ACCESS CONTROL & SECURITY SYSTEM UPGRADES

VA GULF COAST VETERANS HEALTH CARE SYSTEM

400 VETERANS AVENUE

BILOXI, MS 39531

SCOPE OF WORK

The overall purpose for this project is to upgrade the video monitoring equipment and increase access security at all necessary locations within the Gulf Coast Veterans Healthcare System. This work shall be completed for project number 520-22-113, Access Control and Security System Upgrades, VA Gulf Coast Veterans Health Care System.

Scope:

· Contractor to furnish all labor, tools, materials, equipment, and supervision necessary to perform all work associated with the construction services of providing and installing of video monitoring devices, system head end equipment, access control devices, uninterruptible power supplies (as required by VA or manufacturer), and connection cabling for the locations mentioned in this scope of work.

· All equipment and installation must meet manufacturers and VA specifications.

· The contractor shall furnish all supplies, equipment, facilities and services required for delivery and installation of the supplies and equipment.

· The contractor is responsible for any missing parts and components not included to carry out the installation, connection, and set-up.

· The new devices and equipment shall be one of the devices listed below or approved equal. The system installed in this project shall be fully compatible with the existing equipment that is to remain.

· IP cameras must be Pelco or equivalent model that is compatible with both existing Pelco IP cameras and existing Siemens software

· Access Control HID card readers must be compatible with 75-bit FIPS and must integrate with current Siemens access control system

· Head End and Network Equipment must be selected to be compatible with current Siemens systems and Pelco IP Cameras

· All acquisitions must meet the requirements as stated in the John S. McCain National Defense Authorization Act for Fiscal Year 2019 Section 889

· The new video monitoring devices are intended to replace existing conventional cameras. Some conventional cameras on this system have previously reached end of life and have been replaced with new IP cameras these devices shall not be replaced but shall be integrated with the new head end system.

· Contractor to site verify with authorized Siemens representative and COR all locations of cameras to be installed and cameras that are to remain.

· All wiring must be neatly installed and placed in conduit or cable tray.

· Contractor to coordinate with “Siemens” for device compatibility and to ensure proper video monitoring and access control device placement in each building.

· All new work is to seamlessly integrate into the remaining “Siemens” video monitoring devices and access control devices. The new video monitoring systems and access control devices are to be supported, coordinated, programmed and maintained by Siemens Building Technologies, Inc.

· Contractor is to provide an accurate set of as-built drawings (floor plan and single-line diagram) of the entire video monitoring system (new and existing).

· Contractor is responsible for disposal of all demoed cameras, equipment and construction waste, however the VA reserves the right to keep material or equipment if deemed necessary by COR

· Contractors and visitors to the facility will need to be screened daily by our nursing staff checkpoint at facility entrance. Due to Covid-19, all contractors and visitors accessing Building 15 CLC and Building 30 Forth Floor will require a weekly VA supplied COVID rapid test (please allot 1-2 hrs for COVID test results). Negative COVID test results will be required before entering the building. No one with a cold or flu like symptoms will be allowed on VA property.

The scope to replace video monitoring systems and install access control devices includes work in the buildings below. Included in the solicitation are PDF floor plans to scale at 30”X42” for all buildings and floors. Contractor shall provide a submittal for approval of all remaining video monitoring equipment, and the location of all video monitoring equipment to be replaced.

I. Biloxi VA Medical Center (VAMC) A. Video Monitoring System Replacement

1. Buildings 3, 17, 30, and Boiler Plant: Upgrade Network Equipment Scope of work includes the upgrading the Siemens network switches in various buildings throughout the campus

a. Furnish and Install 1 new HPE Aruba Core Switch w/2 Power Supplies

b. Furnish and Install 10 New Aruba POE+ Network Switches

c. Furnish and Install 6 Network Racks

d. Furnish SFP+ Modules as required

e. Furnish and install all required cabling and fiber optic equipment

1. Scope of work includes the construction effort of extending, installing and connecting to existing Siemens CCTV System and programming of new elevator cameras. B. Replacement and Relocation of LED Marquee Signage

1. Removal of Existing LED Communications Signage and Foundation (Building 29 Exterior Veterans Ave. Side)

1. Remove and Dispose of Existing (Outdated) LED Sign, Foundation, and Landscaping around present LED Sign.

Terminate and remove existing Communications and Power Supply to Building 29. Fill in depression from removal of sign, foundation, and landscaping with soil and sod to match existing sod at elevation.

