667-15-104 Pre-Award RFI Register
1) It is becoming increasingly difficult to obtain Past Performance Questionnaires from Contracting Officers on a project-by-project basis, especially when they have already filled out a CPARS evaluation for us. In light of this, is the Exhibit B PPQ required for our bid to be considered responsive?
If so, would the VA consider changing this requirement to allow us to submit CPARS evaluation print-outs to satisfy the Subfactor 2b – Demonstrated Past Performance Information requirement?
See the FAR clause below which we believe should have bearing on this decision:
42.1501 General. (b) Agencies shall monitor their compliance with the past performance evaluation requirements (see 42.1502), and use the Contractor Performance Assessment Reporting System (CPARS) metric tools to measure the quality and timely reporting of past performance information. CPARS is the official source for past performance information.
Submission of Exhibit B is not a requirement to be considered responsive, however the use of PPQs is a well historied item. We have used PPQs for the past 15 years at least, and other agencies do the same. Yes, we use CPARS, and do pull CPARS data for every evaluation independent of Contractors submitting them, but we are not limited to CPARS. Thank you for the suggestion, but we will maintain our own guidance on what is best for the evaluation of past performance.

3) Could you please give me a list of any General Contractors that are bidding, if that information is available to you.
See provided Site visit sign in sheet.
4) Please provide locations for dedicated contractor parking spaces, office trailer/s, material laydown area/s and debris dumpsters.
See attached Supplemental Drawing 1-SD-004, Cath Lab Laydown Space. This drawing annotates the approximate laydown space for contractor parking, office trailer/s, material laydown and dumpster’s locations. Exact fence locations will be finalized in the field. The contractor will need to ensure at least one lane of traffic remains open to the Emergency Department at all times. At least 2 lanes of traffic will need to be open to traffic at the front circle during normal hospital operating hours.
5) Please provide a current statement of conditions for all Hazardous Materials previously identified on the project site.
Reference Asbestos Abatement drawing 1-AD-110 and Contract Specifications, Supplemental Information – Asbestos Survey: Asbestos Survey – 5th Floor West, Asbestos Survey – 6th Floor West, and Asbestos Reinspection Report.
6) Please provide all security procedures currently in effect for Overton Brooks VAMC.
Reference General Requirements Specification 01 00 00. In addition to the security procedures outlined in this specification section, the contractor will be required to follow all applicable CDC and federal guidelines, including COVID related screening and requirements.
7) Please confirm contractor use of one internal elevator during Phases 2 and 3.
In lieu of an exterior lift, for phases II & III, the contractor will be able to utilize elevator #10 to access the construction area.
8) Will the VA provide the temporary buttons and programming to separate the one elevator from others in the elevator bank.
Elevator #10 will be put into “Independent Service” mode for the prime contractor. The prime contractor will be given an Independent Service (IS) Key to control the elevator. While this elevator is in IS it will only respond with the IS key from inside the elevator. The call button in the elevator lobby will not be able to call elevator #10 while it is in IS mode.
9) Please list all equipment and material currently in use or housed in the existing cath lab that must be relocated by the contractor.
Reference sheets 1-AS-150, 151 & 152 for the equipment legend and plans. This project prepares the space for Phillips to come in and install their Cath Lab equipment. NOTE: The shielding requirements for each Cath Lab are the contractor’s responsibilities and is a part of this construction project (reference wall type drawing 1-AS-100 and specifications “Supplemental Information – Physicist Shielding Study”.
10) Please list any equipment to be salvaged by the contractor which is to be turned over to the Government.
Reference sheets 1-AS-150, 151 & 152 for the equipment legend and plans.

15) Please provide the anticipate award date for this contract.
09/30/2021
16) Phase One of the Phasing plan seems to cut the hallway in half. The current sprinkler system is slightly off center which will allow the sprinkler to cover one side of the hard barrier used for separating Phase 1 construction from the active lab. Does the current design provide for temporary reconfiguration of the sprinkler system to provide coverage in the construction area? Is this unnecessary and covered by ILSM?
Reference sheet 1-GI-111, Detail 3, 1-Hr Construction / Separation Tunnel Section. This detail outlines the sprinkler coverage required for this condition. If there is space between a construction barrier and a wall that remains, then sprinkler coverage of that space is required. If there is space between a construction barrier and a wall that will be coming down or demolished, then extending the sprinkler coverage for that space is not required. Contractor will need to ensure adequate lighting is maintained for all VA occupied spaces once the construction barriers are installed.
