About this file

This is Amendment 0002 to Solicitation 36C25926R0056 issued by the Department of Veterans Affairs Network Contracting Office. The amendment extends the response deadline from April 14, 2026 to April 16, 2026 at 10:00 AM CDT and corrects seven previously inaccurate vendor question responses from Amendment 0001.

Key modifications to the solicitation include: (1) contractors must remove and replace insulation from medium and high-pressure steam lines and hot water piping to facilitate the bolt survey; (2) asbestos-containing materials encountered during the survey will be addressed through contract modification or a new contract award at the government's discretion; (3) concealed piping behind walls should be excluded from the survey, with the assumption that bolts on exposed pipe runs will be replaced uniformly; (4) the performance period is extended to 180 calendar days to accommodate the complexity of accessing piping systems in ceilings, chases, and confined spaces; (5) infection control measures are required only for work creating dust in public areas, with mechanical spaces exempt; (6) mechanical as-built and utility drawings are provided; (7) the scope includes both heating water and domestic hot water systems; and (8) bidders should assume 50% insulation replacement for bidding purposes. The underlying requirement is to survey and identify ASTM 307 bolts at the Oklahoma City Veterans Affairs Health Care System and develop a replacement plan to upgrade them to ASTM A193 bolts.

Bolt Replacement Survey Vendor Questions and VA’s answers in red.

Question #1: Is the Contractor responsible for removing insulation from medium and high-pressure steam lines and hot water piping to facilitate bolt survey?

Answer #1: Yes, insulation must be removed and replaced.

Question #2: Following completion of the survey, is the Contractor responsible for replacing and/or restoring any insulation that was removed or disturbed during the course of the work?

Answer #2: Yes, insulation must be removed and replaced.

Question #3: If asbestos-containing materials (ACM) are present in an area that impedes surveying the bolts, should the contractor exclude that area? Or will identified ACM be handled through a modification for abatement?

Answer #3: If asbestos is encountered during the survey, a modification to the contract will be completed or a new contract will be awarded at the discretion of the government.

Question #4: How does the VA anticipate surveying concealed pipe behind walls or chases? Should bolts that require wall demo be excluded from the survey?

Answer #4: When the beginning of the pipe is exposed and has been surveyed and requires replacement, it is assumed that all bolts on the pipe run will be the same type of bolt and therefore will need to be replaced.

Question #5: Access to piping systems throughout the facility will be time consuming and require continued coordination. Some areas will need access to ceilings, chases, or in confined spaces. We ask that the period of performance be modified to 180 calendar days for the full survey, reporting, and reviews.

Answer #5: The performance period is hereby adjusted due to the complexity of this requirement to 180 days.

Question #6: Does the VA anticipate the contractor providing any level of infection control during this survey? Often investigative work does not require ICRA measures, however, we need to be certain for bidding purposes.

Answer #6: Infection control measures that create dust in public areas will require ICRA measures. However, removing one ceiling tile at a time within a 50 sq ft area is permitted without ICRA barriers. Mechanical spaces will not require ICRA.

Question #7: Can the VA provide a mechanical as-built or utility drawing of all lines that are to be included in the survey?

Answer #7: The VA does have drawings of the utility lines. See attached Drawings.

Question #8: We noted that there was a domestic water set of drawings. To clarify, does the scope require heating hot water, domestic hot water, or both? If you have drawings of the heating water systems, can you share these?

Answer #8: Heating and domestic water will be required to be assessed. Drawings are attached for heating water and domestic hot water Question #9: Since there is no way of determining the number of bolts that will be replaced and how much insultation will be replaced after the survey, should bidders assume a 50% insulation replacement for bidding purposes?

Answer #9: For the purpose of bidding, please consider a 50% replacement of the insulation.
