About this file
This document is an Amendment of Solicitation/Modification of Contract for the Department of Veterans Affairs, specifically for the Replace and Correct Roof Building 44 project at the Amarillo VAMC. The amendment (number 0004) extends the receipt of offers to April 3, 2025 at 14:00 CDT and serves multiple purposes: providing Request for Information (RFI) answers, adding FAR Clause 52.223-23 on Sustainable Products and Services, and clarifying various technical details about the roofing project.
The RFI responses cover extensive technical specifics for the roofing work, including requirements for materials (copper, TPO roofing, tiles), lightning protection, electrical systems, and installation standards. Key points include: contractor responsibilities for design and submittal of roof plans, slope calculations, hatch rail systems, and lightning protection; specifications for tile types (matching Buildings 12, 14, and 29); wind and hail rating requirements for the Potter/Randall County area; and guidelines for sustainable product usage. The VA emphasizes that many design details will be the contractor's responsibility to develop and submit for approval, with references to existing buildings' architectural styles as guidance.

Please clarify which items are to be removed/items that are existing to remain.
VA RFI Response: There were three Pre-Bid Site Visits where roofers were given the opportunity to visually see the roof and take pictures. These items may be found while removing roof material. Removing Items are typically viewed as the same value as having to install boots/curbs and cuts.
64) The statement of work part 8b states “When replacing downspouts, all existing holes are to be patched and exterior is to be repaired as needed to appear clean and blended with rest of exterior of building.” Please confirm that any existing holes to be repaired will only require patching and touchup as needed.

VA RFI Response: Contractor to bid with possible holes to be filled. Bid with a possibility of up to four sheets of corrugated metal sheeting needing to be cut and sealed for different sized holes.
70) Please provide an electrical panel location for the new circuit required for the electric hoist equipment.
VA RFI Response: Location and Panel will be provided at time of Award.
71) Drawing no. A-105, detail A3 displays that there is a “plumbing vent stack or electrical conduit”, is that getting demoed? If so, can the VA confirm if it is a plumbing vent stack or electrical conduit.
VA RFI Response: This detail represents how both receive a boot. But if the item there is found to no longer be in use, get with the COR to find out if it gets removed prior to install.
72) The statement of work part 8 states “All gutters, flashings and downspouts are to be replaced with new copper to match existing historical design (See Building 26 during on-site Pre-Bid Walkthrough).” Please provide the locations, quantity, and lengths of the called-out downspouts that are to be replaced.
VA RFI Response: This will need to be measured and verified on the field by Awarded General Contractor. Please see drawings Keynote 12 for best approximate measurements and locations. Please also see Drawing A-102 for elevations.
73) Please advise if we are replacing the entire lightning protection system. The Drawings say to bring it up to code. More clarification on the LP requirements will help us bid this more efficiently.
VA RFI Response: Existing material is over a decade old. It is assumed all will need to be replaced as the code has changed. Please see added SPECIFICATION 26 41 00 for more information.
74) There is no way to visually identify a ground counterpoise or down conductors. Confirm the Lightning Protection System SOW is only for the LPS on the roof?
VA RFI Response: Lightning Protection shall be a full system. Please see added SPECIFICATION 26 41 00 for more information. Also, contractor to bid assuming a new grounding triangle will need to be installed for grounding.
75) Are the existing materials allowed to be reused or are new LPS materials required?
VA RFI Response: Existing material is over a decade old. It is assumed all will need to be replaced as the code has changed.
76) What is the LPS installation standard, UL96A, NFPA 780 or another standard?
VA RFI Response: Please find added SPECIFICATION 26 41 00 for FACILITY LIGHTNING PROTECTION for the following:
National Fire Protection Association (NFPA):
70-17...................National Electrical Code (NEC) 780-17.................Standard for the Installation of Lightning Protection Systems
Underwriters Laboratories, Inc. (UL):
96-16...................Lightning Protection Components 96A-16................Installation Requirements for Lightning Protection Systems 467-13.................Standard for Grounding and Bonding Equipment
77) Is a UL letter of finding be required for the LPS installation?
VA RFI Response: Yes, See SPEC 01 00 00 Section 1.3.10. Also, please find added SPECIFICATION 26 41 00 for FACILITY LIGHTNING PROTECTION.
