About this file

This is Amendment 0001 to Solicitation 36C25926R0056, issued by the Department of Veterans Affairs Network Contracting Office on March 19, 2026. The amendment extends the deadline for receipt of offers to April 14, 2026 at 10:00 CDT and makes several substantive updates to the original solicitation for ASTM 307 Bolt Replacement Survey and Replacement Plan services at the Oklahoma City Veterans Affairs Health Care System.

Key changes include: removal of wage determination requirements and six FAR clauses related to construction wage rates and paid sick leave; revision of the period of performance to 180 calendar days from issuance of the Notice to Proceed; and replacement of the Calculation of Self-Performed/Subcontracted Work Sheet with an updated version. The amendment addresses seven vendor questions and provides clarifications on critical project requirements, including contractor responsibility for removing and replacing insulation on steam lines and hot water piping, handling of asbestos-containing materials through contract modification, infection control measures limited to public areas disturbing more than 50 square feet, and use of available but not fully updated mechanical drawings. The amendment includes five attachments: Combined Steam and Combined Domestic Water utility drawings, a prebid sign-in sheet, a site visit meeting document, and the revised AE Self-Performed and Subcontracted Worksheet. All other terms and conditions of the original solicitation remain unchanged.

This amendment officially and effectively makes the following updates listed below:

a. Wage Determination will be removed since wage rates are not necessary for this solicitation.

b. Calculation of Self-Performed/Subcontracted Work Sheet has been replaced with the attached version in this amendment.

c. Provide answers to vendor’s questions (Next page).

d. Post the site visit attendance sheet, and meeting sheet.

e. The following clauses have been removed from the Request for Proposal:

FAR 52.222-5 Construction Wage Rate Requirements – Secondary Site of the Work.

FAR 52.222-6 Construction Wage Rate Requirements.

FAR 52.222-13 Compliance with Construction Wage Rate Requirements and Regulated Regulations.

FAR 52.222-55 Minimum Wages for Contractor Workers Under Executive Order 14026.

FAR 52.222-62 Paid Sick Leave Under Executive Order 13706.

f. The Period of Performance has been revised to 180 days from the issuance of the Notice to Proceed.

g. This amendment includes five attached documents.

h. All other terms and conditions remain unchanged.

Vendor Questions and VA’s answers in red.

Question #1: Is the Contractor responsible for removing insulation from medium and high-pressure steam lines and hot water piping to facilitate bolt survey?

Answer #1: Yes, insulation must be removed and replaced. However, if the bolts need to be replaced, insulation does not need to be replaced.

Question #2: Following completion of the survey, is the Contractor responsible for replacing and/or restoring any insulation that was removed or disturbed during the course of the work?

Answer #2: Yes. However, if the bolts need to be replaced, insulation does not have to be installed.

Question #3: If asbestos-containing materials (ACM) are present in an area that impedes surveying the bolts, should the contractor exclude that area? Or will identified ACM be handled through a modification for abatement?

Answer #3: If asbestos is encountered during the survey, a modification to the contract will need to be done.

Question #4: How does the VA anticipate surveying concealed pipe behind walls or chases? Should bolts that require wall demo be excluded from the survey?

Answer #4: When the beginning of the pipe is exposed and has been surveyed and requires replacement, it is assumed that all bolts on the pipe run will be the same type of bolt.

Question #5: Access to piping systems throughout the facility will be time consuming and require continued coordination. Some areas will need access to ceilings, chases, or in confined spaces. We ask that the period of performance be modified to 180 calendar days for the full survey, reporting, and reviews.

Answer #5: The performance period will be adjusted due to the complexity of this requirement to 180 days.

Question #6: Does the VA anticipate the contractor providing any level of infection control during this survey? Often investigative work does not require ICRA measures, however, we need to be certain for bidding purposes.

Answer #6: Infection control measures that create dust in public areas will require ICRA measures. However, 1 removing ceiling tile within a 50 sq ft area is permitted without ICRA barriers. Mechanical spaces will not require ICRA.

Question #7: Can the VA provide a mechanical as-built or utility drawing of all lines that are to be included in the survey?

Answer #7: The VA does have drawings of the utility lines, but not 100% updated/correct. Drawings/plans provided.
