About this file
This Construction Statement of Work (SOW) details a VA project to update the HVAC system at the Community Living Center (CLC) of Audie L. Murphy Memorial Hospital in San Antonio, Texas. The project (VA Project No. 671-22-198) involves comprehensive mechanical, electrical, plumbing, and HVAC upgrades, including replacing heat exchangers, pumps, water piping, controls, sensors, and electrical components. The work requires phased coordination with VA Infection Control and CLC Services, with construction to be performed across approximately 130 areas while the facility remains fully operational during the 180-calendar-day performance period.
Key requirements include maintaining facility occupancy throughout construction, working primarily between 8:00 AM and 4:30 PM Monday through Friday, and adhering to strict infection control, safety, and environmental protection protocols. Contractors must complete VA-specific training, obtain access badges, follow extensive information security guidelines, and coordinate closely with VA Maintenance & Operations and Safety Services. The project necessitates purchasing a mobile ICRA containment unit to be returned to the government upon completion, and requires comprehensive documentation, testing, and quality control measures across mechanical, electrical, and plumbing system upgrades.
