About this file

This document is a Questions and Responses file for Solicitation 36C25625Q0843 related to storage tank inspection and maintenance at the Overton Brooks VA Medical Center. The document addresses six key questions from potential bidders, covering details about storage tank specifications, tank sizes, inspection methods, fuel quality testing, and tank decommissioning. Specific highlights include clarification on five above-ground diesel storage tanks ranging from 55 to 300 gallons, confirmation that only Tank #1 will be decommissioned during the contract period, and specification of ASTM D975 as the standard for fuel quality testing. The document also provides guidance on procedural requirements, such as disregarding the FAR 52.209-7 provision on page 49 and confirming that visual inspection is the preferred method for interstitial monitoring.

36C25625Q0843 Storage Tanks

Questions and Responses

1. RFI #1: Pg 10 section 1001 references an additional (5) above ground diesel storage/day tanks. What size are the 5 above ground diesel storage/day tanks?

Fire pump (300 gal), Bldg. 3 (200 gal), Bldg. 1 (200 gal x2), Bldg. 31 (55 gal), East of Bldg.

6 (250 gal)

2. The scope of work includes the closure in place of the 1,000 gallon UST. The schedule of pricing has five (5) years of inspection for this tank and does not include any locations for the cost to complete the closure. Can you clarify that please?

Tank #1 has failed 3 inspections for water infiltration. It has been pumped dry and temporarily closed per LDEQ permit. This tank is located outside Bldg. 3 and would include removing the dispenser. Once de-commissioned it would cease to be monitored.

3. P. 16, Inspections, 5.1.6 and 5.2.3. For the interstitial monitoring, is the requirement to perform a visual inspection for leaks or do you prefer conducting a tightness test using pressure/vacuum?

Visual is the preferred method, as tightness testing doesn't test the interstitial.

4. P. 16, Inspections, Annually, 5.2.11. Annual Fuel Quality Testing. Could you please state what the ASTM testing is for both unleaded and diesel fuels for this contract?

ASTM D975

5. P. 17, 9, Tank Decommission. Is it anticipated that some tanks would need to be decommissioned during the life of the contract?

Only tank 1 would need to be decommissioned during the life of this contract.

6. P. 49, Offer Submittal Instructions, 5. This states that a completed FAR 52.209-7 must be submitted with the bid. 52.209-7 is not included in the solicitation, will filling out section (h) Certification Regarding Responsibility Matters on page 65 of the solicitation be sufficient to meet this requirement?

On page 49 Section 5 52.209-7 an amendment will be posted stating this provision is not needed for this solicitation. Disregard provision 52.209-7 on page 49 Section 5.
