About this file

This is Standard Form 30 (Amendment of Solicitation/Modification of Contract) issued by the Department of Veterans Affairs, VHA RPO West - NCO 17, Health Care Resources Branch in El Paso, Texas. Amendment 0007, effective September 2, 2026, formally closes the question period for solicitation 36C25726R0018 (dated June 29, 2026) and publishes government responses to contractor inquiries. The contracting officer is Carlos Jaquez (915-341-4575, carlos.jaquez@va.gov). All offerors/bidders must acknowledge receipt of this amendment prior to the deadline specified in the solicitation or as amended.

The amendment includes responses to questions 125-131 addressing key contractual requirements for a Sherman, Texas CBOC (Community-Based Outpatient Clinic) operation. Critical clarifications include: (1) the VA will not provide historical medication/vaccine administration data but does not track usage by contract CBOCs; (2) facility location must be in Sherman, Texas; (3) equipment responsibility division specifies VA provides Muse-compatible EKG, telehealth equipment, one AED, ThinPrep Pap test, primary data/voice circuits, WAN router, LAN switches, and PC workstations, while the contractor provides all other medical equipment, supplies, medications, vaccines, furniture, security systems, telephone systems, network cabling infrastructure, and courier services; and (4) mental health injectables are administered by VA mental health nurses, not contractor staff. A complete VANTHCS PACT Medication List containing over 100 medications and vaccines is provided as reference for contractor planning purposes. No additional questions will be accepted beyond the designated deadline.

CONTINUATION PAGE

Q125. We understand that the VA may be unable to provide the incumbent’s purchasing data for vaccines and medications. However, because the VA tracks patient care, could the VA provide historical administration data by medication type for the past 24 months, similar to the information recently provided for mental health injectables?

A125. The VA understands the intent behind your request; however, the VA does not maintain historical administration data for medications and vaccines that are purchased, supplied, and administered by the incumbent contractor.

Q126. The VA has indicated that offerors should rely on their knowledge and expertise. However, the incumbent possesses specific knowledge of the patient population, market conditions, and historical utilization that other offerors do not have. Providing this data would help ensure that all offerors have access to the same relevant information and can compete on a more level playing field.

A126. See A125.

Q127. As we evaluate potential facilities, are there any additional facility acceptance, infrastructure, or site requirements we should consider beyond those identified in the RFP and amendments?

A127. There are no additional requirements other than those specified in the RFP, referenced VA publications, and the amendments.

Q128. Can the VA clarify the major equipment responsibilities between the Government and contractor, particularly medical equipment, IT/telehealth infrastructure, furniture, security systems, and other clinic-specific equipment?

A128. The VA will supply the Muse compatible EKG, telehealth equipment, one AED and the ThinPrep Pap test. All other medical equipment and supplies are the responsibility of the contractor, including medications and vaccines. The contractor is also responsible for the courier service to transport to the VA for processing.

The furniture, security system, telephone system, and all other office and clinical supplies needed for clinic operations are the responsibility of the contractor.

The VA will provide the primary data and voice circuit, primary data services (including internet) WAN router, LAN switches, and monitoring devices such as Ciena and Unlogic boxes. PC workstations, multifunction printer/scanner/copier devices that connect to the VA network, software, and networking equipment required to access the VA EHR. The contractor will be responsible for obtaining and providing upon request, Local Exchange Carrier Right of Entry documentation for installation of voice/data services. The contractor is also responsible for the installation and maintenance of the network cabling infrastructure within the facility including all cabling located inside the walls and plenum space of the structure, cabling racks, network equipment racks, patch panels, wall ports, and a secure communications closet space to house the networking equipment.

Q129. For the technical evaluation, are there particular facility/site characteristics the VA considers most important when comparing otherwise compliant proposed locations?

A129. The site must be located in Sherman, Texas.

Q130. In Amendment 0003 question 33, the VA's answer was, "The inventory of medications required to support quality patient care of the enrolled Veterans may vary depending on the unique needs of the population serve. However, a copy of the current VANTHCS PACT Medication list is attached for reference. The VA does not track monthly or annual usage of medications purchased and administered by the contract CBOCs." However, the PACT Medication list was not attached in this Amendment. Will the VA provide a copy of the VANTHCS PACT Medication list?

A130. Attached below is the PACT Medication List.
