Pugent Sound VAMC

Below are questions that were submitted by potential Contractors for the above referenced project along with the Government’s answers to the Request for Information.

Contractor Questions Government Response

1. RFP, SF 1442, Block 10, 4th paragraph states the bid is due no later than September 10, 2024. RFP, SF 1442, Block 13-a states the bid is due on September 12, 2024. Will the VA clarify the bid date?

The response due date is September 12, 2024.

2. Will the Contractor expect to encounter any hazardous materials (ACM, LBP, etc.) in the course of this project? If so, please provide a current Hazardous Materials Survey and the relevant specification sections for any abatement.

3. Drawing Sheet A2.02 includes a Finish Schedule, including VCT & Carpet flooring. Will the VA confirm that the work depicted on this sheet is part of the scope for this project? If so, will the VA provide the requisite specification sections for these products?

4. Drawing Sheet A8.01 depicts window details. Are windows a part of this project? If so, will the VA provide a specification section and a window schedule on the drawings?

Not in scope.

5. Drawing Sheet A2.02 seems to depict new Gypsum Wallboard assemblies, and Sheet A2.01 depicts wall partition details. Will the VA clarify if these walls will be constructed under this project? If so, will the VA indicate the wall types on the floor plan and also provide the requisite specification sections?

6. Can a QC with similar project experience and a U.S. Army Corps of Engineers: Construction Quality Management for Contractors certificate suffice for this project in lieu of specification requirements spelled out in section 01 45 00?

Follow the specification requirements in 01 45 00.

For clarification the years of experience listed in the specification takes precedence over the minimum qualification requirements found under Key Personnel Qualifications found in the solicitation.

7. Factor 3 – Past Performance states that the offeror can submit a project narrative or CPARS/PPQ. Please confirm if the offeror writes a project narrative that they are not required to submit a PPQ or CPARS?

1) A narrative must be provided for each project that is being submitted under past performance. The narrative must include scope of work, relevancy to, the project requirements of this solicitation, role of the Offeror or team member on the past project and be related to the role under this requirement.

2) A PPQ is required for non-federal projects and federal projects without a CPARS.

3) For federal projects with a CPARS, Contractor shall provide contract number, and place of performance, and DUNS number.

8. - It appears the specification is the same as phase 1. Phase 1 included a new Schneider Electric EcoStruxure head end controller, BACnet interphase, software and new control panel with IOU to include points for phase 2 & 3, HP 2A 2B & HP3 for the integration scope. See phase 1 Q & A # 34.

- Is the intend to use the equipment provided in phase 1 to connect the new HP equipment or are we to provide new headend equipment, software and IOU as specified?

The HVAC units in Building 19 will operate with the existing controls.

9. Is the project an extension of the existing Schneider Electric EBO integrator and JCI DDC control systems installed in phase 1?

HP2A, HP2B, and HP3 will shall be integrated into the existing control/system as stated in the SOW.

10. Will the project require any additional DDC or ECC software Licenses? If yes how many.

Not in scope.

11. Will this project require a new DDC or ECC server? If yes please clarify.

Not in scope.

12. Will the project require a new EcoStruxure workstation? If yes how many.

Not in scope.

13. Will the project require a new portable operator terminal (POT)? If yes how many.

Not in scope.
