About this file

These documents are Request for Information (RFI) responses for a VA Grand Prairie Utility Upgrade project located in Grand Prairie, Texas. The project involves utility infrastructure improvements at a VA clinic, including mechanical, electrical, civil, and structural work. Key scope elements include installing new chillers, gas lines, electrical service, mechanical systems, and associated site improvements. The RFIs cover technical clarifications across multiple disciplines, with responses from different engineering teams (Campos, RLG Civil) addressing specific design, construction, and implementation details.

Significant project characteristics include a two-pipe heat pump chiller system sized for current and future loads, underground utility installations, electrical service upgrades, and site work such as concrete paving and landscaping. The VA will provide tax exemption certificates, staging/storage areas, and temporary utility connections. Critical project constraints include working around an occupied facility, maintaining VA staff and patient hours (7:30am-4:30pm M-F), and coordinating with existing systems. The project requires a contractor-hired commissioning agent, 3rd party testing, and adherence to specific technical specifications for mechanical, electrical, and civil work.

1. Detail 04/S2.01 calls for the switchboard foundation to be installed against the existing building. Please advise us if any expansion/compression fill material is required between the slab and the existing brick wall.

a. With the grade beam doweled to the existing, 04/S2.01 has no expansion fill material required. No expansion shown or callout was necessary.

2. Sheet C03.00 calls for the new 6” pavement to be installed against the existing building. We could not locate any sections on sheet S03.00 or details on sheet C07.00 for this condition. It appears most of the concrete pavement will be placed against the existing brick wall and existing concrete columns. Can the A/E advise on the details required for this condition?

a. There is no S03.00, so this is not a structural question.

RLG Civil – Paving details are on sheet C07.00, there are no cross-section details of the existing building and proposed pavement on the civil plans. Please refer to structural and architectural on this question.

3. Sheet S03.00 does not appear to include any detail for pavement or sidewalk tie-ins at existing curbs or sidewalks. Can the A/E advise on the details for these conditions?

a. There is no S03.00, so this is not a structural question.

RLG Civil – Please refer to the city details on proposed pavement to existing pavement connections. I have included this detail sheet with this RFI.

4. Please advise us if the private access drive from Hospital Boulevard to the sliding gate is to receive a 6” concrete curb.

RLG Civil – The driveway is to have a 6” curb from Hospital Blvd up to 10-ft away from the utility yard wall. That 10-ft will have a variable height curb on both sides of the driveway. This is shown on sheet C04.00 Grading & Drainage Plan. The area needs to drain away from the wall.

5. Please advise us on what the order of precedence is for this project.

a. VA to answer. Please refer scope on A-001

6. The solicitation document includes a statement of work for this project. If appears the statement of work includes work that is either not included within the design documents or does not match the design documents. Please clarify we are to follow the drawings and specifications when it comes to the specific scope of work for this project, otherwise advise if we are to follow the solicitation documents in lieu of the drawings and specifications. For example:

a. The solicitation calls for extending the existing roof drains to the outfall beyond the utility yard wall, however this work is not noted on the drawings. If this work is required, please provide the quantity, location and details for such work.

1. This work is not required for this project.

b. The structural scope calls for the CMU to be 8”, however the drawings call for the utility yard wall to be 12” CMU and only the 8” CMU is for the dumpster enclosure.

1. Both 8” CMU and 12” CMU are shown on plan S1.00 and sections on

Sheet S2.01. Provide both 8” and 12” CMU accordingly.

7. Sheet S0.01, Geotechnical Information note #4 states if discrepancies between the report and construction documents are discovered, the report shall govern. Based on our review, there are segments of the Geotech report that do not match the drawings or recommendations that were not incorporated into the design documents.

a. Example 1: the Geotech report recommends constructing a clay or flowable fill

“trench plug” at least two feet out from the face of the building exterior, however this work is not noted on the drawings. Please provide us with some guidance regarding the intent of the geotechnical report, and if such items as the one listed above are required, please provide details and locations where this work is required and advise if all other recommendations listed in the Geotech report and not noted on the drawings is also required.

1. Not required.

b. Example 2: Geotech report includes pavement subgrade compaction alternative and pavement subgrade moisture conditioned alternative methods that do not appear to be referenced in the drawings. Please provide us with some guidance regarding the intent of the geotechnical report, and if such items as the one listed above are required, please provide details and locations where this work is required and advise if all other recommendations listed in the Geotech report and not noted on the drawings is also required.

1. The structural slabs for pads and grade beams on are void cartons, so the moisture conditioning is not necessary.

8. Sheet C07.00, typical paving section (private) and typical asphalt paving section calls for

6” base compacted subgrade and 8” base compacted subgrade compacted to

95%. Our understanding is that these notes are intended for the contractor to compact the existing subgrade and is not to be confused with aggregate base material. Please confirm this is correct or clarify the note.

