DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
San Francisco VA Medical Center 4150 Clement St San Francisco, CA 94121
Date: November 18, 2024
Project: 662-23-101, Renovate ICU to Airborne Infection Isolation Standards
Scope of Work The San Francisco VA Medical Center requires the services of a qualified General Contractor to construct Project 662-23-101, Renovate ICU to Airborne Infection Isolation Standards. The general scope of this requirement is to construct via extensive renovation a modern Intensive Care Unit comprising 10 patient rooms with surge capacity to 12. Four rooms that are dedicated Airborne Infection Isolation and two that are configurable, allowing for a maximum of eight such patients within the Unit. The nature and requirements of this construction are fully exhibited in the attached Construction Documents which include complete drawings and specifications.
The area of construction is located within the main hospital in Building 203 with area of work entirely on the 3rd floor B-Wing; effectively the east side of the building on the top floor. Infrastructure work extends beyond the normal areas of work to accommodate work to utility systems. Special care is to be taken as related to impact surrounding clinical areas, most significantly 2nd floor, and utility outages with impact to patients in occupied areas. Noise, vibration, and dust control should be expected to be heavily managed with limitations strictly coordinated. For purposes if pricing, total labor effort should be assumed to comprise roughly 30% of labor outside of normal business hours.
Construction Management software is to be used in the completion of this requirement and will be provided by the government absent an established and acceptable platform utilized by the awardee. The software currently in use is Submittal Exchange. The government will grant access to all parties associated with the General Contractor as requested by the GC project manager.
The period of performance for the project is not more than 420 calendar days from when the Notice to Proceed is issued, which includes up to 60 days to develop schedules, perform inspections, mobilize, advance submittals, and manage long lead items. This ensures a solid plan for performance is established before the current ward is impacted by demolition that would preclude returning to service. When the contractor is ready and the government is fully satisfied as related to a developed schedule and adequate completion of a differing site conditions report, the physical work will begin. The contractor generated Master Project Schedule shall meet the requirements of VAAR 852.232-71 to demonstrate critical path, identify float, and indicate costs by definable feature of work to facilitate timely and accurate progress payments.

| 1. | Evaluation Factor 1 - Project Schedule |
| 2. | Evaluation Factor 2 - Past Performance |
| 3. | Evaluation Factor 3 - Cost/Price |

· Solicitation Submission Requirements: The offerors proposals will be evaluated for coordination, staffing, and scheduling of the work to ensure timely completion of the project, demonstrating the Offerors’ understanding of the major construction activities, and critical path items to successfully execute the project. The tentative award date is April 29,2025. The contractor is to provide a phased schedule with a synopsis as to how the work will be accomplished within the 420-calendar day period of performance. The schedule must not exceed 4 pages (single-sided, 11”X17”). The narrative must not exceed four (4) pages (single-sided 8.5”X11”, 1” margin left/right/top/bottom, and 10-point font or larger). · Basis for evaluation: Offerors’ proposals will be evaluated for coordination, staffing, and scheduling of the work to ensure timely completion of the project, demonstrating the Offerors’ understanding of the major construction activities, and critical path items to successfully execute the project. The project schedule will be used as an aid to help determine that the offeror understands and can perform all the required elements of the project with limited impact, to the greatest extent possible, to the Medical Center. The schedule that identifies above items and demonstrates successful completion within a shorter performance period will be rated more favorably. Note: The draft schedule submitted with the offer should not be construed as the agreed upon schedule as per FAR 52.236-15, the contractor shall, within twenty-one (21) Calendar days after receiving the Notice to Proceed, submit an interim project schedule which will supersede the draft project schedule. Therefore, it is imperative the Offerors only submit relevant CPARS and/or PPQ's.
· If the submitted CPARS/PPQs are determined by the Government to be irrelevant then the Government reserves the right not to replace with an additional CPARS. Offerors may provide any information on problems encountered and the corrective actions taken on these projects. Offerors may also address any adverse past performance issues. Explanations shall not exceed four (4) single-sided pages, 8.5” x 11”, 1” margin left/right/top/bottom, and 10-point font or larger.
· The Government reserves the right to contact references for verification or additional information. Performance award or additional information submitted will not be considered."
· Basis of Evaluation: This evaluation focuses on how well the offeror performed on the relevant projects. In addition to the above, the Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), using all CAGE/DUNS numbers of Contractors who are part of a partnership or joint venture identified in the offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance, and Integrity Information System (FAPIIS), and any other known sources not provided by the offeror.

· In rating Past Performance, the Government will evaluate for recency, relevancy, and quality of contractor performance. In reference to Past Performance, offerors who do not have relevant past performance will receive a neutral rating (neither favorable nor unfavorable) (FAR 15.305)(a)(iv). However, the Offeror with favorable past performance may be considered more favorably than an offeror with Neutral rating.
Evaluation Factor 3 - Cost/Price: Solicitation Submission Requirements: All proposals must include a completed 1442, must be signed by a person of the firm who has the authority to enter into contractual agreements, any amendments, and a completed price breakdown sheet.
· Basis of Evaluation: The offeror’s proposed price will be evaluated for fair and reasonableness. The Offeror must complete price breakdown sheet and submit it with signed copy of 1442 and any amendments. The total evaluated price will be determined by the Offeror’s price for all division items. Note: The VA will look at the total evaluated price and non-price factors to determine the best value. “Best Value” means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirements.
Factors Order of Importance: The basis for award is the best value trade off where all non-price evaluation factors, when combined, when combined are approximately equal to Factor 3 – cost/price. Any award will be made based on the best value proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to the three following evaluation factors (in accordance with FAR 15.101-1) in order of descending importance:
