STATEMENT OF WORK (SOW)
PROJECT NUMBER: 687-24-112
PROJECT TITLE: Install Door Operators at B143 LOCATION: Walla Walla VAMC
Background
The Walla Walla VA has three patient care buildings that require entrances that provide ease of access to the interior of the building and other interior spaces within the building. One of the buildings, Building 143, needs to have pushbutton door operators at one staff entrance and in first and second floor public restrooms to comply with ADA access requirements. In total there are four single wooden restroom doors that will need hardware and sets of double doors with metal frames for the staff entrance. See photo attachments in section four for the doors that will be worked on. Additionally, there will need to be a single fixed bollard provided to mount a pushbutton operator. This scope of work aims to address the requirements and deliverables needed to add operator functionality to these doors.
Performance Criteria
1. Place of Performance
All work is to be performed at the following location:
Walla Walla VA Medical Center, 77 Wainwright Dr, Walla Walla, WA 99362
2. Period of Performance
Once the notice to proceed (NTP) has been given, the contractor has 120 calendar days to provide all deliverables and submittals required by this scope of work.
Coordination Requirements
The contractor shall check in with the Contracting Officer Representative (COR) prior to any work being performed at the place of performance. If there are any unknown site conditions found requiring additional work outside of the scope of work, the contractor must notify the COR immediately regarding the changed conditions. The COR will then respond within 2 business days with a proposed path forward.
Work Hours
Normal Work Hours are defined as Monday through Friday from 8 a.m. to 4:30 p.m., excluding federal holidays or as otherwise arranged with the COR. The COR will communicate with the Contractor if work, inspection, testing, repair, etc. is able to be scheduled out of normal work hours. The holidays observed by the Federal Government are New Year's Day, Martin Luther King Day, President's Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving
Day, and Christmas Day. Also, any other day declared by the President of the United States to be a national holiday.
Security Requirements
The contractors are required to obtain security badges from the VA police to visibly show to any VA staff or patients attending the facility.
Deliverables/Tasks
1. Removal of Old Hardware
The contractor will be responsible for the removal and disposal of the hardware that will need to be replaced during this installation.
2. Coordination of Dedicated Electrical Power
The contractor shall provide the amperage of breakers needed for each set of door hardware. This will allow the facility to install the circuit and needed breaker within electrical panels within building 143.
Each 120V electrical circuit that is needed for each set of door hardware will be installed at each set of door hardware by the facility.
2. Installation of Bollard Needed for Mounting Door Operator
The contractor shall provide and furnish all materials and labor needed to provide a single fixed bollard bolted to the sidewalk at the staff entrance capable of mounting a pushbutton operator. This bollard is required due to the limited space that is present for installing a pushbutton on the outside wall. The location of the bollard will be coordinated with the COR while on site.
3. Installing Automatic Doors
The contractors shall provide and furnish all materials and labor needed to add automatic door opening operator buttons to all first and second floor public restrooms in Building 143 and to the back staff entrance in Building 143. When the work is being performed on the restrooms, the contractor will not work on all same sex restrooms at the same time.
Testing Automatic Doors
The contractors shall test the automatic doors with the COR present to show that they are fully functioning. Additionally, the contractor will also provide a very brief training showing how to replace or maintain the added equipment. Once the training has been provided and the automatic doors are shown to be functional, the COR will formally accept the complete package once the associated deliverable and submittal has been provided through a written email conformation.
Operation and Maintenance Manuals
The contractor will submit all manufacture provided manuals for the parts that were installed on the doors. The COR will then have two business days to review and approve these manuals checking to make sure that they match the equipment that was installed.
Warranty
The contractor will provide a written one-year warranty that will cover any of the following issues:
Poor operation of the door requiring adjustment, and replacement of any installed components that fail during this period. If any component does fail and the contractor is unable to acquire new hardware through the manufacturer’s warranty, then it is still the responsibility of the contractor to provide equipment that properly functions.
