About this file
The file is a Questions and Answers (Q&A) document for Solicitation Number 36C26025R0074, specifically addressing a VA renovation project for Mental Health spaces in Buildings 217A and 218A at the Southern Oregon Rehabilitation Center and Clinics in White City, Oregon. The document provides detailed clarifications on multiple technical aspects of the project, including specifications for STC 55 sound-rated doors, hydronic system water treatment, underground piping demolition, electrical replacements, resin panel installations, and VA logo signage. Key technical clarifications include confirmation that doors can be metal with wood veneer, underground piping demolition depths ranging from 2-5 feet below slab, and guidance on amendment acknowledgement procedures.
The Q&A document accompanies a full and open, unrestricted construction solicitation with an estimated contract value between $5-10 million, targeting renovation of approximately 11,500 gross square feet. The project will be completed in three phases, with a total performance period of 395 calendar days, involving comprehensive renovation including demolition, concrete work, metal framing, electrical and mechanical systems modifications, and HVAC water treatment. The solicitation prioritizes technical experience as the most critical evaluation factor, followed by past performance, with price being the least significant consideration. Proposals are due by August 6, 2025, at 9:00 AM PST, and while no specific set-asides exist, preference will be given to service-disabled veteran-owned and veteran-owned small businesses.

692-22-105 Renovate space in Buildings 217A and 218A for Mental Health Q&A Revisions All revisions are highlighted red
1. Use of Previously Submitted PPQs:
· Can we use PPQs that we have submitted for other bids, provided they are in the same format and dated within the last year?
· Will using these previously submitted PPQs deem us non-responsive?
The time frame for evaluation processes is six years pursuant to FAR 42.1503(g), not five years. Evaluation processes are designed to cover a six-year period, and we are adhering to this structure. As such, we will not be amending the evaluation instructions to reflect a different time frame.
Hydronic System Water Treatment
2. Missing Specification Section:
· Spec section 23 21 13-19, 20 refers to section 23 25 00 for water treatment procedures and products, but section 23 25 00 does not exist. Can clarification be provided or an RFI issued for this missing section?
Section 23 25 00 has been attached/provided Scope of Work on Frames, Doors, and Hardware
3. STC Rated Doors:
· The required STC 55 sound rated doors are specified to be 3" thick (A/E has not specified 3” door panels), but the current specs list a 1-3/4" door thickness. Can this discrepancy be addressed?
There are numerous products/systems that utilize 1 ¾” door panels that meet or exceed the STC 55 rating. (i.e. Assa Abloy, CECO, etc…) Doors to align to specification documents provided.
· Will the STC door manufacturer supply the frame, door, hinges, and gasketing?
Not necessarily – Depends on how contractor procures and organizes the components.
· Will the locksets specified require a special backset and modifications due to the door thickness and gasket requirements?
N/A, the doors will not be 3”
· Are doors constructed with metal and wood veneer applied acceptable?
Yes
· Will there be a requirement for thresholds and automatic door bottoms if the manufacturer performs the door undercut?
The hardware will be required as specified. Once the door manufacturer is engaged and if they recommend an alternative in lieu Auto door bottoms / Thresholds the A/E would consider a change at that time. As of now, thresholds and automatic door bottoms are to be included as specified.
· What is the current lead time for STC 55 doors after approvals?
A/E cannot answer this inquiry. This depends on manufacturers utilized, the market, supply/demand and time of construction.
We just heard (a current project being constructed) had a 20-week lead time for standard fire rated doors and frames.
Specific Project Inquiries (36C26025R0074 - Renovate Spaces in B217A and B218A for Mental Health, White City, OR)
4. Shingle Specifications:
· AE102 - Notes #2, 3, and 4 refer to new shingles, but there are no specs for new asphalt shingles. Can those be provided?
We are patching a section of an existing roof and tying into an existing shingle. We would like the new to match the existing. We will attach a spec section for reference and bidding, but this will need to be evaluated and verified in the field to match existing when project is awarded/started.
5. Sound Membrane Specification:
· AE-101.3 Note #4 refers to a sound membrane. Can the VA provide the specification section for this? A/E will provide a basis of design for this product. A performance specification is not available.
Product Basis of design:
Mass Loaded Vinyl Sheet, install per manufacturers installation instructions.
Commercial Acoustics, Wall Blocker Sound Membrane Acoustimac, Soundlock
6. Resin Panels Specification:
· AF601 calls out for 3 Form and Lumicore resin panels. Can the VA provide the specification sections for these?
There is not a specification available. The resin panels are part of millwork components. Refer to the finish schedule for selections.
7. VA Logo Lobby Sign:
· For the VA Logo Lobby Sign, 1/4" deep seems thin for a pin-mounted logo. Can we propose using 1/2" brushed aluminum instead?
The larger part of the Logo (VA) can be 1/2” thickness and would benefit because of the mounting type. The 4” lettering can remain ¼” thickness
8. Underground Piping Demolition:
· PD100 - Is the sawcut, excavation, and demolition of underground piping only in the un-hatched area per the legend, or does it include the hatched area as well?
The hatching does not represent where to demolish the piping. The hatch is to illustrate what areas are slab-on-grade or if a basement is below.
Demolished piping and fixtures are illustrated in dashed bold linework on PD100 Sheet AD101 Detail 2 does illustrate estimated areas to demolish concrete/excavate to remove piping as required on PD100.
· How deep can we expect to find the items for demolition?
2’-5’ below slab (depending on location)
9. Underground Electrical Replacement Details:
· EPD101A and EP101A indicate old underground electrical work that needs to be removed and replaced. Can details be provided on the depth, width of the trench, and what exactly needs to be excavated and replaced?
Contractor to provide GPRS prior to any excavation. Remove B217 chiller branch circuit and controls wiring and conduit per Construction Documents.
10. Acknowledging Amendments:
· Volume 1 - Acknowledgement of amendments suggests using only one method. Can we acknowledge amendments in Block 19 of SF 1442 and also submit a signed copy of all amendments, or is Block 19 sufficient?
Acknowledgement of amendments on a Standard Form 1442 (SF1442) is sufficient to meet the requirements. This ensures that all amendments are recognized and accepted as part of the offeror’s proposal.
11. Reference Requirements:
· Volume 2 - Part 2 mentions up to 5 references. Is there a minimum number of references required?
There is no minimum required as this is an optional submission.
12. New Breaker Requirements:
· E502 and E702 show a new 225 amp breaker in 217 MDP. Can the brand name and type of panel for 217 MDP be supplied?
This requirement should be understood as a "brand name or equal" specification. Offerors are allowed to propose products that are either the specified brand name or equivalent in terms of quality and performance.
13. Low Voltage/Data and Security Systems Specifications:
· What are the specification requirements for both the low voltage/data and security systems?
Refer to Division 27 and 28 specifications included in the Construction Documents.
14. Hazardous Materials Survey:
o The specifications do not include a hazardous materials survey. Will one be produced prior to the bid due date?
Please see attachments 217 and 218 Hazardous materials
15. Seeking pre-approval for alternate lighting package:
· The VA has not requested "pre-approval" of materials in response to this RFP. If an award is made, the prime contractor will be responsible for timely submitting material submittals, after which the VA will determine the approval of any proposed alternatives.
Please ensure these questions are addressed to provide the necessary clarifications for the project and to avoid any potential issues during the proposal process.
