GENERAL DESIGN REQUIREMENTS

1. Project Description

The intent of the project is to renovate existing clean rooms and patient room to provide USP 800 compliance clean room at the ground floor pharmacy area and the fourth-floor area of Building 500.

The HVAC systems for the B-500 IV Cleanroom Compliance will consist of multiple variable volume air handling units with zone control provided by Airflow Control Valves with reheat coils. Zone airflow control is arranged to provide constant airflow supply and exhaust. The chilled water (CHW) and heating hot water (HHW) for the project will be provided by the campus existing central plant.

The plumbing systems shall be as required by VA requirements and code.

ARCHITECTURE

1. Project Description

Renovation and expansion of two (2) existing Pharmacy compounding spaces for compliance with USP 800 (Hazardous Drugs Handling in Healthcare Settings) requirements. The Ground Floor Space currently only provides Sterile Non-Hazardous Compounding. The existing spaces within the Pharmacy Department will be converted to expand services for storage and compounding of hazardous drugs with a shared ante space. The 4th Floor space directly supports the Infusion Center and only provides for Hazardous Compounding. The existing spaces and adjacent abandoned Patient Room will be converted to expand services for storage and compounding of hazardous drugs, a shared ante space, and Sterile Non- Hazardous Compounding services.

FIRE ALARM

2. Basis of Design

Furnish and install, unless, otherwise indicated, items required for a complete fire alarm and supervisory system, hardwired as outlined in this basis of design. The scope of work includes the following:

Extend the existing Edwards EST-3 fire alarm system on the 1st and 4th floors.

The existing fire alarm system is to remain in service and fully functional during the installation.

Provide Class B supervision between each fire alarm control panel and all alarm and supervisory initiating and control devices.

Provide Class B supervision between each fire alarm control panel and all alarm notification appliances.

Provide fire alarm cable and conduit between all fire alarm panels, devices, and appliances.

Provide installation of synchronized alarm speaker/strobe circuits.

Provide duct smoke detector for fan stop control.

PLUMBING SYSTEMS

1. Domestic Cold Water (CW) System

The Domestic plumbing systems are provided for Ante Rooms in ground floor and fourth floor. The Ante Rooms will be equipped with a scrub sink and emergency eyewash. The existing Ante Rooms have a sink and eyewash that will be demolished under this project scope. The plumbing system connections from the existing fixtures will be extended to serve the proposed new plumbing fixtures. Reduced pressure backflow preventers will be provided for industrial cold-water service to the steam humidifier units.

2. Domestic Hot Water (HW) System

Domestic Water Heaters

The domestic hot water service serving the existing sink will be used to serve the new sinks in the Ante Rooms. Piping will be extended to connect to the existing HW return in the interstitial space.

3. Sanitary Waste and Vent

Waste

Waste pipes shall be connected to the new plumbing fixtures, such as sinks, and eyewash. In addition, primary and overflow condensate drains shall be provided for the cooling coils of the new air handling units and shall be discharged to an approved fixture. Auxiliary condensate overflow drains shall be provided at all coils to discharge at the ceiling over a sink fixture. Air gap fittings with trap and vent will be provided for backflow preventer drip and for humidifier drains.

Vent

Vents shall be provided and connected to systems serving new plumbing fixtures, and shall be directed up to the building roof.

4. Emergency Plumbing Fixtures

Eyewash station will be provided at the scrub sinks in the ante rooms as required by ANSI and OSHA.

Tempered water will be supplied to emergency fixtures.

MECHANICAL SYSTEMS

1. HVAC System Description

A 17 ton cooling capacity HVAC system for ground floor and 13 ton HVAC system for fourth floor will be required to serve the pharmacy areas to be renovated for B-500 IV Cleanroom Compliance with USP-800 project. The total capacity is based on the VA selected pharmacy layout option and the room air change requirements identified in VA HVAC Design Manual and as required for USP-800 Compliance.

2. Air Handling Systems

The existing building is served by two existing central station variable air volume (VAV) air handling units to serve the facility. This project will provide a new air handling unit to serve the ground floor clean and hazardous compounding rooms, the ante room, and an IV storage room. The unit will be located in the ground floor interstitial space. The fourth floor pharmacy area will be served with a new air handling unit located on the roof to serve the clean and hazardous compounding rooms, the ante room, and hazardous storage areas. The air handling units will have two parallel supply fans, a preheat coil, a cooling coil, electric steam humidifier, 30% pre-filter #1 and 65% pre-filter #2. The supply fans are controlled by redundant VFD’s to maintain required airflows. One VFD will be used to control both the supply fans. A backup VFD with an automatic switchover option will be provided for each air handling unit. The air handling unit shall be provided with supply fan CFM monitoring. Air handling units will be provided with internal vibration isolation and access to each component section to provide for easy maintenance. Final HEPA filters at the air handling units are not being provided per VA’s direction. Instead, ceiling mounted fan filter units with room side removeable HEPA filter units will be provided.

