RFI #1 – Please provide copy of Site Visit Sign-in Sheet from Phase I, March 17, 2022 Site Visit.
VA Response: See response to RFI #30.
RFI #2 – Please confirm that the Government will conduct a second (2nd) Site Visit for bidders invited to Phase II.
VA Response: The VA may be holding a second site visit for offerors invited to submit Phase II proposal. The date and time of the site visit will be announced via solicitation amendment.
RFI #3 – Please provide bidders with all available and relevant information, documents, plans, etc. associated with the site in question and adjoining areas that may require utility/stormwater tie-ins, the matching of existing conditions/equipment, and/or would be informative in bidders providing a responsive bid to the Government, to include, but not limited to:
I. As-builts and/or redlines from adjoining parking lot (Project # 612A4- 19-200) from post-construction close-out.
VA Response: See documents provided.
II. Any additional geotechnical and/or soils reports available for current project site and/or adjoining projects (adjoining parking lot, Water Loop project, Fiber Loop project).
VA Response: See response to RFI #3.I.
III. 100% Construction Documents from previous Water Loop and Fiber Loop projects, including CAD files. Please include post-construction As-builts/redlines.
VA Response: See response to RFI #3.I.
RFI #4 – Per Site Visit, March 17, 2022, it was relayed that a future “Oncology building” is planned for the northeast area within this parking lot site footprint. Thereby, eliminating one (1) biofiltration basin and parking spaces that are currently depicted on Apogee’s VAMC Land Development Study plans, Sheet CS102. VA CORs indicate that the government currently is in possession of 75% Design Plans that more accurately depict the placement/location of this “Oncology building”. Please provide Contractors with the available Design Plans for this future building.
VA Response: Hematology/Oncology building project is currently at 25% design phase; see document provided for approximate location of building. Footprint will be approximately
10,000SF – 12,000SF.
RFI #5 – Per Site Visit, March 17, 2022, it was further confirmed that a future “med specialty building” will be constructed (by others) near the south border of the Southeast Campus Parking Lot. Please provide any plans, details, etc. available that provide for the location of this future building on Apogee’s VAMC Land Development Study plans, Sheet CS102.
VA Response: See response to RFI #3.
RFI #6 – Per Solicitation, Project Scope, Section 3.1.3 (Fencing), please provide the desired boundaries/placement of the security fencing to be installed (matching existing) surrounding the site.
RFI #7 – Per Site Visit, March 17, 2022, VA CORs indicate that stormwater drainage should connect to City of Rancho Cordova street sewer system. Please indicate on Apogee’s VAMC Land Development Study plans, Sheet CS102, the approximate desired location of stormwater tie-in.
VA Response: Apogee’s land development sheet is only a bridge document to gather cost estimates and not an actual schematic design for construction; this project is a full design-build therefore design-build requirements apply.
RFI #8 – Per Solicitation, Project Scope, Section 3.1.4: “Design Build Contractor must provide conduits and fiber for future use to connect security cameras”. Please provide the following:
I. How many future Security Cameras does the VA plan to install?
VA Response: Approximately 10 cameras; develop, design, and only install conduit and pull fiber no installation of cameras.
II. Please provide the locations of the future Security Cameras.
VA Response: See response to RFI #8.I.
III. Please provide the future location of the Fiber Video Mixer.
VA Response: Pull fiber to nearest fiber pull box; see RFI #3 for drawings.
RFI #9 – Per Solicitation, Project Scope, Section 3.1.4: “Contractor must also provide solar powered light with pole base”. Given that their appears to be appropriate Load Capacity at the newly installed Electric Panelboard, please confirm that Contractors can elect to provide and install Line Voltage Pole Lights, similar to newly installed Pole Lights at VAMC’s Femoyer St.
Parking Lot. Additionally, please confirm type of existing Light Poles and Light Fixtures recently installed on adjoining Parking Lot. Photo provided below, for reference.
VA Response: Confirmed, contractor can do an electrical wire test to gather information.
