Amendment 0007 - Last updated: 8/24/2020 5:21 PM PST IFB/Solicitation # 36C25820B0003

EMERGENCY BUS AND SWITCHGEAR MODIFICATIONS

Project # 664-16-301

RFIs – Questions (Q) & Answers (A)

Q1: On the beta.sam.gov website the pre-solicitation for this project was classified with the NAICS Code of 236220 which is Commercial and Institutional Building Construction. When the solicitation was issued on 4/14/2020, the project was posted with the NAICS Code of 238210 Electrical Contractors and other Wiring Installation Contractors, Size Standard $16.5M. This project is relatively large with an Order of Magnitude of $5M-$10M and will require intense coordination and scheduling with the VA San Diego. The project scope of work will require the establishment of infection control measures, architectural demolition, saw cutting, core drilling, asphalt removal, concrete removal, repairs to finishes such as gypsum board, painting, floor repair, louvers, new door, frame & hardware installation, concrete work, asphalt, landscaping and fencing. None of these activities are performed by electrical specialty contractors. These activities are generally performed and/or managed by general contractors under NAICS Code of 236220. Will the VA consider changing the NAICS Code back to 236220 as it was originally listed on beta.sam.gov? This will allow for greater competition for this important and difficult project, and likely a better value to the Government?

A1: Yes, the NAICS is changed to 236220 as previously posted in Pre-Solicitation Notice.

Q2: Specification Section 31 20 00, Page 599, 3.2.A.4 It reads as follows "The Contractor is required to hire a Professional Geotechnical Engineer to provide inspection of excavations and soil/groundwater conditions throughout construction. The Geotechnical Engineer shall be responsible for performing pre-construction and periodic site visits throughout construction to assess site conditions. The Geotechnical Engineer shall update the excavation, sheeting and dewatering plans as construction progresses to reflect changing conditions and shall submit an updated plan if necessary. A written report shall be submitted, at least monthly, informing the Contractor and Contracting Officer’s Representative of the status of the plan and an accounting of the Contractor's adherence to the plan addressing any present or potential problems. The Geotechnical Engineer shall be available to meet with the Contracting Officer’s Representative at any time throughout the contract duration." Will the VA confirm this clause will be applicable to this project and if so, will the VA provide the requisite Geotechnical Report for this project in order to facilitate the Geotechnical Engineering work for this requirement?

A2: Yes, this specification is applicable. Attached are geotechnical surveys that have been conducted in the past for other projects on site. Unfortunately, we do not have a survey specifically for this project. See 4 attachments to Amendment 0002.

Q3: 800A Circuit Breaker for existing SWBD D, reference Note 8 on drawing E-602. Manufacturer of the existing SWBD D? Is it Square D? I-Line, Direct Replacement, Retro fill?

A3: The panel is manufactured by Zinsco and will be a retrofit.

Q4: Are there requirements for a A or B license, or are you just taking electrical licenses?

A4: This project requires that the prime or prime’s electrical subcontractor must possess an active California class C-10 license to meet specification 1.15(B). If your firm is awarded the contract, the C-10 license must remain active for the duration of the award.

Q5: We are planning to bid as a subcontractor for the Emergency Bus and Switchgear Modifications, San Diego VA Healthcare System. I don’t see a bidder’s List of which GC’s are bidding. I may have overlooked but would you please be able to direct me where to obtain or provide me a bidder’s list?

A5: Sign-in sheets from the Pre-Bid Site Walks will be uploaded to Contract Opportunities with Amendment 0003 on Wednesday 29 Jul 2020. If you have already created an account on Contract Opportunities, you can also access the Interested Vendors Lists. There are two; one list accessible on the Pre-Solicitation Notice and another Interested Vendors List on the IFB / Solicitation.

Q6: This Pre-Bid request is in regard to the proposed 360-day performance period.

The proposed performance period of 360 is not reasonable considering the complexity of the subject project for the following reasons:

•The electrical equipment for this project is all custom or made to order equipment. Some of the equipment must is going to be installed in very old equipment whose manufacturers are out of business. The procurement and engineering of the replacement equipment will take a substantial period of time. This period of time will be approximately 180 days when you factor in purchase order issuance, field investigation, engineering/submittal preparation, submittal review time, fabrication and delivery.
•The unpredictable nature of the supply chain given the COVID-19 outbreak has added time to most equipment orders of this type.
•This project effects the hospital wide critical electrical systems and requires a significant number of power outages with a potential for serious operational disruptions. As such, these outages must be highly planned and requires the VA to plan outages which I know form firsthand experience in San Diego can take months to execute because of the operational needs the Medical Center.
•This is a highly technical project which requires thoughtful execution. This is not the type of project that is conducive to a high rate of production. This is more of a marathon rather than a sprint to the finish line.
•An unreasonably short period performance will only lead to unnecessary conflict on the project site and will lead to strained relations between all parties.