2. Install Power and Poured Concrete Base (LED Sign Site)

1. Provide Ground Penetrating Radar Assessment along path from proposed sign location to existing transformer outside of Gatehouse, Building 12 location. (See Attached Survey from Pass Road). Horizontal Bore under Veterans Ave, Furnish, and Install 120 – 277 Volt 100 Amp power supply for Sign Footings. Pour concrete footings / base per attached Creative DW-01. Build up elevation for sign for horizontal viewing. Install landscaping like existing beds to extend approximately 5 feet around LED Sign. Shrubs, flowers, and mulch should not impede view from either direction. Any disturbance or destruction to existing sod will need to be cut out and replaced with like sod and patched in for a seamless, existing look.

3. Specifications Applicable to All Exterior Signs (Refer to Sign Drawings):

Specifications and Estimated Sign Quantities are provided

1. Sign Construction Type Style: Black Futura HV & BT unless noted otherwise. Refer to sign drawings.

All aluminum extrusions MUST contain 75% recycled content.

All pylon signs must be supported using two interior steel schedule 40 poles direct buried into concrete footing.

Post and Panel Minimum Sign Cabinet Depth 3.25” All illuminated signs to have routed aluminum faces.

All signs to be component based with changeable faces.

All Illuminated signs to use GE Tetra Mini LEDS.

LED Video Marquee Signage Electronic Message Unit signs, reference drawing 2EM LED Electronic Unit Video LED Marquee Double-Face Full color LED Video display must meet or exceed the below minimum specifications. No exceptions will be considered. Two separate LED units with independent controls to display different messages on each side.

Pixel Spacing: Center to center pixel spacing must not exceed 8.1 mm Pixel Design: Each pixel must be separate one from another. No virtual or hybrid pixel technologies will be accepted. Each pixel must be comprised of no more or less than 1 red, 1 green and 1 blue LED.

Half-Brightness Viewing Angles: 140 degrees horizontal/70 degrees vertical Communication: 4G Wireless Communication w/ Lifetime Min. Data Plan Included in Cost Video & Graphics Capability: The display must be able to show pre-recorded video clips at up to 20 frames per second. Software driving display must have the ability to import AVI, BMP, GIF, JPG, and other graphic file types.

Brightness/Dimming: Maximum brightness up to 10,000 nits. Dimming must be automated using a minimum 100-step photocell.

Temperature Display: Bid must include temperature sensor for real time display of temperature.

Data Integration: Display must have the ability to display RSS feeds for real time data such as news, sports, weather, etc.

LEDs must be lifetime rated at 100,000 hours. Lifetime is defined as the point at which the LED degradation reaches 50% original brightness.

Color Capability: Display must have ability to display from a total color palette of no less than 1.15 quintillion colors.

Viewing Area: Per Section 2 Communication: LED display must use pre-terminated cellular broadband.

Computer: Manufacturer’s display control software will be loaded and set-up on customer-provided computer by installer or manufacturer’s representative.

Software: Display software must be provided with the display with 2 software licenses and 2 USB software keys. Software must be capable of running on Windows and have the capability of editing, scheduling, proof of performances, 3rd party software importation, font editor, as well as true type font use from customer’s font library. Overview of features of the display software as well as hardware requirements must be included with bid proposal.

Security: Password protection must built into the display software as well as the extra security measure of a USB software key that will enable the updating of the display. Software must not have the capability to update the display without the required USB software key and password.

Training: Display manufacturer is to provide remote training.

Ventilation: Sign should not require air conditioning. Ventilation may be via front of display and should not require filters. If filters are required, bid proposal must include service requirements and recommended filter replacement and costs associated therewith.

Must have US based manufacturing facility for LED Unit & Sign Portion.

19.LED display cabinet(s) must be extruded aluminum cabinetry featuring precision mitered corners, solid welds and 30% gloss black polyurethane finish.

20.Windowless Design: LED modules must be mounted to the front of the cabinet without being covered by a Lexan or other transparent face.

Display Access: LED display must have front access for maintenance and repair.

LED modules must be encapsulated for protection from the environment and be fully submersible under water to demonstrate weatherproof capability. Upon receipt of bid award, winning bidder must provide a demonstration of the LED module running under water. LED modules provided in the specified display must have the same weatherproofing capability as the demo unit.