3. Smoke Control Systems

The air handling units with supply airflow rate of more than 2,000 CFM will be equipped with a duct mounted smoke detector to provide automatic shutdown. Smoke detectors will be connected to the existing fire alarm system.

4. Zoning

Pharmacy areas will be provided with airflow control valves to provide constant supply and exhaust airflows.

Each zone will be provided with a temperature and room pressure sensor. Zone heating is provided by heating hot water reheat coils for each zone. Static pressure sensors in the ductwork shall modulate the supply fan motor VFD accordingly to maintain airflow by maintaining a constant static pressure set point.

Room humidity sensors will be provided in the Sterile IV Compounding rooms to monitor the space humidity.

Ceiling mounted fan filter units with room-side removable HEPA filter will be provided in the pharmacy areas.

HVAC temperature control zones are arranged to separately control the space temperature based on RFP requirements, thermal design requirements, and building occupancy. Separate zone temperature control is provided for buffer rooms, ante room and drug storage room.

The air handler systems are sized to allow up to 25% additional load in the served area to meet unforeseen conditions.

6. Exhaust Systems

Pharmacy clean room areas will be exhausted to meet the requirements of USP 800 and VA HVAC Design Manual for air change rates per hour. Exhaust will be provided through a dedicated centrifugal exhaust fan rated for hazardous and contaminated laboratory exhaust air. Separate exhaust fan will be designed for the hazardous compounding room air. Hoods for hazardous materials will include integral HEPA filtration with “bag-out” capability for filter exchange. Separate filters at the exhaust discharge are not provided.

The exhaust air from ground floor Sterile IV Compounding Room, Ante Room and IV Storage room will be ducted through one exhaust air duct and will be routed to the new exhaust fan located on the 6th floor roof.

The exhaust air from ground floor Hazardous Compounding room will be ducted to a new exhaust fan located on the roof. The exhaust air from the hazardous drug hood will be ducted separately to a new exhaust fan on the roof. There will be total three new exhaust fans serving the renovated ground floor pharmacy area. The exhaust air ducts, approximately 20”, 14” and 10” Ø, from ground floor pharmacy to the roof will be routed on the exterior side of the building.

The existing exhaust air duct inside shaft at gridline L/11 from ground floor interstitial to the roof will be abandoned in place. The existing exhaust duct is made up of galvanized sheet metal and cannot be reused as the VA guidelines requires use of 316-L stainless steel, welded ductwork for the laboratory fume hood exhaust system.

The exhaust air from fourth floor pharmacy area will be ducted through the exhaust air shaft to two new exhaust fans located on the roof. One exhaust will be provided for hazardous drug hoods and one for the exhaust air coming from Sterile IV Compounding Room, Hazardous IV Compounding Room, Ante Room, and Hazardous Storage Room.

The exhaust fan air flow will be based on the hood selections approved by the VA. Per VA Pharmacy staff’s directions, glove box type hoods are provided instead of standard laminar type hoods. All work involving hazardous or contaminated materials will be conducted in the hoods provided with internal exhaust HEPA filters.

7. Chilled Water System

The existing central chiller plant will be used as the source of chilled water for the new air handling units.

Approximately 42 GPM of chilled water flow will be required to the ground floor and fourth floor air handling units.

8. Heating Hot Water System

The existing central heating hot water plant will be used as the source of heating hot water for the new air handling units and reheat coils. Approximately 22 GPM of heating hot water flow will be required to the ground floor and fourth floor air handling units and reheat coils.

9. Humidifier

The air handling units will be equipped with an electric steam humidifier. The existing domestic water lines will be connected to the humidifier. Reduced pressure backflow preventers are provided for each humidifier service.

10. Force Protection

Outside air, relief, and exhaust air openings provided under this project will be located on the roof. No force protection is anticipated.

Fragile utilities shall be located away from exterior walls. Note that fragile utilities are not applicable to this project.

Overhead mounted features in excess of 31 pounds shall be braced to withstand 0.5 times the component weight in any direction and 1.5 times the component weight in the downward direction.

11. Maintenance

All systems will utilize standard HVAC components and will be selected for ease of maintenance and arranged with adequate access for periodic maintenance.

12. Direct Digital Control System

The control system will monitor and control all HVAC systems and will be compatible with the existing Siemens Apogee control system in the Building 500.

13. Ductwork

Main ductwork shall be sized at a maximum of 1200 FPM. Branch ductwork shall be sized at 0.08” WC per 100’ friction loss. Ducts may be sized on the more stringent of the requirements of velocity, friction loss, or sound constraints.

