i. Question: Detail 3 on drawing 12-ES-301 contains a note for the video surveillance cameras which states that a 1” minimum raceway must be installed all the way back to the security system head end. Will the VA accept using the existing cable tray as part of the raceway back to the head end? We would propose 1” conduits anywhere that there is no cable tray.
j. Response: Please see response to Amendment 006 (h): No, conduit must be used for power circuits being installed. Low voltage/communications circuits may use cable tray in which cables are organized and secured per the VA specifications.
k. Question: Is there an existing Headend for Access Control System (i.e. Controller, door control modules and power supplies)? If so, where is it located and does it have capacity to accommodate the (2) new proposed doors, 4 card readers?
Either open positions on an existing door control module or space in the enclosure to add additions modules? If a new head end needs to be established where will that be located? Would it follow the typical VA protocol (i.e. 24X36 Hoffman Equipment Enclosure, Altronix Maximal Power Supply System, Backup Batteries, etc.)? Clarify the Cameras that are to be used. Bid documents say for basis of design: Axis Q8414-LVS on sheet 12-ES-202. Sheet 12-ES-301 in the Video Surveillance Camera Schedule a Fixed, compact mini dome is given with a dome camera installation detail. If Axis Q8414-LVS is to be used please be advised that camera is going to be EOL and the Axis Q9216-SLV is the replacement camera. Provide current part numbers for the various cameras that are to be installed. Please provide specs for Network Video Recorder and POE Switch (i.e.
manufacturer, series, part number and other details). Please provide recording parameters: recording on motion or 24/7, days of storage, FPS, resolution, etc.
Please provide specs for the Video Monitoring Workstation that is to be provided at Nurse Station. Who will provide the workstation? Which Camera will be view at this workstation? Please clarify what cameras will be recorded and which will not.
Also, what will be the intent for those that will not record? What Video Management System (VMS) will be utilized? Will the proposed Camera tie into the existing Panasonic VMS currently in operation at the Reno VA? Or will a different standalone VMS be used for this application? If so which System?
l. Response: Please see response to Amendment 007 (p): Updated Answer to Amendment 0003 (f): For PACS, using Lenel OnGuard (Brand Name or Equal).
Information from our VA Police: “For PACS, we are using Lenel OnGuard. And yes they are proprietary. There is already a Lenel 2220 control board in the B6 IT closet, so adding to that system would be fairly easy. The system is capable of delayed egress, as well as monitoring/controlling the “Sally Port” feature.” (Quote added with Amend 007).
