CONTRACTOR Q&As #3
Question No. 1B: On sheet EI104A, the speakers are greyed out, and the icons are not in bold.
Does this mean they are not to be bid in building 169?
Answer No. 1B: The direction for the VA was to provide for a complete emergency notification system. This includes the Inpatient Mental Health Building (Bldg 169) which is a new building.
The existing speakers are new and may be able to be used but would need to be connected into the new system.
Question No. 2B: There seems to be somewhat of a contradiction between the statement of work, the plans and the specifications.
D. The scope of this project includes the following infrastructure improvements:
5. Public Address (PA) System: Enhance public address by replacing the existing analog system with individually addressable speakers tied to the Voice over Internet Protocol (VoIP) system. VoIP overhead paging system shall be designed to accommodate All Call, Zone Call, and White Noise functionalities as well as departmental or location specific announcements.
Group programming shall be included and is provided in the construction documents to be programmed prior to VA acceptance of system. Site investigation is necessary to define existing locations and cable runs. System shall have the capability of future addition of intercom equipment and voice to text as needed. System software shall be network based or be capable of running on multiple workstations. All hardware shall utilize emergency battery backup power.
A study is required to ensure auditory appropriateness in all areas of the campus, including new construction that has not initially had public address installed. This item is in buildings 141, 154A, 154B (Madison), 169, 154, 170, 171, 16, 20 and site.
The statement of work is asking for “individually addressable speakers” and also “White Noise functionalities”. IP speakers, and or individually addressed speakers are not really efficient for “white noise”. However, in the specifications 70v, or balanced audio speakers are called out.
Those type of speakers do, do well with white noise. We can do IP addressable zones with 70v speakers very well. This would satisfy the white noise parameter in the statement of work. It is also what the Vocia audio system is designed for in the technology matrix on sheet E-002. So what is more important? The statement of work, and or the spec? Is “individually addressable speakers” more important, and or “white noise”?
Answer No. 2B: The VA would benefit more from individually addressable speakers over having speakers that can provide white noise. The use of individually addressable speakers is the VA’s choice over the two systems.