RFI #10 – Per Solicitation, Project Scope, Section 3.1.4: “Design Build Contractor must provide conduits and fiber for future use to connect security cameras”. Please confirm the type of future Security Camera system to be installed (by others). As reference, the adjoining parking lot previous Solicitation indicated a Solar-powered Wireless 5G/4G Redhawk v5 Security Camera System, as per NEI 100% Design Plans, Electrical Site Plan, Sheet ES100.
Additionally, please confirm that, to date, those Security Cameras appear to not have been installed yet on adjoining parking lot. If so, please indicate, if available, a future date of installation.
VA Response: See response to RFI #8.I.
RFI #11 – Please provide existing survey information available for proposed parking lot footprint.
RFI #12 – Please provide existing geotechnical information available for proposed parking lot footprint.
RFI #13 – Please confirm where the VA wishes excess waste and soil to be stored during construction.
VA Response: See document provided.
RFI #14 – Does the government have any information and/or documents indicating whether the existing soils within the proposed site are contaminated?
RFI #15 – Where will the NEW water supply come from?
VA Response: See response to RFI #3; no water construction for this project.
RFI #16 – Who is processing permits and who is responsible for payment?
VA Response: The contractor.
RFI #17 – Who is coordinating the interaction and payment of fees with PG&E or SMUD, AT&T, all possible utilities, and agencies including permits?
VA Response: The contractor.
RFI #18 – Will all connection fees be paid for by the Veteran’s Administration or do these fees need to be included in the scope?
VA Response: The contractor to handle the connection fee.
RFI #19 – What do we do with any misc. debris that is in the stockpile of dirt or the excavated material from the construction of the parking lot?
VA Response: See response to RFI #13.
RFI #20 – Where are the existing utilities located?
RFI #21 – Part of the site is located within the City of Rancho Cordova and part is in Sacramento County. Do we need to coordinate with two agencies or just one?
RFI #22 – Do we need to provide for extending fire water, domestic water & sewer to the future building pad?
VA Response: Storm construction for this project only.
RFI #23 – SITE LIGHTING -
The assumption is that the power and controls are in the new building contract and not the parking lot scope? If this is not correct, where will we need to connect for site lighting?
VA Response: See response to RFI #9.
RFI #24 – What is the construction schedule for the new building? Is it anticipated to finish before or after this project?
VA Response: Construction for the new Medical Specialties project and this project is anticipated to be ongoing, at the same time.
RFI #25 – What is the subgrade pad or finish floor elevation of the new building?
RFI #26 – Since the new North Lot has a 75% design showing 350 parking stalls & 12 handicap stalls, which meets the RFQ criteria, will the only work at this time be focused on the North Lot?
VA Response: See response to RFI #7.
RFI #27 – Is any design or construction required of the South lot at this time?
VA Response: No.
RFI #28 – Is there an on-site disposal area within the Mather property for any surplus excavated material generated by this project or will all surplus excavated material be hauled off site?
VA Response: See response to RFI #3.
RFI #29 – There is conflicting information on the submittal of Contractor Assessment Reports.
In the solicitation it states that the PPQ (Past Performance Questionnaires) are to be filled out by previous Owner’s Reps on projects we have completed and submitted directly to Daniel john on or before April 3, 2022. Under Factor 3 – Past Performance, it says that we can submit the PPQ’s as a part of our proposal. Which directive is to be followed?
VA Response: As stated in the solicitation submittal requirements under Factor 3 – Past Performance, if a completed Contractor Performance Assessment Report System (CPARS) evaluation is available, it shall be submitted with the proposal for each project included for Phase
– One Factor 2 for Experience. If there is not a completed CPARS evaluation, then submit Past Performance Questionnaires (PPQ – Attachment B) for each project submitted for Phase – One Factor 2 by the Phase – One proposal due date via email to Daniel Jhun, Contracting Officer, email at daniel.jhun@va.gov.
The Phase-One proposal due date is April 13, 2022, by 2:00 PM PDT as specified in the solicitation (see Block 13a of SF 1442.)