Therefore, we propose a 684-day period of performance.

A6: The Government has re-visited the 360-day period of performance and has determined 360 days is an accurate assessment of the timeframe required to complete the project. Refer to Attachment 6 of the IFB/Solicitation for a sample schedule. It does not include all details required for the project. It is a sample for educational purposes only.

Q7: The bid date is currently shown for September 7th. Please confirm you need to have the bids submitted on Labor Day. If not, then please move bid. Bid days and times in the construction industry are Tuesday through Thursday 1 pm to 5 pm. The reasons are long and varied as to why those are the bid day and times, but it is part of the industry and not just one company’s policy.

A7: Revised bid due date is Sep 8, 2020, 2:00 pm Pacific Time. See Amendment 0005.

Q8: I was reviewing the IFB for Emergency Bus and Switchgear Modifications, Project 664-16-301, San Diego VA Healthcare System. I was hoping you might be able to inform me if this is a new effort or if there was a previous contractor that performed these requirements?

A8: This is a new effort.

Q9: What type of contractor’s license is required to bid as prime contractor?

A9: The prime must hold one of the following licenses: A, B, or C-10 (C-10 must be Active and issued in the state of California). If your firm is awarded the contract, the licenses must remain active for the duration of the award.

Please also reference RFI Q4 and A4 on page 2 of this document for more details on licenses.

Q10: How will we transport equipment in/out buildings, especially larger equipment on higher floors? Cranes required?

A10: The method used is for the firm awarded the contract to decide and the VA to approve. The means and methods must comply with all applicable guidance. The only items going to the higher floor is control and data cabling and related conduits.

Q11: If we pull wire and it gets stuck in existing conduit, will repairs be part of change orders or part of bid?

A11: This is a risk that should be factored into your bid.

Q12: What quantity, how much power, and what length of time would be necessary for using temporary power generators?

A12: The loads of the transfer switches are listed on sheet E-002. These readings were taken in early 2017. Add 25% to these loads to account for load increases. The temporary generators will be required to provide emergency power during the replacement of switchboards, switchgear and the existing generator switchgear. The length of time must be determined by the contractor based on the length of time to replace and commission the new equipment.

Q13: Is removal of the large cooler/switchgear stub-up vent on the scope of work?

A13: Yes, it is to be included in this contract. The firm awarded the contract will be responsible for relocating the intake plenum to another location on site. This site will be designated by the VA.

Q14: I read through this solicitation and have been trying to learn how we may be included in your list for any specific emergent or routine maintenance requests that may ever be needed in San Diego. Our facility is in San Diego and we are relatively new in the Federal marketplace, so just trying to learn how we may be able to work with you to support the hospital's electrical needs. We specialize in Low and Medium Voltage Circuit Breakers (Stock New and Reconditioned). We offer Test & Inspect, Report, and Repair / Recondition Services with same-as-factory or Better Warranties. As a Full Voting Dealer and Services Member of the Professional Electronic Apparatus Reconditioning League, we can certainly assist 24/7, 365 days a year.

A14: Please reference RFI 5. Sign-in sheets from the Pre-Bid Site Walks were uploaded to Contract Opportunities with Amendment 0003 on Wednesday 29 Jul 2020. If you have already created an account on Contract Opportunities, you can access the Interested Vendors Lists. There are two lists: one list accessible on the Pre-Solicitation Notice and another on the Interested Vendors List on the IFB / Solicitation.

Q15: Sheet E-602 shows Existing conduit with 6 cables in a 4” conduit with note P-E1-01 from the existing emergency generator control switchgear to the new EPGI Switchgear, the wire and conduit schedule on sheet E-606 for P-E1-01 shows 5 existing conductors and one new conductor. Is there one conductor that needs to be removed from the existing 4” conduit? Or do we follow the wire and conductor schedule which shows only 5 existing cables and adding one, i.e. no 6th cable to be removed? We also assume the conduit is existing and in the above example no new conduit is required. There are other notes like this on the one line diagram that are shown as existing but the existing cable count is different on the wire and conductor schedule. Please confirm we are to follow the wire and conduit schedule as shown.

A15:

Q16: Sheet E-203 sheet note 1 calls for CAT 6 for ATS communication, please clarify if this is CAT 6A or regular CAT6?

