Justin Hicks Branch Chief

18. A significant cost savings can be had to the government if 4-inch ABS can be used instead, is that allowable? A: No, ABS can only be used on a single-story application

19. Are all pipe hangars to be replaced? A: Inspect and repair rod hanger connections in the interstitial space

20. Must the existing drain system remain in operation during the project? If so, a side-by-side drain system with new hangars would be necessary to make tie-ins when weather conditions are safe, is this the intent of the government? A: No

21. Is any of the concrete decking and/or plants to be demo’ d or replaced? A: Yes, the concrete needs to be chipped out to accommodate the new size drain inlet.

22. Are the planters to have the soil removed and waterproof the planter interiors? If so, does this also then apply to the third area we viewed where there were slab grade planters along the building windows? A: No, the waterproofing of the planters is part of another project

23. Is any of the planter electrical to be repaired or replaced? If so, please specify and quantify for bidding purposes. A: Yes, the planter controls need to be functional upon completion.

24. What constitutes “necessary repairs” to the existing planters irrigation? We need something in scope that allows bidders to fully understand and quantify the work in terms of cost. A: Leave the planters with fully functional irrigation system. We are going with a desert landscaping theme, so most likely it will be a drip system and bubblers on battery operated timers.

25. Are there drain pipes inside the planters? If so, are they also to be replaced? A: No

26. Under the courtyards there are large steel beams above one’s head and smaller beams at the floor, are all beams to be cleaned and repainted? A: Yes

27. What constitutes “presentable condition” of the planters? Can this be made more specific, so we know what must be accomplished to gain inspection approval? A: The planters will be left with vegetation in accordance with the VALLMC Desert Landscape Plan. The drains will be connected, supported and leak free with 4 Mils of zinc oxide coating

28. What does “repair and waterproof pan deck” scope consist of for estimating purposes? A: Patch and seal if required. Patch with similar to the existing metal material and seal.

29. Please provide a LF of beams that require corrosion control actions like was provided for the LF of drain lines. Without a construction set of plans we are unable to determine the quantity. A: Approximately 300LF

30. Please provide a marked-up drawing showing the locations and size of pan deck repairs. Without a construction set of plans we are unable to determine the quantity. A: Inspection of pan deck will need to be performed to assess the extent of repairs needed. See attached S-70, S-71, S-72, S-74, S-75, S-110, S-130, S-131, S-132, S-133, S-160

31. Is the irrigation system currently operational? A: Yes

32. Are there any electrical requirements associated with the irrigation system? A: Yes

33. Do existing planters require moisture barrier/membrane? If so identify which planters and provide spec for moisture barrier. A: No

34. Regarding the structural beams to be cleaned mechanically and repainted with red zinc oxide, are there any known concerns or hazards such as lead or asbestos we need to be aware of? A: No

35. Are all beams overhead and at floor level within the space to be cleaned and painted? A: the only beams in the Scope are the overhead beams

36. The cleaning of the beams will create some degree of dust, other than respirators for workers will any negative air containment be required? What other specific steps will be required by the hospital? To where can any exhaust air be routed if necessary. A: No negative air requirement. There is venting to the outside to exhaust dust.

37. Will all existing vegetation be removed prior to starting the planter irrigation and planting activities? A: Yes

38. The 2 SE Patio has pavers. Will the contractor be required to match the pavers after installing the new upsized drains? If so, can the VA provide the manufacturer and color of the pavers. Also, will the VA confirm the pavers are still available? A: Can use concrete colored to match.

39. The planters have drains located in the bottom under the Styrofoam and rock. Does the VA expect these drains to be replaced? A: Yes

40. The deck of the 2SW patio is cast in place concrete. When replacing the drains will the VA expect the concrete to be removed from existing joint to joint thus avoiding the appearance of patched concrete when finished? A: Yes

41. The Library patio has full vegetation in place. Much of the vegetation is found on the list provided for new vegetation. Will this vegetation be acceptable to leave in place? A: All vegetation will be removed prior to project start.

42. The RFP calls for the replacement of the 2” storm drain collection lines with new 4” collection lines. After reviewing the as-built drawings the horizontal main collection line is all 3” and smaller until reaching the Service Bay where it appears to be 6”. Does the VA expect these lines to be replaced in its entirety to the Service Bay? Has the VA performed the engineering to determine if the 6” vertical drain is properly sized for the discharge of all the 4” drain lines? If so, please confirm. A: Replace 2” storm drains lines with 4” lines and proper connections to existing.

43. Can we get the as built structural drawings for below the courtyard floor? A: The VA will provide structural drawings to the KTR with the winning bid. The VA is not is the habit of giving out sensitive information.

44. If the beams have fireproof coatings how do we proceed or are these sections excluded from the corrosion control? A: Fireproofed beams are exempt from this project

45. Are the beams located on the floor in the interstitial areas included in the corrosion control scope? A: No

46. Scope of work item A.2 – Please clarify the extent of the mechanical removal of corrosion? Does this just include mil-scale and loose corrosion? If a more intense removal is required, we may need to inspect every beam prior to bidding. A: No just mil-scale and loose corrosion is part of the scope. VA will take more extensive conditions on a case by case basis.

47. Has any existing coating been inspected for lead paint? A: Yes. No lead or asbestos is present

48. One other area of concern is if the owner is going to require ventilation? I didn’t see anything in the scope of work but if we have dust and paint odors in those confined areas it may be required. I don’t know where we would be able to ventilate to or from. Please advise. A: In the interstitial area you can vent to the outside from available vents.

