated support spaces.
o Each of the 4 Wards constitutes a complete functioning stand-alone unit and each is a near identical reflection of one another. As such the in-patient portion of the project will be completed in 4 phases. Each ward will be empty and fully available to the contractors to perform all work during normal business hours o • Ward D is currently unoccupied and will be renovated as Phase 1. Upon completion of Phase 1 ward D will serve as the swing space and patients and staff will be moved from Ward C.
o • Ward C will be renovated in Phase 2. Upon completion of Phase 2, Patients and Staff will be moved from Ward B.
o • Ward B will be renovated in Phase 3. Upon completion of Phase 3 VA staff can determine which of the 3 completed wards will be left unoccupied.
o • Ward A will be renovated in Phase 4. THE FLOORING REPLACEMENT IN
THE ADMIN OFFICE OF WARD A WILL NEED TO BE PERFORMED AFTER
HOURS. OR ON WEEEKENDS
o • A detailed phasing plan and schedule will be developed by the GC to include 30 DAY patient transition times between Phases.

Please advise or provide list of items for demolition that VA wishes to be disposed of or keep.
o Response: PER GENERAL NOTE #6, EXISTING ITEMS SCHEDULEDED TO
BE REMOVED AND REPLACED SHOULD BE RETURNED TO THE VA.
EXCEPT FOR PLUMBING FIXTURES, LAUNDRY MACHINES AND TOILET
ACCESSORIES TO BE DISPOSED OF BY CONTRACTOR.
RFI #5 – Site Walk photos show some ceiling bubbles that seems to look like there was a leak above or a sign of water leak. Please confirm if this needs to be repaired and if a possible leak above floor needs to be repaired as well.
o Response: NOT IN THE SCOPE OF WORK FOR THIS PROJECT
RFI #6 – The RFP (par 2.2) noted that 3 of the 4 wards are occupied with the 4th ward as swing space. Does this mean that VA will relocate existing patients to the 4th ward to clear the space before renovation can begin? - does this mean that the area for renovation will be fully empty for contractors?
o Response: YES, see phasing description in question #3
RFI #7 – Are hazardous materials expected in this project? (Molds, Asbestos, Lead paints, etc.) IF yes, please provide hazmat survey if available.
o Response: No hazardous materials are expected
RFI #8 – For Bathroom floor repairs, the RFP noted ‘Remove Floor Tiles, Concrete Slab’..- Is the VA pertaining to the tile mortar/grout on the floor or the full structural concrete slab?

o Response: PER GENERAL NOTE #6, EXISTING ITEMS SCHEDULEDED TO
BE REMOVED AND REPLACED SHOULD BE RETURNED TO THE VA.
RFI #12 – The RFP noted the new ‘CCTV system will be compatible with campus 520 cctv (AVIGILION) system and components shall comply with the latest VA police and safety guidelines.’ – Can bidder get the latest VA police safety guidelines for the cctv requirement?
o Response: Bidder can download the latest Physical Security Design Resiliency Manual (PSDRM) and VA directive 0730 requirements FROM THE VA WEB
SITE
RFI #13 – To assure compatibility of cctv system, does VA prefer the same brand to existing (AVIGILION) maybe an updated model or can bidder propose an approved equal?
o Response: Avigilon is the brand being installed in a concurrent campus wide security update project. Therefore, Avigilon is the basis of design and only approved brand for this project.
RFI #14 – Please confirm if the Superintendent can ‘dual hat’ as SSHO and /or QC for the Project.
o Response: SHALL BE SEPARATE INDIVIDUALS IN EACH ROLE
RFI #15 – Please confirm if project scheduler is not required to be submitted for pre-con submittals.

