RFIs
Project Requirements Questions:
1) Is this project sales tax exempt? If the project is sales tax exempt, will the Government provide a sales tax exemption certificate?
No, this is not sales tax exempt.
2) Will the Government provide contractors with access to locked workspaces (such as mechanical rooms and plumbing closets) via badge/keycard access?
No badges or keycards will be issued to Contractors. Engineering will ensure Contractors have access to any mechanical, plumbing, or electrical closets.
3) Will the Government provide contractors with access to locked workspaces (such as electrical rooms and plumbing closets) via a master key?
No master key will be issued to Contractors. Engineering will ensure Contractors have access to any mechanical, plumbing, or electrical closets.
4) Can the VA describe all tasks that may be required for this project as it relates to infectious control?
COVID considerations will be in effect but since the construction area is not clinical space, infectious control will be minimum.
5) What is the level of infectious disease control rating for this project at this facility?
Type C, Low Risk Group.
6) Will the Government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations.
The VA would prefer all submittals be submitted through Teams.
7) Will the VA allow a single individual to act as the Quality Control Manager (QCM), Site Safety & Health Officer (SSHO), and on-site Superintendent (Super) for the prime contractor on this project?
Yes.
8) Where will the designated parking area be for workers accessing the construction site?
Contractors will be required to park offsite and be shuttled onto campus.
9) Will the VA provide a location to store materials on-site prior to the start of work, and will this location be available for the full length of the project?
The laydown area will be located behind Bldgs 16 and 4. See attached location.
Scope Questions:
1) The SOW document states “Construction shall correct the electrical discrepancies noted in the 2015 Facility Condition Assessment for Bldg 4 (attached).” Can the VA please provide the 2015 Facility Condition Assessment Report for Building 4? See attached.
