About this file

This document contains questions and answers regarding a roof replacement project for Buildings 1D and 10 at a Veterans Affairs medical center. Key details include:

  • The project involves removing the existing built-up roof, insulation, and cmu brick layers on both buildings. Asbestos testing and abatement are required and included in the base bid.

  • Structural load limits and material staging/removal procedures will need to be determined due to space constraints for one building. An expansion joint will remain on one roof.

  • Security clearances will be required for certain work areas. Environmental and operational controls can be addressed in activity hazard analyses.

  • Equipment remaining on one roof is specified on drawing AD110. Solar panels and equipment on both roofs are to be removed and disposed.

  • Fan and curb locations are specified by keynotes on drawings. Asbestos locations are shown on drawings and addressed in an attached report.

  • The opportunity is identified as solicitation number 36C26123R0113 through the Department of Veterans Affairs for the roof replacement project.

1. How structurally stressed is the roof currently? We will need to know the limits to accurately determine the demo scope. The roof is covered in cmu bricks over the built-up roof and insulation. We will need to know for efficiency how many we can stack and move across the building. Bldg 1D has only a small area that can be utilized for chute and crane, so this is important.

The roof was designed for a live load of 79 PSF.

2. On Bldg 10, what is the scope of the seismic joint on the roof? New roof spec will be much lower than current spec of roof.

The expansion joint on the new roof on building 10 is existing and should remain as is with a new cover. This is an expansion joint and not a seismic joint.

3. Asbestos/Lead/Haz Mat Testing and Removal Scope- Solicitation states that there is NOT any available information about the presence of hazardous materials in the existing roof materials. Just to clarify, the base bid for the project will be to remove the roofing materials as if they do not contain any hazardous materials. Also included in the base bid will be the cost for the testing. Any hazardous materials found during the testing will be removed via change order.

It is known that the felt on both roofs contain asbestos. See attached report for Buildings 1D and 10 roof and drawings for Building 1D roof. Asbestos sampling and abatement to be included as part of the base bid. Asbestos sampling and abatement are included in the SOW and the specs.

4. Bldg 10- Remove all unused equipment- Please provide a plan sheet that details any equipment that is to remain on the roof.

All equipment that is to remain on the roof is called out on sheet AD110.

5. Special clearance areas- Bidders assuming that there are no special clearance areas pertaining to this solicitation that would require workers with special clearance.

Access to 1D roof is through the Xray area, which is considered a sensitive area. All general and subs will need the appropriate security clearance based on the risk and sensitivity level designation in the areas work will be performed.

6. Environmental Management Programs and Operational Controls- Is there a specific document for the required programs and controls.

There is no specific document. The environmental and operational controls can be included as part of the activity hazard analysis (AHA).

7. Solicitation mentions a Smoke and Carbon Monoxide Monitoring Requirement. Please provide details of this requirement.

This is not a requirement for the design – VA to confirm there is not an additional requirement on their end. Refer to the product safety data sheets for any requirements they may have.

8. Please provide the submittal register for the project.

Refer to the attached document “18-078 SubReg 100%”

9. Page AD101 Key Note #13 says to replace 16 Ton RTU but we don’t not see any specs for this.

Can the VA please provide the missing spec sections?

The RTU replacement is part of a separate project that is to be completed before the roofing project begins.

10. Page AD101 Key Note #12 and #16 say to remove and dispose all solar array enclosure and equipment. Is this a mistake or does the VA really want all Solar Panels and Equipment disposed of?

VACO has stated it is not economically feasible to remove and then return the panels to the completed roof. There may be some steps Logistics will require if they are in inventory, but the statement is correct. They are to be removed and disposed of.

11. Page AD110 Key Notes # 13 and 15 seem to be for specific tasks but do not point to anything specific. Can the VA please advise as which items these key notes apply?

Keynotes on the plan are tied to the location of the fan and curb

12. There is a Specification for Asbestos Roofing Abatement, but we don’t see anything on the drawings showing what needs to be abated, nor do we see a report showing where asbestos is found. Can the VA specify what will need to be abated or Is there a survey related to the asbestos found on both roofs?

It is known that the felt on both roofs contain asbestos. See attached report for Buildings 1D and 10 roof and drawings for Building 1D roof. Asbestos sampling and abatement to be included as part of the base bid. Asbestos sampling and abatement are included in the SOW and the specs.

13. There are Specifications for Division 3 Concrete, and Division 4 Masonry, but did not find any of this work on the drawings. Can the VA point out where the work in Division 3 and 4 would be?

There is no work in divisions 3 or 4

14. Keynote 13 on dwg # AD101. What is the brand of RTU installed currently? Are there pictures of the unit?

The RTU replacement is part of a separate project that is to be completed before the roofing project begins.
