About this file
This document is a Class III Infection Prevention & Control Precautions document for the Overton Brooks VA Medical Center's Building 55 Boiler Replacement project, dated February 10, 2025. The document outlines comprehensive infection control protocols for construction activities, specifically detailing required procedures before, during, and after work to minimize airborne dust dispersion and contamination risks in a medical facility environment.
The precautions include detailed requirements such as preventing airborne dust dispersion, isolating HVAC systems, using HEPA vacuum devices, sealing and containing work areas, managing construction waste, installing sticky dust collection mats, and performing thorough cleaning of work areas. Additional Type C activity precautions mandate inspection by an infection preventionist, careful barrier removal, use of negative air devices, and verification of HVAC system cleanliness and operational status. The document is digitally signed by Carol Phillips and is associated with VA contract opportunity 36C25625R0083, which is seeking a Service-Disabled Veteran-Owned Small Business (SDVOSB) for a boiler replacement project valued between $250,000 and $500,000.

Before and During Work Upon Completion
1. Provide active means to prevent airborne dust dispersion into the occupied areas. This could include hand-held HEPA vacuum devices, polyethylene plastic containment, or isolation of work area by closing room door.
2. Remove or isolate return air diffusers to avoid dust from entering the HVAC system.
3. Remove or isolate the supply air diffusers to avoid positive pressurization of the space,
4. If work area is contained, then it must be neutrally to negatively pressurized at all times.
5. Seal all doors with tape that will not leave residue.
6. Contain all trash and debris in the work area.
7. Construction Waste:
a. Transport container should be nonporous/smooth, cleanable, and have a hard lid.
b. Containers must be damp-wiped clean and free of visible dust/debris before leaving the contained work area.
c. When removing debris from the contained work area, utilize only the designated construction route.
8. Install a sticky (dust collection) mat at entrance of contained work area.
Sticky mats must be changed routinely and when visibly soiled.
Cleaning:
1. Clean work areas including all environmental surfaces, high horizontal surfaces, and flooring materials.
2. Check all supply and return air registers for dust accumulation on upper surfaces as well as air diffuser surfaces.
HVAC Systems:
1. Remove isolation of HVAC system in areas where work is being performed. Verify that HVAC systems are clean and operational.
2. Verify the HVAC systems meet original airflow and air exchange design specifications.
Additional Upon Completion Class III Precautions for Type C Activities only,
1. Construction areas must be inspected by an infection preventionist or designee and engineering representative for discontinuation or downgrading of ICRA precautions.
2. Work Area Cleaning:
A. Clean work areas including all environmental surfaces, high horizontal surfaces and flooring materials.
B. Check all supply and return air registers for dust accumulation on upper surfaces as well as air diffuser surfaces.
3. Removal of Critical Barriers:
A. Critical barriers must remain in place during all work involving drywall removal, creation of dust and activities beyond simple touch-up work. The barrier may NOT be removed until a work area cleaning has been performed.
B. All (plastic or hard) barrier removal activities below must be completed in a manner that prevents dust release.
1) Remove screws & painter tape. Use hand-held HEPA vacuum if there is dust.
2) No drywall cutting during removal process.
3) Clean all stud tracks with HEPA vacuum before removing outer hard barrier.
4) Erect a plastic barrier if dust could be generated.
4. Negative Air Requirements:
A. The use of negative air must be designed to remove contaminates from the work area.
B. Negative air devices must always remain operational and in place for a period after completion of dust creating activities to remove contaminants from the work area and before removal of critical barriers.
5. HVAC systems:
1. Upon removal of critical barriers, remove isolation of HVAC system in areas where work is being performed.
2. Verify that HVAC systems are clean and operational.
3. Verify the HVAC systems meets original airflow and air exchange design specifications.
*AP designations provided to facilitate location of at-risk areas.