Warranty: Display shall carry a minimum of 5-year parts warranty. Display manufacturer will send replacement or exchange parts via a maximum 2 business day delivery. Manufacturer will not charge customer up-front for exchange parts and will credit the returned faulty parts prior to invoicing. The above-mentioned service will be provided for the entirety of the 5-year parts warranty. Phone technical support, troubleshooting and basic display operation support must be provided for the entirety of the display life (10 years minimum).

Content: A content CD must be included with the manufacturer’s control software and be pre-loaded with a minimum of 1,000 pre-produced content files formatted to the display size being specified; the content must include animations and backgrounds that can be utilized on the display without size modification. The pre-produced content files need not be specific to any industry type.

C. Anti-Ligature Door Hardware Installation

1. Furnish and Install six (6) anti-ligature automatic door closers on existing Top Door Alarm outfitted and functioning doors on the second floor of Building 25.

2. Furnish and Install six (6) anti-ligature door handles to replace existing standard door handles on the second floor of Building 25.

3. Manufacturer’s certified installer to do all modification work for Top Door Alarm certification to remain active.

4. Installer to provide ICRA requirements, control of tool and equipment as this is a Behavioral Unit with patients

II. Eglin Community-Based Outpatient Clinic (CBOC) A. Access Control HID Card Readers (New Installation)

1. Furnish and Install 1 Access Control HID Card Reader on Lab Room 158 (Single Door)

2. Furnish and Install 1 Access Control HID Card Reader on Phlebotomy Room 155 (Single Door)

3. Furnish and Install 1 Access Control HID Card Reader on Group Therapy Room 141 (Single Door)

4. Furnish and Install 1 Access Control HID Card Reader on Medical Storage Room 243 (Single Door) B. Video Monitoring System

1. Furnish and Replace 20 Interior Conventional Fixed Cameras with Interior POE IP Fixed Cameras.

2. Furnish and Replace 13 Conventional Exterior PTZ pole mounted cameras with POE IP PTZ Exterior Cameras

3. Furnish and Install 14 additional Interior POE IP Fixed Cameras in Various Areas.

4. Furnish and Install 3 additional Exterior POE IP PTZ Cameras to provide coverage of all building exterior areas.

5. Add Pelco VX Workstation/Server with licensing.

6. Install New Network Rack in Engineering Office

7. Add 2 additional Network POE Switches as required to support camera installation.

8. Add all cabling as required for system operation.

III. Panama City CBOC (Magnolia) A. Access Control HID Card Readers (New Installation)

1. Scope of Work to include installing Magnetic Locks, HID Card Readers, Request to Exit Sensors and Button, Door Contact. Doors are to be integrated into the existing system.

2. Furnish and Install 1 Access Control HID Card Reader on Lab Room 1B128 (Single Door)

3. Furnish and Install 1 Access Control HID Card Reader on Phlebotomy Room 1B129 (Single Door)

4. Furnish and Install 1 Access Control HID Card Reader on Dental Corridor C4 (Single Door) B. Video Monitoring System

1. Furnish and Replace 7 Conventional Exterior PTZ Cameras with POE IP Exterior PTZ Cameras.

2. Furnish and Replace 6 Interior Conventional Fixed Cameras with POE IP Interior Fixed Cameras.

3. Furnish and Install 1 additional POE IP Exterior PTZ Camera for Mechanical Yard coverage.

4. Furnish and Install 5 additional Interior POE IP Fixed Cameras in locations to be illustrated during site verification with authorized Siemens representative and COR

5. Add Pelco VX Workstation/Server with licensing.

BID DEDUCT ALTERNATE SUMMARY:

· CLIN 0001, BASE OFFER ITEM - GENERAL CONSTRUCTION – DURATION - 180 CALENDAR DAYS

· If adequate funding is available, award will be made on CLIN 0001 which includes all work in all Buildings at the Biloxi VAMC, the Panama City CBOC (Magnolia), and the Eglin CBOC (Sections I-III listed above). If adequate funding is not available, we will proceed to CLIN 0002, Deductive Alternate No. 1, to see if adequate funding is available to make an award. If not, this same procedure will continue with CLIN 0003, Deductive Alternate No. 2 until an award can be made. Note: The Deductive Alternates are listed in descending order of importance.

· CLIN 0002, DEDUCT ALTERNATE NO. 1 – DURATION - 150 CALENDAR DAYS

Work includes all work in CLIN 0001 minus the work at the Eglin CBOC (Section II).

· CLIN 0003, DEDUCT ALTERNATE NO. 2 - DURATION - 135 CALENDAR DAYS

Work includes all work in CLIN 0002 minus the work at the Panama City CBOC (Magnolia) (Section III).

