Project #623-16-101 Upgrade Chiller Plant Summary of Scope of Work
Existing System:
The existing central chiller plant at Muskogee VA hospital consists of three water cooled chillers. Two large chillers have equal tonnage capacity, while a third chiller is approximately fifty percent tonnage capacity of the large chillers.
The chilled water distribution system consists of primary and secondary piping arrangement and each chiller utilizing a dedicated primary chilled water pump. The primary loop piping configuration is such that either pump can run either chiller if necessary. The secondary distribution consists of three pumps. There are no tertiary pumps in the buildings.
The main condenser water loop is connected to two big cooling towers. Two towers consist of two cells, each with are sized to meet the load of large chillers and the third tower is single cell construction sized for smaller chiller and has independent condenser water loop.
The chiller plant also includes plate and frame heat exchanger and pump, connected in parallel with the chillers. The controls for the chiller plant are a mix of pneumatic and electric controls.
The existing chiller(s) are high voltage 4160V, fed from the electrical substations within the chiller plant room.
Scope of Work:
The major scope of work for the project consists of replacing existing chilled water plant with new chillers, pumps, heat exchanger and cooling towers. The replacement of chillers will require the contractor to rent a temporary cooling tower and pumps and install them for use during the replacement of existing cooling towers. This is to ensure chiller plant is operational to provide minimum required cooling for the campus buildings. Since chiller plant operation is critical to the campus operation, contractor will supply a temporary (rental) air-cooled chiller during certain periods of construction, as required to meet the campus minimum cooling load. The work in general is as follows:
· Install temporary cooling tower and pumps.
· Install new cooling towers as indicated on the drawings.
· Install chillers and pumps in phases as indicated on the drawings.
· Add to condenser water piping so chillers operating on the main condenser loop.
· Install miscellaneous items like condenser water treatment system, filtration system etc.
· Install plate and frame heat exchanger and pump as indicated on the drawings.
· Install controls in phases as indicated on the drawings.
· Test and balance hydronic system in phases.
· Commissioning of the chiller plant and controls including optimization of chiller plant operation.
Other miscellaneous mechanical work is as follows:
· Replace chiller plant emergency ventilation system as indicated on the drawings.
· Replace ventilation fans as indicated on the drawings.
· Install new controls for the ventilation system as indicated on the drawings.
· Test and balance ventilation system.
· Commissioning of ventilation system and controls.
A permanent piping connection arrangement will be provided outside the chiller room for future temporary chiller connection. The piping will be connected in parallel with primary chilled water loop as indicated on the drawings.
The major electrical scope of work for project is to support mechanical work. The electrical work will be done in phases to ensure operation of the chiller plant and other critical utilities connected to the system. The existing high voltage substations will be renovated as indicated on the drawings to provide power for new medium voltage (460 V) chillers.
Other miscellaneous electrical work is a follow:
· Lighting system in the chiller plant.
· Lighting system in the chiller plant operator room.
· Power for controls and ventilation system.
The architectural and structural work for the project will support chiller plant operations. Major work is as follow:
· Housekeeping pads for the mechanical equipment.
· New roof for chiller plant building.
· Structural steel for the cooling tower.
· Support for temporary chiller and cooling tower.
· New flooring in the chiller plant room.
· New ceiling and wall finishing in the chiller plant operator room.
· Structural support for the exhaust fans as indicated on the drawing.
· Structural support/access platform for existing domestic water heaters.
The fire protection work will be limited to providing sprinkler protection to the cooling tower internal material, as indicated on the drawings.
Phasing Plan:
It is important that chilled water is available during construction. The chiller replacement project will be done in phases. The proposed project phasing plan is indicated on the drawings; however, contractor will be responsible for developing a construction schedule and phasing plan. Construction schedule shall be approved by the CO/COR prior to the start of any work.