RLG Civil – Per the Geotechnical Report, the PCC will need a compacted subgrade of 6 inches at 95% standard proctor at -2 to +3 percentage points of materials optimum moisture content or 12 inches of compacted flex base at 95% max TxDOT TEX-113E at -2 to +3 percentage points of optimum moisture content.

You will either have the compacted subgrade or flex base. Please refer to the

Geotechnical Report for specifics and requirements.

9. 01/S2.00 states the depth to bearing stratum for base bid purposes is 20’ deep, however the actual depth to bearing stratum is to be determined in the field by the geotechnical testing agency. Based on the Geotech report, all boring logs show fat clay to depths much deeper than 20’ and based on pier foundation note #1, it’s our understanding the fat clay is considered the bearing strata for this project. Please clarify if for the purposes of this bid, we are to include cost for a pier depth of 20’ and any additional depths required in the field will be considered a change.

a. Use 20’ for pier depth. Any additional depth will be a change.

10. Sheet M410 refers to detail 1/M400, however sheet M400 was not provided. Please provide us with detail 1/M400.

a. Campos - Current Sheet, dated 3/11/25, does not reference 1/M400. Please clarify where on the drawing it shows 1/M400. There is a note on the sheet to refer to 4/M410.

11. We could not locate details or requirements for the CW/HW piping trench from the chillers to the utility box. Our assumption is that there are details for the general trench, pipe entry/exit, pipe penetration into the basement, pipe penetration into utility box, etc. Please advise us if these details will be provided.

a. Campos - Drawings with trench details will be a future Addendum. Piping below piers and of any other obstructions.

12. Will the pre-bid sign-in sheet be provided?

a. VA to answer. Yes, will be provided.

13. It’s our understanding that an amendment will be issued November 25th. Due to the upcoming Thanksgiving holiday, would the Government consider extending the bid date in order for the contractors, subcontractors and vendors to properly review and consider the amendment issued?

a. Questioning will be answered in the Amendment.

14. Sheet A-002B makes note to a New Building Expansion, however we could not find any work associated with this expansion on the project plans. Please advise us if we are to disregard this note.

a. Disregard this note.

15. The solicitation requires two (2) completed PPQ’s. Would the Government consider allowing a completed CPARS evaluation in lieu of the PPQ?

a. VA to answer.

16. Are there any proprietary systems, products or equipment required for this project?

a. Provide equipment per specifications.

17. Section 03 30 00, 2.2.A.4, slump: please confirm the sample to determine the maximum slump will be taken at the point of delivery. For example: if we use a concrete pump for placement, the sample will be taken at the pump discharge and not the truck in order to comply with ASTM C-172 ( standard requirements and procedures for sampling freshly mixed concrete).

a. Take samples at truck.

18. Section 04 20 00, 3.13.D: can the engineer clarify if the lab is required to be present every time the masonry contractor is grouting the wall or if at only certain SF or intervals?

a. Yes, during grouting.

19. Section 04 20 00, 3.13.E: can the engineer clarify at what intervals we are required to prepare grout specimens, mortar specimens, and/or prisms for this project?

a. Grout testing frequency is one test per day for the first three days. The compressive strength test specimens should consist of 3 test specimens. After the first 3 test, test specimens should be made and tested at least once a week or for every 30 cubic yards of grout or every 5000 sq. ft of wall, whichever comes first.

20. We could not find any control joints for the masonry noted on the drawings. Per S0.01, control joints in masonry are not to exceed 30’. Can the engineer advise if we are to follow the maximum spacing or if there is any specific spacing or requirements we need to follow?

a. Not to exceed 30’. Architect may have location preferences. Submit locations for review.

21. Regarding the masonry control joints: can the engineer clarify if we are to place a control joint where the 8” CMU and the 12” CMU intersect?

a. No control joints between.

22. We could not locate a section or detail for the concrete sidewalks. Will the sidewalks require the use of the typical paving section, or will a separate detail be provided?

a. Not for structural to answer.

RLG Civil - Sidewalks will be diNerent than the typical pavement detail. Please see sheet C07.02 for sidewalk details.

23. Sheet C07.00 includes a detail for sawed joints, however we could not find the requirements for the maximum spacing requirements for sawed joints on the concrete pavement or sidewalks. Can you the engineer please advise on the spacing requirements for sawed joints for pavement, sidewalks and curbs?

a. Not for structural to answer.

RLG Civil – Joint spacing on 6 inch pavement is 15 feet max and on 4 inch sidewalk is 6 feet. See sidewalk detail on sheet C07.02.

24. Detail 07/S2.01 calls for a 6” galvanized pipe bollard. It’s our understanding these bollards will be galvanized and not painted. Please confirm this is correct.

a. Correct, galvanized means galvanized.

25. Sheet M410 shows the new underground CW/HR supply and return piping routed through several structural items that would prevent constructability.

a. Example 1: The mechanical piping routed into the basement is not feasible as shown due to the electrical pad piers shown on sheet S1.00. The piping as shown is directly routed through concrete piers. We will need a proper mechanical trench detail and the engineer to advise on how much piping can be stacked, spacing between piping, spacing against adjacent structures (piers in this case), minimum coverage, etc. A potential solution would be for the engineer to reroute the piping away from the piers.