o Response: There is no HVAC or FS work included in the project scope.
RFI #20 – RFP require Class IV Infection Control- this will require to exhaust work areas outside of the building. Please confirm facility allows removal of existing windows for this requirement.
o Response: THE EXISTING WARDS HAVE MULTIPLE EXTERIOR DOORS TO
SECURED COURTYARDS THAT SHOULD PROVIDE ADEQUATE
LOCATIONS FOR VENTILATION WITHOUT REMOVING WINDOWS.
RFI #21 – Is contractor allowed to use MC cable for electrical work?
o Response: REFER TO DIVISION 27 FOR NURSE CALL AND SECURITY
CAMERA CABLING. ALL OTHER NEW ELECTRICAL DEVICE RE-USE
EXISTING CABLING.
RFI #22 – Site Walk photos show possible mold remediation on some of the baseboards- Is there a possibility of mold remediation on this project?
o Response: NOT IN THE SCOPE OF THIS PROJECT
RFI #23 – Will VA consider replacing the existing Nurse call to Rauland Responder 5? - Note most VA Hospitals are going this route.
o Response: YES, SUBMIT AS PROPOSED EQUAL PER THE SOLICITATION
PROCESS.
RFI #24 - Nurse Call Specs in TIL Section 27 52 23, Drawings and SOW: Please CONFIRM that Jeron is the standard being deployed throughout the facility and is required? If so, will the Government please issue an amendment with the J&A.
o Response: BASIS OF DESIGN IS WESTCOM, ANY OTHER MFG. THAT ARE
EQUAL MAY BE SUBMITTED AS A PROPOSED EQUAL PER THE
SOLICITATION. THE BUILDING IS STAND-ALONE.
RFI #25 - Nurse Call Specs in TIL Section 27 52 23: Please CONFIRM the nurse call spares must be provided and compatible with the existing spare parts kit at the facility?
o Response: REFER TO RFI #24, PROVIDE SPARE PARTS AS SPECIFIED IN
SECTION 27 52 23
RFI #26 - Nurse Call Specs in TIL Section 27 52 23, Drawings and SOW: Please CONFIRM that dual cordless pushbutton plates for the bathrooms must be flush mount tamper proof anti-ligature stainless steel nurse call devices to meet the VA behavioral/mental health inpatient care standard?
o Response: CONFIRMED
RFI #27 - Nurse Call Specs in TIL Section 27 52 23, Drawings and SOW: Please DEFINE what is considered NURSE CALL? The reason for the question is the term “nurse alert” and “nurse help” are used in the drawings while the term "nurse call staff assist" is used in the RFQ PSU Specs Section 27-52-23 which is the nurse call life safety section. Furthermore, the RFQ cut sheets show Cornell brand "nurse call staff assist" devices.
o Response: “Nurse call” or “nurse aleart” stations are the existing “pull cord stations” located in bedrooms and attached bathrooms.
o Response: “Nurse Help” stations are the existing “push buttons” located only in shared spaces. The RFQ cut sheets for Cornell brand “nurse call staff assist is the same thing as “nurse help”
RFI #28 - Nurse Call Specs in TIL Section 27 52 23, Drawings and SOW: Because Cornell, Executone and WestCom are all listed in the RFQ bid specs (in the cut sheets, TIL specs and drawings), will the government ISSUE an amendment clarification that Jeron nurse call is the brand required?
o Response: Jeron nurse call is not required. Products called out are for reference only. A working ligature resistant notification station system is required.
RFI #29 - Construction Drawings, Cut Sheets and SOW: What wall MATERIAL is being used in the bathrooms and can a spec cut sheet be provided?
o Response: The existing bathroom walls are a solid surface material. NO CUT
SHEET AVAILABLE
RFI #30 - Nurse Call Specs in 1442, TIL Section 27 52 23, Drawings and SOW: Please CONFIRM that the nurse call must be B.A.A. compliant?
o Response: YES
RFI #31 - Nurse Call Specs in TIL Section 27 52 23, Drawings and SOW: How will the Government CONFIRM what brand of nurse call was bid by each GC and if it meets the TIL specs?
o Response: West-Com is the basis of design per General Note 1. Nurse Call Single Line Diagram. Other brands may be submitted as “or equivalent” per the solicitation process.
