About this file

This document is a Questions and Answers (Q&A) file for a VA (Veterans Affairs) solicitation numbered 36C25726R0016, likely for a construction project. Key details include: the solicitation requires two completed Performance Past Questionnaires (PPQs) specific to this opportunity, with no substitutions allowed from CPARS evaluations. For subcontracting, the contract follows VAAR 852.219-75 guidelines, which stipulate contractors cannot pay more than 85% of the government-paid amount to non-VIP-listed Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) or Veteran-Owned Small Businesses (VOSBs).

The VA has extended the RFP due date, with the bid guarantee set at 20% of the bid price or $3,000,000, whichever is less. The solicitation addresses several contractor concerns, including material pricing fluctuations (which can be submitted via a Request for Equitable Adjustment), temporary cooling/heating systems during cutover (to be included by the contractor), and wage determinations. The VA confirmed it is tax-exempt and that representations and certifications will be needed after award. Contractors are advised that previously completed PPQs cannot be used, and new PPQs must be specifically prepared for this opportunity.
