About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for solicitation 36C26025Q0750, issued by the NCO 20 Network Contracting Office. The amendment provides questions and answers related to a fire protection services requirement for the VA Domiciliary, and incorporates multiple attachments including inspection reports and drawings for wet chemical suppression systems, water-based fire protection systems, fire extinguishers, and fire alarm systems.

The amendment addresses eight specific questions from potential contractors, covering topics such as inspection report details, system components, testing requirements, and the status of existing ESL fire alarm systems. Key clarifications include: standard NFPA inspection reports are acceptable, no monitoring is required, only annual inspections are needed for the fire alarm system, and any potential system upgrades would be handled under a separate contract. The document lists 15 attachments, including various inspection reports for different fire protection systems and a record set of fire alarm drawings for the VA Domiciliary facility.

1. The purpose of this amendment is to provide questions and answers received in response to the solicitation, as well as incorporate available reports and drawings as attachments.

2. Questions and answers 1-8 are provided below.

3. Attachments listed below are incorporated. See RFQ posting for downloading these.

4. There are no other changes as a result of this amendment. All other terms and conditions remain unchanged.

QUESTIONS AND ANSWERS, 1-8

Q1. Can you provide the most recent inspection reports for exact quantities of devices (smoke detectors, heat detectors, duct detectors, annunciator panels, power supplies, etc) and system types?

A1. See Attached Reports.

Q2. Can you provide copies of the fire alarm and sprinkler drawings referenced in Section 1.1.5 of the Statement of Work?

A2. See Attached Record Set Drawings.

Q3. Can you provide the required 6-year maintenance/hydrostatic testing dates for the portable fire extinguishers?

A3. See Attached Reports.

Q4. Can you provide additional details regarding the Ansul R102 kitchen wet chemical system?

What is the size of the cylinder and how many fusible links on the system? Previous inspection reports would provide enough information for us to provide a quote, if available.

A4. See Attached Reports.

Q5. Can you please confirm no other scheduled inspections outside of annual inspections are required (i.e., 5 year internal inspections, 3 year sensitivity testing of smoke detectors, etc)?

Section 2.0 Fire Suppression bullet point 4 references inspection frequencies will be performed in accordance with the Joint Commission which requires quarterly and semi-annual inspections in addition to the annual inspections.

A5. See Attached Reports for years when 6 years and hydro required for extinguishers.

There are not any other than annual requirements for fire alarm system.

Q6. Can you confirm taking over monitoring of the fire alarm systems is not part of this scope of work?

A6. Monitoring is not part of this requirement.

Q7. How are inspections to be reported to the VA? Is there a barcoding system in place that we must use, or will copies of standard NFPA annual inspection reports be sufficient?

A7. Standard NFPA inspection reports are acceptable.

Q8. ESL fire alarm system components are no longer manufactured, and technical support is no longer available for these products. Additionally, ESL smoke detectors (400 and 500 series) were recalled in 2014 (https://www.cpsc.gov/Recalls/2014/ESL-Interlogix-Hard-Wired-Smoke- Alarms-Recalled). Based on the history of when ESL went out of business, we expect these systems are beyond life expectancy. Would the government consider upgrading these fire alarm https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.cpsc.gov%2FRecalls%2F2014%2FESL-Interlogix-Hard-Wired-Smoke-Alarms-Recalled&data=05%7C02%7C%7C203c2868cae54d37b82208ddcad27f1b%7Ce95f1b23abaf45ee821db7ab251ab3bf%7C0%7C0%7C638889727777427221%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=yCpjal9OGajFDY%2FZ3PWdr%2FqX81I%2FRq3pe9JJtSehTRQ%3D&reserved=0 https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.cpsc.gov%2FRecalls%2F2014%2FESL-Interlogix-Hard-Wired-Smoke-Alarms-Recalled&data=05%7C02%7C%7C203c2868cae54d37b82208ddcad27f1b%7Ce95f1b23abaf45ee821db7ab251ab3bf%7C0%7C0%7C638889727777427221%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=yCpjal9OGajFDY%2FZ3PWdr%2FqX81I%2FRq3pe9JJtSehTRQ%3D&reserved=0 systems as part of this contract, or a separate contract, to a manufacturer that is currently supported, and spare parts can be provided in the event there is a functional issue with the system that can no longer be remedied?

Q8. This would be a separate contract.