INSPECTION AND ACCEPTANCE:

· The contractor shall conduct a joint inspection with the COR upon delivery of equipment.

· Contractor shall provide dates of completion of punch list items and replacement parts and/or short ship items from manufacturer(s).

· The COR shall ensure all work is completed satisfactorily prior to acceptance of each building. Disputes shall be resolved by the Contracting Officer.

DELIVERY/STORAGE REQUIREMENTS:

· Deliver specified items only when the site is ready for installation work to proceed.

· Store products in dry condition inside enclosed facilities.

· Delivery and Installation will be coordinated through the COR.

SAFETY AND SITE CONDITIONS:

· There shall be eating or drinking inside the hospital at any time outside of areas designated for these purposes.

· Smoking is not allowed at any time at any Gulf Coast Veterans Healthcare System campus.

· Parking must be in designated vendor areas. Please use the Building 28 parking garage for general and sub-contractor parking. When parking in the parking ramp, park with a veterans first mentality. Other designated parking areas may be granted for special vehicles or project superintendent upon request to the COR. Any parking in uncoordinated areas could be ticketed by the VA Police.

· All penetrations shall be properly sealed, or fire blocked in accordance with VHA guidance.

· All ceiling tiles and utilities to be re-installed each day after work has been completed. There shall be no more than four ceiling tiles out at a time. Any ceiling tiles and grid that is damaged based on removal and installations shall be replaced with like at the expense of the contractor.

· When pulling wire in public areas, especially patient care areas, there shall be no wire at any time crossing the corridor or doorways. Pay particular attention to this in Buildings (1, 3, 15, 17, 19, 21, 25, 29, 30 and 53).

MAINTENANCE AND SUPPORT SERVICES REQUIREMENTS:

· The Contractor shall provide, for the duration of the warranty/license period, all computer software, access keys or codes, or external devices required for the operation, calibration, or repair of the equipment purchased. Any such items not listed on the price proposal and required for maintenance of the system, shall be taken as included with the purchase of the system.

· Any minor upgrades or changes to the maintenance software, hardware, or access keys or codes shall be provided at no charge to the medical center during the time the equipment is operational at the facility.

· All application software licenses are included in the purchase of the equipment and shall not require a renewal charge for the period of time the equipment is in the facility.

OPERATOR TRAINING:

· Contractor shall provide on-site training of the equipment to proper personnel. Scheduling of operator training shall be coordinated with the COR after installation is complete. Training should give a general overview of the equipment and its setup configuration.

PROTECTION OF PROPERTY:

· Contractor shall protect all items from damage. The Contractor shall take precaution against damage to the building(s), grounds and furnishings. The Contractor shall repair or replace any items related to building(s) or grounds damaged accidentally or on purpose due to actions by the Contractor.

· The Contractor shall perform an inspection of the building(s) and grounds with the COR prior to commencing work. To ensure that the Contractor shall be able to repair or replace any items, components, building(s) or grounds damaged due to negligence and/or actions taken by the Contractor. The source of all repairs beyond simple surface cleaning is the facility construction contractor (or appropriate subcontractor), so that building warranty is maintained. Concurrence from the COR is required before the Contractor may perform any significant repair work. In all cases, repairs shall utilize materials of the same quality, size, texture, grade, and color to match adjacent existing work.

WARRANTY:

· The contractor shall provide a one-year manufacturer’s warranty on all parts and labor.

· The warranty shall include all travel and shipping costs associated with any warranty repair.

Contract Time:

All contract documents shall be completed within 180-calender days after “Notice to Proceed”. Calendar days for Deduct Alternates shall be:

· CLIN 002 – Deduct Alternate No. 1 – 150-calendar days after “Notice to Proceed”.

· CLIN 003 – Deduct Alternate No. 2 – 135-calendar days after “Notice to Proceed”.

· Contractor shall submit samples of all new proposed materials with manufacturer’s literature for approval by COR. No materials shall be procured or installed prior to approval.

· All work to be performed during normal business hours 8:00 AM and 4:30 PM, Monday through Friday, exclusive of Federal holidays. However, some areas may require work to be performed outside of normal working hours.

· Site shall be kept clean and free from debris at all times, and the contractor shall remove debris daily from the health care system property. Contractor will not be allowed to use Government tools, and/or labor for this project.

· All work is to be performed in strict compliance with this “Scope of Work”.
