Request For Information (RFI’s)

1. Specification Section 01 00 00, Part 1.11 – Physical Data refers to a soils report yet was left blank. Structural Drawings, Sheet S-001, Soil Data refers to a Soils Report by BSK ASSOCIATES PROJECT 'BSK G11-143-11F' DATED JANUARY 5, 2012. No Soils Investigation Report was not found attached to the RFP. Will the VA provide the Soils Report for this project? See attachment RFI Atch 1 Soils Report.

2. Will the VA provide a current Hazardous Material Survey for the areas covered by this project? There are no current Hazardous Material Survey provided. There is an 2012 Asbestos Report for Building #01 which can be provided upon request.

3. RFP, Page 5, Statement of Work, General Description, Part 1-(c) requires the offerors to provide a required “allowance” for the reimbursement of certain expenses. Will the VA provide the amount for the “required allowance”? Part 1-(c) is to be omitted.

4. Will the VA provide the manufacturer and system model information for the current Physical Access Control system? Does the VA have a current vendor that maintains the Access Control system and if so, provide their contact information? The VA currently use Software House C*Cure 9000 with Cheetah Innometriks Reader. Janus Group is the vendor as of October 1st, 2023.

5. Will the VA provide the manufacturer and system model information for the current Video Surveillance system? Does the VA have a current vendor that maintains the Video Surveillance system and if so, provide their contact information? Exacqvision System and the VA has an inhouse Personnel who maintains the surveillance system.

6. Do you have model number and capacity of Exacq servers? 2ea-ExacqVision located in B1B14A-1. NVR model- IP08-66T-R4Z-G1 There are room for 40 more cameras. There are room for 8 more hard drives, 4 in each NVR. Model Number WD Gold

7. Do you have model number, location, how many ports being used for each Software house door controller? Software House Model iStar Ultra Series item#USTAR008.

Located at the Comm Closet of 1st Floor, Room # 1B17. There are 8 being used out of 16 ports.

8. Do you have locations of Exacq and software house headend? The location of the head end equipment is in the Server room on 1st floor of Building #1 which is called out on the plans.

9. Do you have manufacture and model numbers of cameras? VA Standard is Axis Camera.

Model number will be provided.

10. Are we replacing workstations if so, how many work stations? Security monitoring room is being relocated per the project scope.

11. Do we need new licenses, if so how many? License(s) may not be required as we are Relocating Current System

12. In Monitoring room are we replacing Monitors or anything else? See Plan page AE-402 Accessories and Equipment Schedule.

13. Sheet SS-202, Detail 5 depicts (4) anti-ram bollards with 8’-0” embedment. Arrows point to the remainder of the bollards and state “shallow foundation”. Will the VA clarify if all other bollards have the deeper 8’-0” embedment unless denoted otherwise?

Detail 5/SS-202 do not show anti-ram bollards with 8’-0” embedment. For bollard types, legend and reference details refer to sheet SS-201.

14. Sheet AE-601, Door & Frame Schedule lists (3) frame types (F1, F2, & F3). The Frame Type elevations only depict frame types F1 & F2. Will the VA provide an elevation and description of frame type F3? All door frames that is indicated as F3 in the schedule are intended to be F2. There is no F3 frame type.

15. Sheet AE-502, Wall Types 3A, 2A, & 2B depict ballistic walls with bullet-resistant panels. Will the VA provide sections of the ballistic walls indicating the actual wall heights and how high the bullet-resistant panels must extend? Wall types 3A, 2A and 2B show the ballistic panel going to the underside of existing structure above. Contractor to field verify the height based on field condition.

16. Will the VA specify the finish for all depicted bollards? Type A bollards are Ameristar, Bulwark M30/P1 factory finish (refer to cut sheets provided, Appendix B of the submittal) Type B bollards are concrete filled galvanized steel bollards. Color to match existing adjacent bollards.

17. Sheet CI-09, Fence Area 1 depicts two different fence types. Will the VA clarify where Fence Type 1 and Fence Type 2 begin and end along Clinton Avenue? Please refer to Architectural Sheet AS-101 Overall Site Plan for length of different fence types.

