About this file
This amendment to a solicitation provides responses to contractor questions about a project to upgrade an inpatient mental health ward. Key details include: the project scope involves installing an anti-ligature alarm system, door renovations, a temporary security entrance, upgrading the sally port, and expanding the fire system. Responses clarify camera models, recording systems, and that alternative door hardware can be proposed. Temporary laydown space is unavailable and the contractor must provide all materials and labor to connect cameras to the specified recorder. Wood doors must be oak with a stain meeting specifications. The related federal contract opportunity notice describes soliciting bids for the inpatient mental health safety corrections project with a 122 day performance period at the Veterans Affairs Sierra Nevada Health Care System. The 100% SDVOSB set-aside contract will be awarded based on procedures in the forthcoming solicitation, with bids due 30 days after issue on March 30, 2020.

AMENDMENT NO. 0003
Solicitation 36C26120B0012 Project 654-17-713 Inpatient Mental Health Safety Corrections
General
The following changes, additions or deletions shall be made to the following Contract Documents.
All other conditions shall remain the same.
1. SPECIFICATIONS
a. As to question c/response d: delete 01 00 00, 1.11 Temporary Use of Existing Elevators, Paragraph A.4
2. DRAWINGS
a. For question g/response h: Drawing for B6 Camera Location (S05 - B6 Cameras Layout.jpg)
3. OFFEROR QUESTION AND CLARIFICATION
a. Question: Will the VA provide a Manufacturers Name, Part # and version of the existing Video Assessment Surveillance System (VASS)?
b. Response: Information on cameras required and system integration information are provided from the end user as follows:
• The components that are crucial for integration ability is the Panasonic ND-400 Recorder (Brand Name or Equal), and Panasonic ASM-300, video management software (Brand Name or Equal).
• The basis for design is the Axis Q8414-LVS Camera (Brand Name or Equal).
As indicated, the basis of design cameras are indicated, and the current equipment used for management and recording are indicated. See specification 28 23 00 for specific salient features.
c. Question: The Specification section 01 00 00 General Requirements part 1.11 Temporary Use of Existing Elevators sub paragraph A.4 states that if brake lining of elevators are excessively worn or damaged during temporary use, they shall be removed and replaced by new brake lining at the contractors expense. Is it the VA plan to turn over the elevator “exclusively” for contractor use thus denying access to patients & staff? If that is the plan, are we required to hire a 3rd party elevator inspector prior to the start of construction to document that condition of the elevator and all of its associated equipment, or will the VA perform a 3rd party elevator inspection before the project begins and after the project is complete? If the VA is not going to turn over the elevator to the contractor for their “exclusive” use, how does the VA plan to distinguish normal wear and tear from damage by the contractor, when contractor use of any elevator will be just a small fraction of the daily use between patients, hospital staff and contractor work force? We understand the facilities need to protect the existing conditions of the hospital elevators however we do not believe that the contractor use can be separated from regular normal use.
d. Response: Paragraph A.4 maybe removed for this RFP (IFB). (See attached updated Specification, 01 00 00, 1.11 Temporary Use of Existing Elevators, Paragraph A.4)
e. Question: What is the brand/manufacturer of the existing PACS controllers and headend, and are we required to use this manufacturer?
f. Response: For PACS, using Lenel OnGuard (Brand Name or Equal).
g. Question: What is the brand/manufacturer of the existing VASS cameras, NVRs, and software, and are we required to use this manufacturer?
h. Response: The item shown in the attachment (S05 - B6 Cameras Layout.jpg) are from the Basis of Design for the space.
• The “B6 Camera Proposal” (S05 - B6 Cameras Layout.jpg) drawing from our Police Service shows the location of the cameras, the NVR, and the viewing monitors in the nurse station.
o The “360‐degree camera” basis of design camera was the Panasonic WV‐S4150 (Brand Name or Equal) camera. (3‐each) o The “ligature resistant” camera is an AXIS Communications Q8414‐LVS (Brand Name or Equal) network camera. (35‐each) o The “64‐channel NVR” unit is a Panasonic WJ‐NX400K TURBO‐ RAID System Recorder (Brand Name or Equal). (1‐each). This NVR can be imaged to the VA OI&T system specifications as required.
o The 55‐inch ceiling mounted monitor receives their signals from the NVR utilizing an HDMI signal amplifier unit.
A copy of the B6 camera location drawing for the units above are attached to this Amendment. And, see specification 28 23 00 for specific salient features.
i. Question: In reviewing the plans and specifications we are unable to locate where the VA has identified a location for the contractor to use as a laydown/office area.
Will the VA please clarify where the contractor will be able to set up a yard that will contain a construction trailer and storage container box? Please tell us the square footage of space we will be provided.
j. Response: Laydown space is not provided for this project. The VA will make available a yard area on the southside of our property at 1030 Wilson Ave. At the General Contractor’s (GC) expense, this location may be used until demolition contractor is required to demolish the building at that site. No guarantees are provided to the GC for this space location. Once the demolition contract begins construction (approx. 270 days in the future), no other space will be made available for laydown on this project.
k. Question: On sheet 12-GI-200 detail 3 illustrates the ICRA partition, it call for the basis of design as “strac Temporary demountable partition” will the VA please confirm that the basis of design is not an indication that we must use this specific manufacture, rather it is just an example of the salient characteristics of the temporary ICRA partition and that we can use any manufacture provided it meet the salient characteristics of the basis of design? As an example we have invested in a similar product called “McCain Wall” and use it at numerous VA facilities, and would propose to use it for these ICRA partitions.
l. Response: VA will allow any system for containment which meets the salient features indicated in the specifications and on the drawings.
m. Question: Reference to issued Amendment 2, RFI response noted that all Anti - Ligature work is removed from this project 654-17-713. However the new Amendment 2 drawings sheet 12-ES-202 shows installing anti-ligature security cameras, door controls, door switches and door sensors. Please clarify what Anti- Ligature work is not part of this solicitation?
n. Response: To clarify, Sheet 12-ES-202 Detail 1 is excluded from this contract.
Detail 2 is still included in this contract. All requirements for anti-ligature still apply to all aspects of Detail 2, and the remainder of the project documents.

• Does the new video monitoring station at Nurse’s station need access to the WA-TVSS and 90-TVSS cameras?
p. Response: (1) The cameras are to be mounted in the nearest corner to location on the drawings and are to be white in color. The WA-TVSS and 90-TVSS are the same AXIS camera model (Brand Name or Equal).
(2) No dome is required for the 3 cameras located outside the protected environment.
(3) Specifications calls for GC to provide all materials and labor to connect the cameras to the recorder in room B6197. The programming will be provided with assistance from the VA.
(4) The monitors are to show the cameras on the ward only, no controls are to be installed for them.
q. Question: RE: Wood Doors: What species of face veneer is required for all the interior wood doors? Are these to be factory stained & finished?
RE: Door Hardware: Hardware Sets 1.0 & 2.0 show Anti-Ligature Pulls from Alphlar (a British manufacturer). What is the model number for the pull required? Are USA manufacturers of the same or similar look acceptable as substitutes?
- Hardware Sets 3.0, 4.0 & 5.0 call for Royde & Tucker SR71 Finger Trap Protectors. Royde & Tucker is a British manufacturer. Can a similar USA made product be substituted?