1. Piers are installed first, then reroute piping as necessary around the bell piers. No minimum spacing to pier is required.

2. Campos - Drawings with trench details will be provided in Addendum.

Piping to be routed to avoid structural elements and of any other obstructions.

b. Example 2: The engineer should consider there is electrical conduit bottom feeding the new ATS per E103. Currently the mechanical piping routed into the crawl space directly below the ATS. It is imperative we be provided proper electrical ductbank and mechanical trench details noting the specific parameters in which we will be required construct these intersections/crossings and in order to provide a proper proposal and properly assess the risk associated with the work required.

1. Campos - Piping to be routed minimum 18” below electrical conduit and electrical duct banks.

c. The mechanical piping is directly routed through the dumpster enclosure pier and bollards. Suggestion: route the mechanical piping between the dumster enclosure and backwall piers. Consideration should be given to the bollard depth, otherwise perhaps install surface mounted bollard on the back side of the enclosure.

1. MEP plans are not dimensioned, so route as necessary around piers and bollards. Bollard is shown in detail 07/S2.01. No surface mounted bollards.

2. Campos – Piping to be routed to avoid structural elements and of any other obstructions.

d. Plans do not include a detail on how the mechanical piping will cross the new concrete beams. Per S2.01 the bottom of the void box is 4’-2” below slab. We ask the engineer advise on this condition. If beam penetration is needed, then we ask for a detail. If the intent is to route the mechanical piping below the beams, then provide a detail or information on the parameters for such.

1. Piping should cross below the bottom of void box on the grade beam.

2. Campos – Pipe to be routed to avoid structural elements and any other obstructions.

26. Please advise on what the expectation will be regarding the concrete placement within the mechanical courtyard. Due to the phasing requirements associated with this project, we do not see how it would be feasible to provide a monolithic placement within the courtyard. Per S0.01 the location of construction joints shall be approved by the structural engineer. Can the engineer advise us if the pavement placement within the mechanical courtyard can be phased to accommodate the project phasing?

a. See structural for belled piers, grade beams, and slabs for pads. See civil for pavement. Civil and Structural work are generally not poured monolithically.

27. Regarding Limitations on Subcontracting (4.24 VAAR 852.219-75 VA NOTICE OF

LIMITATIONS ON SUBCONTRACTING—CERTIFICATE OF COMPLIANCE FOR SERVICES

AND CONSTRUCTION (JAN 2023) (DEVIATION), the paragraphs listed on page 78 don’t have any of the associated boxes selected. Please verify, since it is not specified what percentage this will be subject to. Is it 50%(Services), 75%(Special Trades), or

85%(Construction)?

a. VA to answer.

28. Is the project subject to Buy American

Act?

a. VA to answer. Yes

29. How much spacing is there between the outdoor hydronic piping and the electrical conduits?

a. Campos – Refer to Bidding RFI 25b response.

30. Sheet E-702 Primary from Oncor shows wire, conduit and concrete encasement.

Usually, Oncor provides wire and not concrete encased. Electrical provides raceway and pull string per their specifications. Should Oncor specs be followed for bid or will drawings overrule their specifications?

a. Campos – Use drawings for BID purpose and verify exact requirements with

Oncor prior to construction:

Oncor latest contact: Jakob Spencer (Jakob.spencer@oncor.com) - (817) 301-

3659.

31. Has Oncor provided fees for service and if so, what is amount and should we include in our cost?

a. Campos – We are unaware of any fees from Oncor. Verify requirements with

Oncor prior to bidding. Contractor responsible for all fees related to utility work on the project.

32. Sheet E702 refers to E701 continuation, drawing not available. When will the sheet be available?

33. Where is the x-ray room located?

a. In the true southeast corner (front) of the VA Clinic building.

34. It is unclear how space is between the place where the hydronic piping penetrates the crawl space and the electrical conduit for the ATS. Please clarify how much spacing is required. Please clarify.

a. Campos – Refer to Bidding RFI 25 b response.

35. Will trench details be made available in a supplemental drawing? Since the bottom edge of the concrete void box is a little more than 4’ below slab, and if either/any of the systems are placed below that, a trench safety plan (and trench safety boxes) will be required, as well as possibly being considered a confined space per OSHA guidelines.

a. Campos - Drawings with trench details will be provided in an Addendum.

36. Detail 04/S2.01 calls for the switchboard foundation to be installed against the existing building. Please advise us if any expansion/compression fill material is required between the slab and the existing brick wall.

a. With the grade beam doweled to the existing, 04/S2.01 has no expansion fill material required, so no expansion shown or callout was necessary.

RLG Civil – Please see response in question number 2.

38. Sheet S03.00 does not appear to include any detail for pavement or sidewalk tie-ins at existing curbs or sidewalks. Can the A/E advise on the details for these conditions?
