INFORMATION REGARDING PROPOSAL MATERIAL, BID (OFFER) GUARANTEE AND BONDS

INSTRUCTIONS

Offerors are responsible for ensuring their proposal is submitted on time to the designated point of submission. Refer to page 1 of this RFP for complete details on submission procedures. Physical submittals will not be accepted.

Offerors must submit all information listed under “required submittals” below, and in the format specified, if one is specified via one email to the designated point of submission. All pages shall be 8.5”x11” (standard Letter size). All pages submitted in a volume will count towards any specified page limits. File titles should not use special characters such as ampersands. Email size should be no larger than 39.9MB.

VA will not consider additional information provided by offerors outside what is requested or reasonably contemplated that VA will evaluate in accordance with this RFP, to ensure a fair and reasonable, efficient evaluation process. Evaluation team(s) will not be provided any page submitted in excess of the page limits listed herein.

Failure to provide required information in Volume 1 is a material defect, not a minor or clerical error, that will remove an offer from further substantial consideration unless an exception exists in FAR or VAAR. Offerors’ attention is directed to FAR 15.306(a).

VA thanks offerors for their interest in supporting our Veterans.

REQUIRED SUBMITTALS

Volume 1- Price and Administrative Information This is one (1) PDF file that will be titled “ENTITY NAME_Volume 1- Price and Administrative Information_36C26025R0074”.

The file shall contain the following items, in the following order:

· SF1442 completed and signed.

· Contractor shall sign at the top of page 2 in accordance with FAR part 4.102 and shall not sign any other location or complete anything other than the top section of page 2 on the SF1442.

· Acknowledgement of Amendment(s) if issued for this solicitation.

· Contractor shall acknowledge all amendments issued by using only one of the following methods:

· Inclusion of a statement in their Volume 1 submission or email submission explicitly stating each amendment number, date, and a clear acknowledgment of the amendment(s).

· Inclusion of a signed copy of the amendment(s) separate from the SF1442.

· Completing the section above the required signature on the SF1442 for each amendment issued.

· Pricing

· Contractor shall provide pricing for all work included in this project. Partial proposals shall not receive any substantial consideration as the Government is only contemplating one (1) award.

· Contractor shall indicate the total pricing on the SF1442 in the appropriate place and in section A.3 Price/Cost Schedule.

· Representations and Certifications

· Firms shall complete and submit the exact representations and certifications section provided in this RFP.

· All sections with any form of indicator directing a fill in shall be filled in or otherwise completed as per the directions in the specific clause or provision.

· Firms shall not pull copies from other sources external to this RFP unless directed specifically by amendment to this RFP.

· VA currently has several active authorized deviations from the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations (VAAR) to implement specific Executive Orders.

· The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Examples include 52.222-2, Affirmative Action Compliance and paragraph (d) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services. Contracting officers will not consider these representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.

· VA has identified that Acquisition.gov does not contain the most current iteration of the VAAR. The VAAR is available in its current iteration on VA.gov.

· Offer Guarantee (also known as a bid bond)

Volume 2- Technical and Past Performance This is one (1) PDF file that will be titled “ENTITY NAME_Volume 2-Technical and Past Performance_36C26025R0074”.

The file shall be divided in two parts- technical and past performance. Page limits apply to each part, as stated below.

Part One-Technical shall contain:

· Each project example will be limited to a maximum of three (3) succinct pages. You may submit up to five examples, but the total submission must not exceed fifteen (15) pages. All pages submitted, including any visual aids, charts, and graphs, will count towards the overall page limit. Any pages over the allotted amount will not be considered.

· Each project example should outline how the submitted project is recent and relevant in a well-articulated, concise manner.

· Project examples shall include, at minimum, the following information

· Project Value

· Start Date (include award date if different than start date)

· Actual Completion Date (if project is incomplete, provide current anticipated completion date and present estimated completion date)

· Original Anticipated Completion Date, if other than actual or current estimate

· Identification of what work was self-performed

· Identification of subcontractor Roles (as/if applicable)

· Contact Information of the Client for whom the Offeror directly worked for

· Any challenges encountered and how the challenge was solved

· Project scope description, with key emphasis on how this is relevant to this RFP’s requirements.