18. On Sheets CI-10 & AS-106, there is no fence shown on the right side of Parking Lot H, but on the overall fence site plan on Sheet SS-201 there are two runs shown of the Fence Type 1. Will the VA please clarify which drawings are to be followed? There is no fence on the right side of Parking Lot H. What is indicated on CI-10 and AS-106 is correct.

19. Will the VA clarify if Gate “G09” on Sheet AS-108 is to be automated or manually operated? Gate G09 is to be manually operated.

20. Please clarify if the “Semi Permanent Double Swing Gate” shown on Sheet AS-103 is meant to be gate “G02”? Semi-Permanent Double Swing Gate shown on Sheet AS-103 is gate type G02. Please refer to sheet AS-101 for all gate type reference.

21. Will the VA please clarify if the 31’ Rolling Gate on 4/AS-103 is meant to be automated or manually operated? This is gate type G03 which is automated per gate schedule on Sheet AS-601.

22. Will the VA please clarify if the 24’ Chain-link Double Swing gate shown on Sheet AS- 107 is to be automated or manually operated? Chain-link Double Swing gate shown on Sheet AS-107 is to be manually operated.

23. There is enough info via the Structural sheets to show the CMU knee walls are at roughly 2'-8" Tall from top of footing but there is no information given to show how tall the 16" pilasters in the security fencing are. The Structural Sheets call out to view architectural drawings for heights, but the Architectural Sheets show heights only from finished surface and leaves out the depth to the top of the footings. Will the VA provide top of footing and top of wall elevations for the entire length of these walls and columns?

Structural details show the bottom of footing embedment from finished grade and the thickness of the footing. These dimensions provide the depth of top of footing from grade. For grade elevations and slope refer to Civil drawings.

24. Specification Section 28 23 00 – Video Surveillance, Part 2.3 specifies analog cameras.

Will the VA clarify whether this is the correct and current specification section since most VA video systems are now utilizing digital cameras? Per discussion with VA OIT during design phase, the new cameras are to match with the existing cameras since most of the cameras are to remain and very few new cameras are being added. The analog cameras have been specified accordingly.

25. Sheet ES-201 Note 7 calls for new camera and pole mounting. Does this include the actual pole, and if so, how tall (is a spec sheet available)? Or does this just include the pole mount equipment that holds the camera to a pole existing or provided by others?

Note #7 clearly calls for the new pole for installing the new camera. No spec sheets are available for the pole. The pole provided should have proper mounting kit for the camera to be installed on the pole.

26. Sheet ES-203 Note 1 calls for fiber optical cable. Is this for the card reader shown on the drawing or the data network? Normally a card reader uses copper and needs power. The new card readers to be provided should be IP based which does not need power. The card reader is to be connected to the existing access control system by the fiber optic cable for communication purposes.

27. Drawing ES-203 Note 3 appears to be pointing at a Junction box for a card reader however, the note says to provide new trenching, conduit, and communication cable for a new camera. Will the VA clarify if a card reader or camera is required at this location?

Card Reader is required at this location.

28. Will the VA clarify and show the clear routing from each new device to the tie-in location for connection of each new camera and security device and confirm the type of cabling required for each? The routing from each device / camera to the tie-in location is not possible on the drawing and the contractor usually follows the most optimum path depending on the existing site conditions. VA cabling standard is CAT 6A.

29. Specification Section 01 00 00, Part 1.2-D states that the VA will retain the Testing Laboratory. Will the VA clarify whether the VA or the Contractor will retain the Testing Lab? The Contractor will retain the testing lab.

30. Specification Section 01 00 00, Part 1.27 requires the Contractor to hire a Commercial Photographer to document this project. Will the VA confirm this will be a requirement for this project or will in-house taken photographs be acceptable? Contractor to hire a commercial photographer to document the project as called out in Section 01 00 00, Para 1.27.

31. Will the VA clarify if the Contractor’s Site Superintendent, if duly qualified, may also serve in the roles of CQC and SSHO or will a separate individual be required for either of those two roles? Contractor’s Site Superintendent cannot serve in the role of CQC and SSHO. A separate individual is required for either of these roles.