RFI #32 - Nurse Call Specs in TIL Section 27 52 23 and SOW: Please CLEARIFY what is meant by "to form an integrated nurse call system"? This infers that the new nurse call system being installed must be integrated into the old nurse call in other areas of building 520 that are NOT a part of this project. The purpose of clarifying statement is UL, Life Safety and FDA 510K Medical Device certifications don't allow for interfacing/intermingling different brands of nurse call life safety systems because it would create a standard of care life safety issue by attempting to integrate/intermingle different nurse call systems.
o Response: Each of the three (3) wards stand alone. Provide a complete working system that meets the requirements of the specifications.
RFI #33 - Nurse Call Specs in TIL Section 27 52 23: Please CONFIRM that the nurse call must include self-service repair training so that the PAD electronics shop can repair the nurse call without engaging a 3rd party?
o Response: NOT REQUIRED IN SPECIFICATIONS
RFI #34 - Nurse Call Specs in TIL Section 27 52 23: Please CONFIRM that the nurse call must provide plug-n-play device replacement capability meaning that ZERO programming is required to replace a nurse call end point device?
o Response: NOT REQUIRED IN SPECIFICATIONS
RFI #36 - Nurse Call Specs in TIL: Please confirm that the nurse call life safety system must be FDA 510K registered?
o Response: NOT REQUIRED IN SPECIFICATIONS
RFI #37 – Nure Call Specs in TIL Section 27 52 23, Drawings and SOW: Please CONFIRM that Jeron is the standard being deployed throughout the facility and is required? If so, will the Government please issue an amendment with the J&A.
o Response: SEE RFI #24
RFI #38 – Nurse Call Specs in TIL Section 27 52 23: Please CONFIRM the nurse call spares must be provided and compatible with the existing spare parts kit at the facility?
o Response: SEE RFI #25
RFI #39 – Nurse Call Specs in TIL Section 27 52 23, Drawings and SOW: Please CONFIRM that dual cordless pushbutton plates for the bathrooms must be flush mount tamper proof anti-ligature stainless steel nurse call devices to meet the VA behavioral/mental health inpatient care standard?
o Response: SEE RFI #26
RFI #40 – Nurse Call Specs in TIL Section 27 52 23, Drawings and SOW: Please DEFINE what is considered NURSE CALL? Furthermore, the RFQ cut sheets show Cornell brand "nurse call staff assist" devices.
o Response: SEE RFI #27
RFI #41 – Nurse Call Specs in TIL Section 27 52 23, Drawings and SOW: Because Cornell, Executone and WestCom are all listed in the RFQ bid specs (in the cut sheets, TIL specs and drawings), will the government ISSUE an amendment clarification that Jeron nurse call is the brand required?
o Response: NO SEE RFI #28
RFI #42 – Construction Drawings, Cut Sheets and SOW: What wall MATERIAL is being used in the bathrooms and can a spec cut sheet be provided?

This infers that the new nurse call system being installed must be integrated into the old nurse call in other areas of building 520 that are NOT a part of this project. o Response: EACH WARD IS A STAND-ALONE SYSTEM, NO INTEGRATION
WITH OTHER AREAS OF THE BUILDING OR CAMPUS.
RFI #46 – Nurse Call Specs in TIL Section 27 52 23: Please CONFIRM that the nurse call must include self-service repair training so that the PAD electronics shop can repair the nurse call without engaging a 3rd party?

o Response: SEE RFI #36
RFI #49 – There appears to be a typo in the first paragraph of the A.3 PRICE/COST Schedule on Page 7 of the Solicitation. Proposal Item #1 describes a different project than Project 640-23-104, Correct Mental Health Deficiencies in Building 520. Will a revised A.3 PRICE COST Schedule be issued?
o Response: Revised A.3 Price Cost Schedule is attached to this amendment
RFI #50 – Page 25 of 55, section 4.39 Qualifications, A.: “The contractor shall be bonded and licensed in the state of California.” For other VA projects where the performance of work is within a federal facility (VA hospital) the contractor is not required to be licensed in the state of performance. Will contractor license from another state another state satisfy this qualification?
o Response: VA will accept contractors that are licensed in other States, (inside the U.S.)
