Questions AND Answers from Amendment 3

1. The proposal letter references FAR 52.212‑2, including Factor 2 – Experience; Key Personnel Qualifications. Please clarify the new requirements, including:

· The change from 5+ to 10+ years of experience. ANS: The evaluation criteria in Amendment 0003 changed back to 5+

· Why this requirement changed after the site visit. ANS: N/A

· Whether the prime contractor's business age affects compliance. ANS: The requirement is for personnel experience, not the age of the business entity. The SOW and evaluation criteria focus on the experience of key personnel and the team, not the business formation date.

2. The solicitation references “10+ years of experience in electrical system installation, testing, or maintenance (as required in the Ameresco bid package).” What is meant by the “Ameresco bid package,” and can the VA provide the document or its applicable requirements? ANS: Disregard, the experience requirement reverts back to 5+ years and the reference to “Ameresco” has been removed.

3. The requirement for “Factory certification or manufacturer authorization for major equipment lines”:

Please clarify what specific certifications or manufacturers this refers to. ANS: Factory training certificates for medium voltage switchgear, emergency switchgear, ATS and major distribution breakers for major manufacturers such as Russ electric or Eaton.

4. CLIN 0012: What work is included under “Parts and Services”? ANS: Repairs of component deficiencies discovered during maintenance and testing activities, including equipment programs if needed, not to exceed $35,000.00 per contract year.

21. CLIN 0011: What is the not‑to‑exceed (NTE) amount? ANS: The NTE amount is not specified in the solicitation or amendments. The price is to be proposed by the offeror.

22. Should the contractor fill in the price columns of Attachment A and submit it with the quote? ANS: No, the quote should be listed by CLIN.

23. For Buildings K, A, and M, the years in Attachment A differ from the CLIN schedule. Which governs? ANS: The CLIN schedule in the solicitation and amendments governs the contract year for each building.

24. Should the contractor enter a firm‑fixed price (FFP) for each CLIN in the price schedule? ANS: Yes

25. The one-line drawings identify Buildings 1, 2, 3, 4, 5, 6, 8, and 9, while the master panel list and pricing schedule identify buildings alphabetically. Can the VA provide a legend showing how the numbered buildings correspond to the alphabetical building designations? ANS: Yes. The SOW provides the following legend:

00 – Concourse [A] 01 – Inpatient [B, C] 02 – Diagnostic and Treatment [D, E, F, G] 03 – Outpatient [H, J] 04 – Patient Garage [K] 05 – Staff Garage [L] 06 – Transitional Living and four shotgun houses [M, R1, R2, R3, R4] 07 – Central Energy Plant [N] 08 – Research [P] 09 – VA Administration [Q]

26. Is night and weekend testing required for the work under each CLIN? ANS: Yes. The SOW states, “Most work must be performed at night and weekends. Times for all electrical outages will be approved by the Engineering Management Electrical supervisor and Utility Systems Operator Supervisor.”

27. Are the updated one-line drawings and the power system analysis included in the building CLIN prices, or priced separately? ANS: Yes, these are included in the scope of work for the contract and should be included in the CLIN prices.

28. The SOW references “SOW_BGORDON_Rewrite_2026‑09‑24.docx” on SharePoint, but it cannot be opened. Please provide the file directly. ANS: That link has been removed since the amendment lists the CLINs. A link would be redundant.

29. Please provide a list showing which substation or electrical room is inside each building (N, D, E, F, G, P, B, C, A, H, J, M, Q, K, L, R, S, and St. John’s CBOC). ANS: Attachment A lists equipment by building, but does not provide a summary list of substations/electrical rooms per building.

30. Other equipment: Are the Building 9 15‑kV load-break switches (PS1 to PS4) and feeder busways in scope? ANS: The SOW includes “Switches, Air, Medium-Voltage, Metal-Enclosed” and “Metal–Enclosed Busways” as in-scope equipment.

31. Will replacement TVSS modules be Government‑Furnished Equipment, or must the contractor supply them? ANS: The SOW requires the contractor to “Provide manufacturer data sheets and compatibility verification” and “remove and replace modules.” This indicates the contractor must supply the replacement modules.

32. Must replacement modules be OEM‑specific, or are compatible third‑party replacements acceptable? ANS: The SOW requires “compatibility verification,” but does not specify OEM-only. Compatible third-party replacements may be acceptable if they meet compatibility requirements.

33. Self‑performance: Volume I, Item 4 requires 51% self‑performance. Please confirm whether work performed by an SDVOSB subcontractor (listed in the SBA certification database) counts toward the 51%. ANS: The Instructions to Offerors has been updated and published in this Modification. If treated as services (except construction), the prime may not pay more than 50% of the amount paid by the Government to firms that are not similarly situated. If treated as specialty trade construction under NAICS 238210, the prime may not pay more than 75% of the amount paid by the Government to firms that are not similarly situated (cost of materials excluded).

34. Experience and past performance: For Factors 2 and 3, will the Government consider the qualifications and past performance of a proposed SDVOSB subcontractor performing substantial work? ANS: The evaluation criteria focus on the offeror’s experience and past performance. Subcontractor experience may be considered if it is clearly documented in the proposal.

35. Does the NETA certification requirement apply only to technicians performing testing, or must the prime contractor also be NETA‑accredited? ANS: Technicians performing the work must be NETA or NICET certified. The SOW does not require the prime contractor to be a NETA-accredited company, only that the technicians are certified.

36. Can the Government provide the contract number and award value of the previous triennial electrical maintenance contract for these facilities? ANS: VA25617F2094 by Faith Enterprises Incorporated.