A16: Cat 6 Q17: Please confirm the VA will be hiring the Commissioning Agent as stated in Specification Section 01 91 00 part 1.8.C.1 A17: For this project the prime contractor/firm will be responsible for retaining an independent/ third party commissioning agent.

Q18: Specification Section 07 84 00 part 1.5.B requires the firestopping installer to be from a firm approved by FM Global or evaluated by UL. Part C also requires 3rd party inspection of all firestopping. Please confirm these requirements will be enforced in lieu of the trades fire stopping their own work?

A18: Section 07 84 00 part 1.5.B and 1.5.C will be fully enforced as written. Only qualified installer can install fire stopping on this project. If the firm has the required training outlined in 1.5.B then they may install fire stopping on their own work.

The firm must retain and use a qualified inspector for this project in accordance with 1.5.C.

Q19: On sheet E-602 there appear to be lines that are heavier/darker than others. Has the Electrical Engineer defined any meaning to this or is this just an effect of producing the PDF?

A19:

Q20: Drawing E-606. Does the (N) mean new conduit/cable or does it mean Neutral as indicated?

A20: (N) means new conduit/cable.

Q21: Note 3 on E-301 specifies to add two (2) sets of 4-600KCMIL + 1-500KCMIL EG for a total of seven (7) filled conduits whereas on the conduit schedule (E-606) the number of new conductors are shown as (N) 1 x [4-600KCMIL + 1-500KCMIL EG]. Should there be a total of two new sets added or 1? Additionally, drawing E-301 shows 7 existing conduits for P-E1-01, however detail A depicts only 6. Drawing E-602 shows 6 existing conduits. Please clarify.

A21:

Q22: On the conduit schedule (E-606) circuit number P-E1-08 is shown as (N) 4 x [4-600KCMIL + 1-250KCMIL EG] on the CONDUCTORS column, on the same page on the remarks section is shown as, REUSE EXISTING 5X[600KCMIL + 1-500KCMIL EG].

A22:

Q23: Drawing E-103 shows circuit C-E1/E11-02. However, the circuit schedule (E-606) only lists C-E1/E11-02A. Are these the same circuit?

A23: The designation of circuit C-E1/E11-02 should be changed to C-E1/E11-02A.

Q24: There are several circuits which have that are on drawings but are not on the cable/conduit schedule. For example, circuits with the P-E11 notation on drawing E-404. There are other circuits such as C-E1-13 C-E1-19 P-E2-09. Are these circuits to be included in the work? If so please provide information regarding these circuits.

A24: The following circuits are missing from the cable/conduit schedule: P-GAP-03, P-GAP-04, P-E2-09, P-E2-09, P-E2-10, P-E11-01, P-E1-02, P-E11-05, P-E11-06, P-E11-07, and P-E11-08. These items will be added.

Q25: Circuit numbers; C-E1-08, C-E1-09, C-E1-03, C-E1/E11-01 and C-E1/E11-02 are labelled as multi-conductor cables in a 2” conduit on the conduit schedule (E-606). The nominal O.D. of the cable 12C12 is 0.763 in. Per the NEC, the allowable fill percentage for more than 2 cables is 40 percent. The circuits mentioned above have more than 2 and are in then a code violation and will require to up size the conduit, the alternative would be to add new conduits or utilize the spare 4” conduits.

A25: Multi-conductor cables are not required or specified. Individual 12 AWG conductors are acceptable. The cable/conduit schedule calls out the grouping of 12 conductors that would be routed to each transfer switch.

Q26: Drawing E-605 identifies BEL8723 and a CAT 6 cable on the wiring diagram, note 4 of the same drawing calls for BEL9841. Is the BEL9841 in addition to the other cables?

A26:

Q27: Missing the BLDG 2 POWER PLAN – ELECTRICAL ROOM 101.

A27:

Q28: Need clarification, P-E1-18 on drawing number E-201 is routed from SWBD EPEE1 to ATS-16, the conduit schedule has this circuit marked as NOT USED. From looking at the other equipment in the electrical room I’m assuming that it should be like the feed going to ATS-8 circuit P-E1-13, (N) 2 x [4-600KCMIL + 1#1/0 EG]. Should this circuit be P-E1-24? Please provide additional detail.

A28: Sheet E-201 will be corrected. The circuit between Swbd EPEE1 and ATS -16 is P-E1-21. The circuit between Swbd D2 and ATS-16 is P-E1-24.

Q29: Please provide existing schematic of 12kV main switchboard. This will provide the required detail to understanding location of PT/CT terminal blocks and other possible control circuits.