14. Piping

Piping shall be sized at a maximum of 4’/100’ pressure drop or 6 FPS.

15. Test and Balance

The HVAC systems will be Tested and Balanced in full compliance with the RFP and AABE/NEBB requirements. Room pressurization will be checked for USP 800 compliance and monitored by local room pressure monitoring and alarm panel. Room airflows will be balanced for constant airflow.

16. Commissioning

Mechanical systems will be commissioned in compliance with ASHRAE and AABC/NEBB Standards to assure proper system operation and compliance with USP 800 requirements. This will help optimize building performance ensuring indoor air quality and workspace comfort.

ELECTRICAL SYSTEMS

1. General

This section describes the electrical design for the Pharmacy renovation project at the Veterans Affairs Greater Los Angeles Hospital.

Quality Assurance

General Requirements. Installation of all items shall be performed in strict accordance with current codes and regulations set forth by State, Local, and Federal authorities.

All work and materials shall be in full accordance with the requirements of these codes and all applicable local ordinances. I.C.C. is the International Code Council. The governing codes are:

2. System Descriptions

Facility Electrical Distribution

The existing campus is served by (2) utility electrical services from the electrical utility.

Existing Building 500 (Main Hospital)

The existing main hospital building has (6) unit substations operating at 4.16kV.

Unit Substation #3 serves the area of work at 277/480V., 3-phase, 4-wire.

Area of Work (Pharmacy)

New circuit breakers will be provided at the existing electrical service equipment and feed a new panelboard to serve the electrical loads in the scope of work. New feeder conductors will be pulled from the existing electrical service to the location of the new panelboards for our project

250 Amp bus 120/208V., 3-phaes, 4-wire panelboards with a 200 Amp main circuit breaker will be provided for branch circuits to lighting, power, and HVAC.

Power to HVAC package and air handling equipment, and will be served at 277/480V., 3-phase, 4-wire from the existing distribution board “GBLE”.

Power to user receptacles and lighting within the area of work will be 120/208V., 3-phase, 4-wire from the new panelboard “GBLE-1”.

Interior lighting will be LED with automatic controls and occupancy sensors per 2016 Title 24 energy code, including photo sensing devices within daylight zones. All light fixture will be rated for clean room use and rated ISO level 7.

EMT conduit is acceptable for interior concealed work and interior exposed conduit above 8’ above finished floor.

Provide PVC Schedule 40 with concrete encasement for underground, rigid steel elbows for slab penetration.

Weatherproof flexible conduit for final connections to motors and HVAC equipment.

Airwatch II Airflow Monitor and Controls for Customized Operation

The microprocessor-based Airwatch II airflow monitor is fully programmable, offering a range of features for safety, convenience and easier integration into the overall laboratory safety plan.

• The Airwatch II airflow monitor activates an audible alarm if operating conditions deviate from preset parameters.

• The programmable display can be set for analog and digital, or analog only readout.

• Airflow can be measured in feet per minute (FPM) or cubic feet per minute (CFM).

• The alarm probe monitors either face velocity or exhaust duct velocity. The face velocity probe is located at the front of the cabinet for easy access and improved accuracy with horizontal sash positions.

EdgeGARD® Horizontal Laminar-Flow Clean Bench

1. High-velocity return air slots to be located at the leading edges of work surface and side walls. Return air slots protect against backwash of dirty air entering the work area when items are placed within the air stream on the work surface.

2. Unit shall be all steel construction, 18-gauge, cold-rolled steel, with a white powder coated finish, stainless steel work surface and stainless steel inner work area side walls.

3. Unit shall be provided with permanent split capacitor type motor and special blower which automatically compensates for increasing pressure drop across filter in excess of that which is required by existing standards.

4. Complete unit shall be listed as certified by Underwriters Laboratory (UL) for cULus electrical, fire and mechanical safety.

5. All joints and seams offering a possible path of contaminated air from outside to the inside of the work area shall be sealed.

6. Framing for the filter seal shall be of rigid aluminum construction and only the filter media shall be exposed to the work area opening, to eliminate picture frame effect.

7. Unit shall have washable, reusable Scott Foam® pre-filters.

8. Each unit, before shipping, shall have a complete test to assure clean bench meets all requirements of ISO 14644. A copy of this test will be provided with the unit.

9. The unit manufacturer must be able to provide evidence that this unit has been tested by an independent laboratory or research organization.

10. Speed controller shall automatically compensate for voltage change to maintain constant voltage to motor while allowing for manual adjustments during filter loading.

11. Unit work surface shall feature 5⁄8" Spill Guard at rear to prevent accidental spillage into HEPA…