32. The scope of work references moving the security monitoring room to accommodate new equipment. What is the new equipment being installed and what currently exists in the monitoring room? All the new equipment is to be provided by VA OIT.

33. The headend equipment (servers) are connected to which devices and where are the devices located? Location of new cameras and the Existing cameras are shown on the plans. The location of the head end equipment is in the Server room on 1st floor of Building #1 which is called out on the plans. Any additional information required for the devices should be provided by VA OIT upon request.

34. Please provide a detailed map of existing device locations and panel locations with model numbers. Existing devices which are in scope of work are shown on the security plans.

Model numbers may be provided at a later date.

35. How will these doors be secured through the panel migrations for each phase of construction? Is the intent to keep these all live until the changeover happens? Clarify on the doors that are being questioned in the RFI. Majority of the scope of work is exterior and the only interior work is for Security Monitoring Room for which Temporary construction barrier is being provided.

36. What are the required certifications for security at this location? Integrator must have specific certifications to furnish and install the equipment? Please list the requirements.

Standard Network Camera will not require special certification.

37. What level of drawings are required for close-out documentation? Close out documentation should show complete as-built information with complete Instruction manual and Warranty documents.

38. Is there a security drawing that identifies camera placements and camera field of views available for review? Current drawings do not show location of cameras. The security plans show the location of the existing and the proposed new cameras to be installed.

Camera field of view is not provided on the plans.

39. What is the camera standard that is approved for this solicitation? Are all cameras, switching gear, UPS back-up to be NDAA and TAA approved? VA standard is Axis Camera.

40. What is the video management system that is currently in use? Please provide make and model number. ExacqVision System.

41. Please provide the number of days required for storage including additional planned addition of cameras. 30 Days

42. Is the current video system up to date on the Software Support Agreement? If not, please provide the current version of the software for the VSS. System is current.

43. Are you planning to utilize the existing Video Management system and expand, or do you have plans to replace the video system with something else? Current System to Remain

44. Are there any other requirements for security outside of the CCTV specifications? The scope for this project is to provide Security Cameras around the exterior of the facility as shown on the plans.

45. Are there any new card reader additions planned for the site? If so, where are the locations of the doors and where are the local headend panel locations? The additional card readers are to be provided on the parking lot gates as shown on the site plan. The headend panels are in the main server room in building #1.

46. What are the license plate recognition camera specifications? – See Plan Page E-701 Detail #6 & 7. And Plan Page E-702.

47. What are the lighting condition requirements? Is the requirement to provide cameras with IR or to provide additional white light in addition to the cameras. What is the required FoV? The cameras are to be provided with IR. All the new cameras being proposed and shown on the plans are with legend specifying if the particular camera is of “Fixed Type” or “Pan/Tilt/Zoom”.

48. Please provide light pole length & pole specs for new fixtures type: A1, A2 & B. The light pole length should be 18'-0" in height.

49. Please provide structural light pole base detail for new pole fixtures type: A1, A2 & B.

Refer to Structural drawings showing the pole base detail for new poles.

50. Please confirm the contractor is to provide a j-box with power and communication cabling for Code Blue Emergency Call post boxes as a per-wire only, per drawing sheet ES-202. Code Blue Emergency Call units and installation to be provided by others? The contractor is to provide only the j-box with power and communication cabling. Code Blue Emergency Call units and installation by others.

51. Will the VA accept equals for lighting fixtures vs the units specified on the drawings? If the equals meet the interior & exterior lighting specifications provided? Yes, lighting fixtures meeting specified standards will be acceptable.

52. Will the VA permit the Superintendent to perform dual roles, as a Superintendent and as a Site Safety Officer or as a Quality Control Manager? No, the superintendent may not perform the dual roles as Superintendent and as a Site Safety Officer or as a Quality Control Manager.

53. On some of the underground conduit pathways for power and communications, will the VA permit directional boring? Directional Boring is not Permitted.

