CONTRACTOR Q&As #2
Question No. 1A: Both RFI 0, #3c and RFI 0, #5 reference RMRVAMC. RMRVAMC is the Rocky Mountain VA Medical Center is in Aurora Colorado. Please clarify if these questions/specs are based off the correct facility, Ft Harrison VAMC. This also may explain why the photo of the “Police Command Center” isn’t recognized.
Answer No. 1A: During design, the regional IT requested consistency throughout the region and use the same spec as the Denver VA. We used the same spec however we missed the reference of RMRVAMC as meaning Denver and should have noted this applies to VA Ft Harrison.
Question No. 2A: RFI #0, #1a indicates that the current PACS System Headend is “Lenel Onguard”. It is our understanding that the existing/current system is a Software House PACS platform. Please verify the existing/current PACS platform.
Answer No. 2A: Provide a completely new system. Do not plan on reuse of existing. Note Basis of design on sheet E-002.
Question No. 3A: RFI #0, #1b indicates that the current PACS system card readers w/ keypads are “Veridt 900W2036”. Historically this brand of card reader has not been used at the Ft.
Harrison VA. Please provide the locations where this brand of card reader is being used/reused in the VA.
Answer No. 3A: Provide a completely new system. Do not plan on reuse of existing. Note Basis
Question No. 4A: RFI #0, #1c indicates that the current PACS system card readers w/ keypads are “HID RPK40”. Please specify which RPK40 card reader is being used, and type for the VA’s PIV class card code.
Answer No. 4A: Provide a completely new system. Do not plan on reuse of existing. Note Basis
Question No. 5A: RFI #0, #1d indicates that the current PACS system uses “Kantech T-Rex-XL Request to Exit Detectors w audible alarm”. Currently most of the REX sensors are not alarmed, and mainly Bosch. Does the VA want alarmed request to exit sensors?
Answer No. 5A: Follow specifications. There are various situations where an alarm is required.
Question No. 6A: RFI #0, #2a indicates that the current Security Camera Surveillance includes “Milestone System Controller w BreifCam plugin for searchable analytics.” Please verify if CMS is indeed Milestone, and not Exacq for CMS.
Answer No. 6A: Provide a completely new system. Do not plan on reuse of existing. Note Basis
Question No. 7A: RFI #0, #2e indicates that the current Security Camera Surveillance includes “All cameras are IP based and run PoE directly from OIT switches…” Is there a specification on type of switch gear that is not listed on the provided link in the specifications? There is a list of manufactures but no specific equipment spec.
Answer No. 7A: Provide a completely new system. Do not plan on reuse of existing. Note Basis
Question No. 8A: RFI #0, #3a indicates that the current P.A. “Biamp/Vocia is maintained by a different vendor. It is integrated with Milestone Software and their Rauland 5 Nurse Call.” Please verify current brand of Nurse call and or current vendor for design coordination. Please verify if CareHawk is still the current vendor/brand for the PA system.
Answer No. 8A: Provide a completely new system. Do not plan on reuse of existing. Note Basis
Question No. 9A: RFI #0, #4a indicates that the current Duress System is “controlled by Lenel and is physically cabled with CAT 6 UTP to each location requiring a button.” Lenel is currently not on this VA campus. Is room B-19 the current equipment room?
Answer No. 10A: Per drawing B-30 as shown. Drawing EP-111 and EI103A.
Question No. 11A: RFI #0, #6 includes a link for “HSPD12 approved products”. This link takes you to ID Management “Page not found”. Please provide a functional link for the HSPD12 approved products.
Answer No. 11A: HSPD-12 Product and Service Components | GSA (https://www.gsa.gov/technology/it-contract-vehicles-and-purchasing-programs/mas-it/hspd12-product-and-service-components)
Question No. 12A: RFI #1 response indicates that “No, PACs will be its own stand-alone system, but will be able to interface with VA systems. Contractor will provide a complete system.” Feenics is a PACS platform that competes with any other system vendor that could https://www.gsa.gov/technology/it-contract-vehicles-and-purchasing-programs/mas-it/hspd12-product-and-service-components propose for this RFP. FICO is currently installing this system under another contract. Since Feenics is an approved FIPS compliant brand according to idmanagement.gov, this would give a FICO a price advantage over other companies that are bidding this project, since they would not need to bid any new panels in which they have already been paid to install. a. How many Feenics panels are currently installed/will be installed that are new? b. Please provide the locations of these new Feenics panels. c. Are the Feenics panels Mercury based?