· VA will not request clarification or accept updates to contact information from offerors during evaluation. The offeror is responsible for validating information prior to providing it.

· Clear identification of which members of the team proposed for this specific solicitation were involved in the example project, what their specific role was and if they were or were not the prime in the example.

The (optional) Part Two, Past Performance, if provided, shall contain:

· Up to five (5) recent and relevant past performance references through Past Performance Questionnaires (PPQs) as detailed in attachment # or CPARS records

· Alternative formats of PPQs are acceptable provided they contain identical information and are completed in a similar manner to the provided form.

· Evaluation of offeror on the PPQ shall be completed by the client the offeror directly worked for. Example- if the offeror was a first-tier subcontractor, the prime contractor for that project would complete the PPQ.

· PPQs should clearly identify if the team member for this solicitation the PPQ is submitted for was a prime contractor or subcontractor on the project.

· Correct and current contact information for a point of contact with the company for whom the work was done for to allow VA to validate the information provided is accurate. CPARS records should be the most recent records.

· The total pages of this volume shall not exceed twenty (20) pages.

EVALUATION

VA intends to make one (1) award without discussions but reserves the right to enter discussions if VA determines discussions are in its best interest to obtain best value.

Evaluation will be conducted as a best value trade-off as follows: technical experience is significantly more important than past performance; technical experience and past performance when combined are significantly more important than price.

If no offer received in response to this solicitation offers best value to the VA, funding is determined to be no longer sufficient, or it is otherwise not in the best interest of the VA and the Veterans it supports, VA may reject any or all proposals, or otherwise make no award as a result of this solicitation.

Factor 1 – Technical Experience The offeror shall provide at least two (2) examples but not more than five (5) examples of their recent and relevant experience in a total of fifteen (15) pages in the technical submission. Any pages over the allotted limit will not be considered. Volumes or volume parts other than technical will not be considered.

At least two (2) examples will show the contractor’s experience as a prime coordinating with multiple subcontractors.

One (1) example must be submitted that includes all of the trades represented in this project. A strength will be assessed if the relevant example is a multi-phased project that renovates an occupied building.

Each example shall include who the work was done for (who paid the offeror), and a point of contact’s name, position, phone number, and email address. VA reserves the right to contact references to verify technical experience.

This factor will be evaluated using the following table, which evaluators will use to assign a single adjectival rating for the factor:

Table 1- Technical

Rating
Definition
Outstanding
Proposal meets requirements and indicates an exceptional amount of technical experience that is recent and relevant to this RFP. Contains two or more strengths and no weaknesses.
Good
Proposal meets requirements and indicates an acceptable amount of technical experience that is recent and relevant to this RFP. Proposal contains one or more strengths, two or fewer weaknesses.
Acceptable
Proposal meets requirements and indicates an acceptable

amount of technical experience that is recent and relevant to this RFP. Proposal contains no strengths and two or fewer weaknesses.

Marginal

Proposal does not clearly meet requirements or has not demonstrated an acceptable amount of technical experience that is recent and relevant to this RFP. The proposal contains no strengths and more than two weaknesses, but no deficiencies.

Unacceptable
Proposal contains one or more deficiencies

Factor 2- Past Performance Past performance on contracts with government agencies and private industry may be evaluated. Evaluations will utilize information from the Contractor Performance Assessment Rating System (CPARS) and outer sources including contracting entities who have done business with the firm previously, and other reasonable avenues.

Offerors will be evaluated based on past performance with government agencies and private industry in terms of work quality, innovation, compliance with schedules, cost control (if applicable), overall safety record, regulatory compliance, and stakeholder/customer satisfaction.

The evaluation may be based on information provided through CPARS, past performance questionnaires, and may include customer inquiries, other Government databases, and other information available to the Government including information from the points of contact provided by the offeror and from VA staff’s knowledge of and experience with the offeror. The evaluation will only consider past performance information from the previous six years in accordance with FAR 42.1503(g).