Offerors shall provide a maximum of five (5) recent and relevant projects (as defined below) to demonstrate their ability to perform the proposed work identified within the specifications, drawings, and Statement of Work. The contracting officer shall review relevant performance information on each offeror based on (1) the past efforts provided by the offeror and may obtain (2) data independently from other government and commercial sources. Relevant performance includes performance of efforts in a project that includes replacement of cooling towers and upgrade of chiller plant at an active medical facility that are similar or greater in scope, magnitude, and complexity than the effort described in this solicitation. A recent project is defined as being completed within five years of the due date of this solicitation. Magnitude of past performance projects needs to be equal or greater to cost range as defined in section I.1B, of this solicitation.
For each project included the offeror should provide completed Past Performance Questionnaires (PPQ) or CPARS in the proposal. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror shall complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). The Government may make reasonable attempts to contact the client noted for that project(s) to obtain the PPQ information. However, offerors should follow-up with clients/references to help ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Robyn Young, robyn.young@va.gov.
(b) – Basis of Evaluation:
The contracting officer shall review recent and relevant performance information on each offeror based on past efforts provided by the offeror and may obtain data independently from other government and commercial sources. Past performance regarding predecessor companies, key personnel who have relevant experience, or sub-contractors that will perform major or critical aspects of the requirement will not be considered as highly as past performance information for the principal offeror. Offerors with no past performance history or the offeror's performance record is so limited that no confidence assessment rating can be reasonably assigned shall receive the rating "Unknown Confidence," meaning the rating is treated neither favorably nor unfavorably.
Factor 2-Technical Assessment (Progress Schedule)
(A) Solicitation submittal Requirements
a. The progress schedule will be in a time scaled bar graph format. The horizontal Axis will be scaled for time beginning with the Notice to Proceed and concluding with contract completion. All schedule Items will show a start date and completion date. The detailed schedule will indicate specific tasks with dates for each step of the process, including the following:
i. Separate Work Elements of the project.
ii. The order of work elements, to include project phasing and number of days for each work element.
iii. Identification of long lead time items. Long lead items such as major equipment, electrical equipment, pre-engineered piping, etc., must be specifically identified. If there are no Long Lead Time Materials, the schedule must state that there are no Long Lead Time Materials.
iv. Schedule shall indicate all elements of the construction timeline, from notice to proceed (in order to establish a common baseline among all offerors, assume NTP date of November 1, 2021 to contract completion, including, but not limited to preconstruction meetings and submittals, mobilization, utilities, demolition, material lead times, utility installations, testing/adjusting/balancing, all major work elements by specification division, final inspection, demobilization, and close-out. Use period of performance listed on the solicitation.
b. The offeror shall specify how much allowance has been made for bad weather in the schedule, the days of the week and hours of construction operations during each phase of the work, and the percentage of contract completion that will be achieved at the end of each month of the contract.
c. Short Schedules – the offeror will provide a written commitment as to the time frame (number of days after receipt of the notice to proceed) within which the offeror will guarantee completion. The maximum anticipated completion of this project (including all element of construction of the entire project) is indicated in the SOW. Shorter schedules (which must include required Government review times), if obtainable, will receive more favorable scoring.
(B) Basis of Evaluation
a. The basis of evaluation will be adjectival with an outstanding, good, acceptable, marginal or unacceptable rating assigned to the submitted progress schedule. Evaluation will consider the extent to which the offeror demonstrates a clear understanding of the scope and magnitude of the project, including all required elements of construction and project delivery. The Government will evaluate the likelihood that the work will be performed in accordance with the stated schedule given the scope of work in the RFP. An unacceptable rating will preclude offeror from award.
Factor 3 – Price:
(a) Solicitation Submittal Requirements:
· Standard Form 1442, Solicitation Offer and Award
· All pages of the SF1442 Continuation Sheet
(b) Basis of Evaluation: The Government will evaluate price based on the total price. Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:
· Comparison of proposed prices received in response to the RFP
· Comparison of proposed prices with the IGCE.
· Comparison of proposed prices with available historical information.