Answer No. 12A: As noted in E-601 the only existing cable and card readers are in buildings 169 and 172. It is also noted that the controllers are to be changed to match the new ones provided under this contract so all will be new. Note Basis of Design on sheet E-002.
Question No. 13A: RFI #3 indicates that CLIN 0006 on the Price Schedule has been updated a
(1) Job, from a Unit Price. It further lists items to be included in the Job such as cameras and card readers. Our interpretation was that CLIN 0006 was for the PAC System and CLIN 0004 was for the Security Camera Systems. a. Do you want the Security Cameras included in CLIN 0006? b. What would you like included in CLIN 0004?
Answer No. 13A: CLIN 0004 Security Camera Systems in accordance with paragraph I.D.(7) of the statement of work.
I.D.(7) Security Camera Systems: Enhance physical security on campus installing new camera infrastructure per the contract drawings and specifications. The existing camera infrastructure is in disarray, and many are inoperable. Placements for the new infrastructure are primarily in corridors, lobby areas, and other spaces that are required to be under video surveillance, per the Physical Security and Resiliency Design Manual (PSRDM). Existing camera infrastructure is wired to many different IT closets throughout campus. An existing rack contains a single camera server, currently running exterior cameras along with a few analog elevator cameras. This current system does not have the capability to support new cameras brought online. Due to this, expansion of existing head end infrastructure to accommodate both the existing and new cameras is also a requirement. A single point of use shall be utilized by on-site law enforcement through 24/7 video monitoring services (dispatch center). The ability of the system to be accessed by other departments (inpatient mental health) is a requirement of the new system. Site investigation is necessary to define existing conditions; contractor to verify hardware, software applications, and IT systems capacities. Network video recorders, provided by the vendor, are required. The network video recorders must be capable of recording and storing the last 30 days’ worth of video. All hardware shall have emergency battery backup power. Video monitoring shall be required in all IT closets to meet compatibility. This item is in buildings 141, 154A, 154B (Madison), 169, 154, 170, 171, 16, 20 and site.
CLIN 0006 Physical Access Control System in accordance with paragraph I.D.(9) of the statement of work.
I.D.(9) Physical Access Control System: Expand existing Federal Information Processing Standard (FIPS) 201 compliant Personnel Access Control System (PACS). System shall be USAccess, or VA approved equivalent product, capable of hosting several systems of a non-proprietary nature that can be upgraded for future compatibility. USAccess Program under GSA HSPD-12 Managed Service Office (MSO) established the USAccess program as an efficient way to issue common HSPD-12 approved credentials to their employees and Contractors. Total installation to capture existing areas that currently have no PACS readers installed will include up to 50 locations. This line item is priced per one location or one (1) each (ea) (statement of work amended as per solicitation amendment P0002). This item is in buildings 141, 154A, 154B (Madison), 169, 154, 170, 171, 16, 20 and site.
Question No. 14A: RFI #15 response indicates to run all Security Access Detection cable in “Complete Conduit”. The EHRM Project Cable is specified to be installed in cable tray and J- Hooks, and conduit only above hard-lid ceilings. Existing ductwork, conduit, piping, etc. above the drop ceiling prohibits installing “Complete Conduit” cost affectively for the Security Access Detection System. Please allow the Security Access Detection System cable to be installed in the existing cable tray and J-Hook systems.
Answer No. 14A: As shown on previous response the requirement is conduit to cable tray.
Answer No. 15: Follow VA Spec 27 05 33

Question No. 18A: What does the “N” symbol on sheet EI104A stand for?
Answer No. 18A: The circle with the ‘N’ is a nurse call light; the square is nurse call stations;
the square with the dot is nurse call push buttons due to the mental health aspect. The nurse call is separate from the duress system.