Past performance information that cannot be verified or is determined to be inaccurate in some manner may impact the adjectival rating(s) assigned.

Offerors may optionally provide up to five (5) recent and relevant past performance references through Past Performance Questionnaires (PPQs) as detailed in attachment #. Alternative formats of PPQs are acceptable provided they contain identical information and are completed in a similar manner to the provided form. The total submission for all past performance documents, including any alternative PPQs, must not exceed twenty (20) pages. Any pages over the allotted limit will not be considered.

This factor will be evaluated using the following tables, which evaluators will use to assign a two-adjective rating per offeror:

Table 2- Past Performance Relevancy

Rating
Definition
Very Relevant
Past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

An example would be a construction project $5,000,000.00 or greater with the VA or other Government agencies on a healthcare installation (internal/external).

Relevant
Past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

An example would be a construction project $5,000,000.00 or greater with other Government agencies on a healthcare installation (internal/external).

Somewhat Relevant
Past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.

An example would be a construction project less than $5,000,000.00 on a healthcare installation (internal/external).

Not Relevant
Past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

An example would be a construction project less than $5,000,000.00 not on a healthcare installation.

Table 3- Past Performance Confidence Assessment

Risk Rating
Definition
Low
Has little potential to cause degradation of performance. Normal contract effort and normal Government monitoring will likely be able to overcome any difficulties.
Moderate
Can potentially cause degradation of performance. Is unlikely to overcome any difficulties, even with special contractor emphasis and close Government monitoring.
High
Is likely to cause degradation of performance. Is unlikely to overcome any difficulties, even with special contractor emphasis and close Government monitoring.
Unknown
No recent/relevant performance record is available, or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

Factor 3- Price Pricing will be evaluated based on reasonableness.

VA will apply the following deductive factor to implement VAAR 852.215-70:

· Full credit (the offeror is a Small Business Administration Certified SDVOSB) is a reduction of 2% of the total price.

· Partial credit (the offeror is a SBA Certified VOSB) is a reduction of 1% of the total price.

· Partial credit (if the offeror is not SBA certified as an SDVOSB or VOSB but commits to subcontracting a minimum of [specified percentage] % of the total contract value to SBA-certified SDVOSB or VOSB firms) will receive a 0.5% reduction in the total evaluated price. Documentation of this commitment must be provided in Volume 1.

The deductive factor is applied for price evaluation only. Offerors will only get one credit applied, if applicable. For purposes of applying this evaluation factor, VA will utilize the Dynamic Small Business Search (DSBS) to verify SBA certification status.

HubZone Evaluation Preference will only be applied, if applicable to the offer, in accordance with FAR 52.219-4. This factor is applied for price evaluation only.

The actual price proposed by the offeror in their submission will be the awarded price if a contract is awarded.

Common Definitions The following common definitions apply if the above rating tables did not provide a definition for the term specific to the factor:

· Strength- an aspect of an Offeror’s proposal that has appreciable merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during performance.

· Weakness- a flaw in the proposal that increases the risk of unsuccessful contract performance.

· Deficiency- a material failure of a proposal to meet a government requirement or a combination of weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level.

· Relevant- effort involved is of a similar scope and magnitude of effort and complexities of renovation to the project this solicitation is for, with a project cost within the estimated magnitude range or higher.

· Somewhat Relevant- effort involved includes some of the scope and magnitude of effort and complexities this solicitation requires. This could be considered a weakness.

· Not Relevant- effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires. A performance example that is not relevant is a weakness.

· Recent- within the six (6) years preceding the deadline for receipt of offers, as defined by FAR 42.1503(g). For example, if the solicitation deadline is January 1, 2023, relevant experience must have occurred on or after January 1, 2017.

SUBCONTRACTING PLANS

At this time, subcontracting plans are not required to be submitted as part of the offer in response to this RFP. VA VENDOR ADD PROCESS