54. Will the VA accept an equal to Axis brand cameras & CCTV equipment, if it meets the provided specifications? VA Standard is Axis Camera.

55. Video Surveillance 28 23 00 specifications, section 3.2 Installation, call for a network switch, server, and network video recorder to be provided for a complete VASS system.

Can we get confirmation that these items are to be included in this proposal? If these items are being included, what is the required retention time on recorded video? Please Reference Architectural AE Plan Pages.

56. Will the other work, demolition, excavation, tree removal, fence construction, etc.. follow the Site Lighting Phasing Plan? The site lighting phasing plan should be followed.

However, the phasing plan should be confirmed from VA before the beginning of each phase.

57. Have any hazardous materials been identified in the buildings or soil? Yes, Soils report was attached and 2012 Asbestos Report will be made available upon request

58. Can information provided from the pre-construction conference be made available to all offerors? All information from the pre-construction site visit is made available to all interested parties via attachment to this Amendment.

59. Can the site visit sign in sheet be made available to all offerors? The sign in sheet and any information from the pre-construction site visit is made available to all interested parties via attachment to this Amendment.

60. Can an offeror arrange a private site visit with the Fresno VA so that they may revisit the site? No private site visits are being coordinated. All site visits were held as stated in the solicitation, pre-arranged and opened to all interested parties.

61. Can photos taken by Government personnel during the site visit be made available to offerors? All information from the pre-construction site visit is made available to all interested parties via attachment to this Amendment.

62. Will the VA please clarify if the Rolling Gate on Sheet AS-109 is meant to be gate “G03” or G05”. The width matches for “G05” (28’), but there is an operator shown next to this gate which would refer to “G03” which is meant to be 31’ wide? Rolling Gates G04 and G05 are manually operated.

63. Do the existing camera structured cabling racks have enough open data ports for the new cameras, or do we need to add patch panels? Open data ports were available at the time of design phase for connecting the new cameras to the existing cabling racks. However, Contractor should get the required confirmation from VA OIT team.

64. Sheet EP-502 shows data and phone outlets but a Specification Section was not included for Division 27 to specify communications or what type of CAT cable is required. Will the VA provide Div. 27 specifications? Cabling for the data and phone outlets is by VA.

The scope of work included only the raceway for the low voltage systems. VA cabling standard is CAT 6A.

65. Drawing G-005 Note B, for each of the phases, says to Run CAT 6 cable from communication room to new camera location. Will the VA provide Div. 27 Specifications, specify if CAT6 or CAT6A cabling will be utilized, and provide a drawing depicting the clear routing from the camera location to the communication room? CAT 6A cabling is VA’s standard. Clear routing from the cameras location to the communication room cannot be provided on the drawing as it is usually the best possible route with means and methods that the contractor usually follows depending on the site conditions.

66. Drawing ES-201 Sheet Notes 1,2 and 5 call for new cameras in new locations and conduit with CAT 6 cable ran from the cameras to the nearest existing camera for tie-in to the existing video surveillance system. Will the VA provide Div. 27 Specifications, specify if CAT6 or CAT6A cabling will be utilized, and provide a drawing depicting the clear routing from the camera location to the communication room? Will the VA also clarify whether tying into another camera will provide the correct feed to the monitoring location? CAT 6A is the Cabling standard for VA. Clear routing from the cameras location to the communication room cannot be provided on the drawing as it is usually the best possible route with means and methods that the contractor usually follows depending on the site conditions. Each camera should be individually tied in back to the video Surveillance System Card. Camera connections should not be daisy chained.

67. What type of access control system is at the site, and is there space to add the new readers on the existing system, or do we need to add expansion boards? Access Control System is Software House CCure9000. Expansion board is required.

68. Drawing ES-203 Sheet Note 1 calls for 2” conduit with optic fiber cable from the device to the nearest communication closet #1B10A. Will the VA clarify if the devices require power, provide the Div. 27 Specifications for the fiber optic, and confirm that fiber will be required in lieu of cabling? The device (Cameras etc.) are Powered over Ethernet (PoE). CAT 6A cabling is the VA standard and will be acceptable.