49. Please identify the stairwell(s) we can use for each courtyard and the approximate distance from the stairwell to the courtyards. Climbing over all the pipes, conduits and ducting is going to be a labor-intensive process just to get to the affected drain pipes. A: Stairwell #7 will be the stairwell used for all courtyards

50. Please identify the most likely lay-down area we can store materials on the property, so we can gage the distance to carry items to the stairwell. A: See stairwell layout attachment

51. It is exceedingly difficult to determine from inside the interstitial where one is in relationship to each courtyard, lighting is also very poor in many areas. To avoid disconnecting the wrong 2-inch drain pipe(s) will maintenance staff mark the proper drain pipes in some obvious manner to avoid a mishap? A: Contractor will field verify in conjunction with VA utility staff.

52. Are no-hub pipe fittings acceptable? A: Yes

53. What wall thickness must the new 4-inch drain pipe have? A: Schedule 80

54. There are strip drains at the front of the building doors in the courtyard. These drains are very small and only a few feet long. Are they also to be changed to 4-inch pipe or are we discussion only the drains seen around the courtyards other than the strip drains? A: strip drains are to be included

55. One or more of the courtyards has a very long strip drain the runs almost the entire length of the courtyard at one side. Is this drain included in the 2 to 4-inch conversion? If so, please supply any data sheets the hospital has so we can determine how to convert these drains and how many drain pipes are under the strips. A: Yes, in this instance leave existing 2” inlets and tie in new 4” drain lines

56. Are any stairwell closures anticipated during this project that will alter our work plan and increase our costs? A: the stairwell closures should not impact this project

57. It is hard to tell how many concrete wall coring’s and steel beam coring’s will be necessary to facilitate the larger pipe. Can anything be provided to clarify that? If coring’s are necessary will any structural engineering or preconstruction inspections or permits be required?

A: Approximately 6 coring’s from drain lines to Service Bays.

58. We anticipate core drilling in the courtyards at each drain inlet. What hospital procedures will be required to facilitate that work in the courtyard? A: notification of surrounding services and the shutdown of the courtyard. I will coordinate both of these when necessary.

59. Is it expected to keep the complete drain piping system size 4” from all drains to the Service Bay connection? A: Yes

60. The existing linear drains that are added to discharge into the side of the area drains cannot be reused as installed. What is the plan for these? A: Leave existing drains and replace drain lines with appropriate couplings.

61. Regarding the trench drain that is full length of the Courtyard, is it expected to replace the outlet section only and preserve the existing trench drain system? Also, the existing drain body is 4” pipe size with a pipe reducer. Can these be reused for the new 4” pipe connections? A: Yes. Yes, minus the reducer

62. Is there a preference on finish cover grates (color, style)? A: Stainless

63. What are the quantities, size and length of the beams below courtyards that require corrosion control? A: 3’ of each side of the beam where corrosion is present. Approximately 57 beams.

64. Please provide as-built drawings of the beams below courtyards that require corrosion control. A: See attached S-70, S-71, S-72, S-74, S-75, S-110, S-130, S-131, S-132, S-133, S-160

65. Provide quantities, size and length of the rod hanger connections that needs repair in the interstitial space. A: Inspection, correction or replacement is required by KTR.

66. Please provide quantities and sizes of pan-deck that requires repair. A: Inspection, correction or replacement is required by KTR.

67. Please provide as-built drawings and photos of pan-deck that requires repair. A: Do not have photo documentation. See S-2

68. What are the working hours? A: Standard work hours

69. Please provide a site map of the contractor’s laydown/storage area and the route from the laydown/storage area to the work area and the interstitial space entrance. A: See stairwell layout

70. The drawings attached within the amendment and solicitation documents show drain lines (highlighted in orange) for Court #1, Court #4 and Court #3. Which Court # corresponds to 2SE, 2SW and Library Courtyard? A: Court #3 is 2SW, Court #4 is 2SE and Court #1 is the Library

71. The RFP calls for finishes to the beams. Is there a floor plan with the beam sizes and lengths available? A: See attached S-70, S-71, S-72, S-74, S-75, S-110, S-130, S-131, S-132, S-133, S-160

72. Pertaining to the subject solicitation and the previously asked RFI found on the email sent a few minute ago. Can we also obtain clarification on what beams require painting? A: 3’ of each side of the beam where corrosion is present. Approximately 57 beams.

Request following responses

73. Please confirm if this project can be performed during standard hours or if off ours will apply? A: Standard hours

74. Please confirm the location of a staging area for the contractor to store materials and utilize as staging? A: See stairwell layout attached

75. Per site walk, there was discussion of the contractor developing plans or as builts. Please confirm if the contractor is to “design” the work prior to performance, or if “as builts” are sufficient. A: As-builts (shop drawings) are sufficient

76. WATERPROOFING:

As built details on attachment “B” does note denote any waterproofing between the concrete slab and metal deck, however denote “liquid waterproofing (type 1) at the planter wall., however no specification is illustrated (most likely on the former plan schedules). This detail is also for the planter wall, however waterproofing would be recommended in this application. Please confirm the waterproofing specification desired and/ or inform if the contractor is to supply a specification.

A: Waterproofing of the planters will be complete upon the start of the project.

77. STRUCTURAL STEEL CORROSION CONTROL ACTIONS

Per scope of work: “Mechanical removal of corrosion and re-application of red zinc oxide primer to 4 mils”. Please confirm the following:

a) Is this work limited to the footprint of the patio courtyards (2 each)? A: Yes, but there are three courtyards, not two.

b) Are the “beams” only the upper beams that support the courtyard? Or ALL steel? Please see attached photo, we have marked upper support beams in red, and lower (mechanical and conduit line supports in blue). A: Only the upper beams are in the scope of work

78. LANDSCAPE PLANTER DRAINS

Please verify if the landscape planter drains are part of this scope of work: A: Yes
