Updated Best Value Tradeoff Evaluation Criteria ADDENDUM to 52.212-2 EVALUATION – COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES SERVICE

(a) Award Basis Award will be made to the responsible Offeror whose proposal, conforming to the solicitation and SOW, is most advantageous to the Government, price and other factors considered. Each initial offer should contain the offeror’s best terms from a cost or price and technical standpoint. The following factors, listed in descending order of importance, will be evaluated:

Factor 1 – Contractor’s Technical and Management Approach (Technical) Evaluation Focus:

· Proven capability to meet NETA, NFPA 70/70B/70E, NFPA 99, TJC, and VA Directive 1028 requirements.

· Ability to perform medium-voltage and low-voltage testing, power studies (short circuit, coordination, arc flash), and IR scanning.

· Demonstrated ability to perform maintenance at a 2.3 million sq. ft medical campus, including CBOCs.

· Capability to support LIM panels, transfer switches, critical hospital power equipment, and testing every 36 months as required.

· Ability to conduct night/weekend testing to prevent patient care disruptions.

· Clear outage planning procedures coordinated with VA Electrical Supervisor and Utility Systems Operators.

· OSHA-compliant safety program, NFPA 70E compliance, energized work protocols.

· Ability to consolidate outages across multiple systems to minimize multiple disruptions.

Factor 2 – Experience & Key Personnel Qualifications (Technical) Evaluation Focus:

· 10+ years experience in electrical system installation, testing, or maintenance (as required in Ameresco bid package).

· Factory certification or manufacturer authorization for major equipment lines.

· Proof of qualified/licensed personnel capable of medium-voltage work, IR scanning, and system analysis.

· Experience with healthcare electrical systems, which require stricter compliance and scheduling constraints.

Factor 3 – Past Performance Evaluation Focus:

•CPARS or COR evaluations indicating reliable performance, minimal issues, and effective corrective action.
•Offeror’s history of successful performance on contracts of similar scope, complexity, and dollar value, particularly in healthcare or government facility environments.
•Relevancy, recency, and quality of past performance, as assessed through Federal Awardee Performance and Integrity Information System (FAPIIS), Past Performance Information Retrieval System (PPIRS), and references provided.
•Ability to meet scheduled deliverables and maintain compliance with all applicable standards and regulations.
•References from three current or recently completed contracts, including contract name, dates, point of contact, and contact information.

Factor 4 – Price Evaluation Focus:

•Price quote submitted using the Schedule of Supplies/Services continuation section (Price Schedule), with line items for base period and each option year.
•Prices evaluated for fairness and reasonableness, compared against competing quotes, independent Government cost estimate, and established pricing.
•All-inclusive hourly rate for services, with sufficient detail for each CLIN and option year.

(b) Relative Importance of Factors All non-price factors (Factors 1, 2, and 3), when combined, are significantly more important than price (Factor 4). The Government may award to other than the lowest priced offeror if it is in the Government’s best interest.

(c) Contract Basis The resulting contract will be based on the Contractor’s technical capabilities to provide the services listed in the SOW, their past performance, and the proposed price.

(d) Proposal Evaluation All proposals will be evaluated in accordance with FAR 15.305. The Government intends to award without discussions but reserves the right to conduct discussions if necessary.
