DEPARTMENT OF VETERANS AFFAIRS
Justification and Approval for Other Than Full and Open Competition
Contracting Activity:
Department of Veterans Affairs, VISN 16, Biloxi VAMC. Network Contracting Office 16. The proposed procurement is for the Access Control & Security System Upgrades NRM Construction project number 520-22-113 at the Gulf Coast Veterans Health Care System
(GCVHCS).
Nature and/or Description of the Action Being Processed:
This justification is to support the Access Control & Security System Upgrades project to use certain equipment in the 24/7 video monitoring system and the physical access control system (PACS) for the Access Control & Security System Upgrades project at GCVHCS that will be awarded as a firm-fixed price contract. This justification is for other than full and open competition for the procurement of certain construction materials and installation. The use of a particular brand name for the items listed below accommodates standardization of these items throughout the facility.
Description of Supplies/Services Required to Meet the Agency’s Needs:
This procurement is to install new and or replace numerous cameras, video monitoring equipment, and PACS equipment throughout the GCVHCS. This project will be performed at the Biloxi VA Medical Center (VAMC), Eglin Community-Based Outpatient Clinic (CBOC), and Panama City CBOC (Magnolia). Other work consists of but is not limited to replacing connection wiring or installing new wiring for the systems, ensuring optimal functionality of these systems and integrating the new equipment with existing equipment.
The existing Pelco Endura system at Biloxi campus contains 276 Terabytes of Recording Capability that is scheduled to remain in operation and be expanded upon in the designated project. Each Terabyte of recording capacity is valued at approximately $2,000.00, not including the supporting System Manager equipment utilized to coordinate recording functions. The SOW calls for approximately one-third (1/3) of the Pelco cameras to be replaced with the addition of new cameras in the designated project. The remaining Pelco cameras have been upgraded/added in previous projects. New cameras must be able to integrate seamlessly with existing system and maintain current operational readiness. The existing Pelco Endura system at Biloxi campus utilized has unlimited camera capacity without requirement of added licensing. System contains multiple workstations that are desinated to remain in place.
Current cameras residing at the Eglin AFB VA facility are Pelco brand cameras. Multiple cameras at each location having been previously migrated or added to the current system and will remain operational and integrated into the upgraded system.
All new cameras installed must be compatible with current system and must be compliant with the John S. McCain National Defense Authorization Act.
The scope includes other work including removal and replacement of the existing station signage for community messaging. This effort will remove existing signage and replace landscaping as well as install new signage, boring for electrical connections, and
Communication: LED display must use pre-terminated cellular broadband.
Computer: Manufacturer’s display control software will be loaded and set-up on customer-provided computer by installer or manufacturer’s representative.
Software: Display software must be provided with the display with 2 software licenses and 2 USB software keys. Software must be capable of running on Windows and have the capability of editing, scheduling, proof of performances, 3rd party software importation, font editor, as well as true type font use from customer’s font library. Overview of features of the display software as well as hardware requirements must be included with bid proposal.
Security: Password protection must built into the display software as well as the extra security measure of a USB software key that will enable the updating of the display. Software must not have the capability to update the display without the required USB software key and password.
Training: Display manufacturer is to provide remote training.
Ventilation: Sign should not require air conditioning. Ventilation may be via front of display and should not require filters. If filters are required, bid proposal must include service requirements and recommended filter replacement and costs associated therewith.
Must have US based manufacturing facility for LED Unit & Sign Portion.
LED display cabinet(s) must be extruded aluminum cabinetry featuring precision mitered corners, solid welds and 30% gloss black polyurethane finish.
Windowless Design: LED modules must be mounted to the front of the cabinet without being covered by a Lexan or other transparent face.
Display Access: LED display must have front access for maintenance and repair.
LED modules must be encapsulated for protection from the environment and be fully submersible under water to demonstrate weatherproof capability. Upon receipt of bid award, winning bidder must provide a demonstration of the LED module running under water. LED modules provided in the specified display must have the same weatherproofing capability as the demo unit.
Warranty: Display shall carry a minimum of 5-year parts warranty.
Display manufacturer will send replacement or exchange parts via a maximum 2 business day delivery. Manufacturer will not charge customer up-front for exchange parts and will credit the returned faulty parts prior to invoicing. The above-mentioned service will be provided for the entirety of the 5-year parts warranty. Phone technical support, troubleshooting and basic display operation support must be provided for the entirety of the display life (10 years minimum).
Content: A content CD must be included with the manufacturer’s control software and be pre-loaded with a minimum of 1,000 pre-produced content files formatted to the display size being specified; the content must include animations and backgrounds that can be utilized on the display without size modification. The pre-produced content files need not be specific to any industry type
Type Style: Black Futura HV & BT unless noted otherwise. Refer to sign drawings.
All aluminum extrusions MUST contain 75% recycled content.
All pylon signs must be supported using two interior steel schedule 40 poles direct buried into concrete footing.
Post and Panel Minimum Sign Cabinet Depth 3.25” All illuminated signs to have routed aluminum faces.
All signs to be component based with changeable faces.
All Illuminated signs to use GE Tetra Mini LEDS.
4. Statutory Authority Permitting Other than Full and Open Competition:

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):

This is the case at both the Medical Center and the CBOCs.
The PACS system in place at the GCVHCS is only compatible with the above equipment.
Thus, no other supplies will satisfy the need of compatibility with the existing system.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:
In accordance with the Competition in Contracting Act (CICA), the components listed above are identified as brand name; however, the overall procurement will be competed as a Service-Disabled Veteran-Owned Small-Business (SDVOSB) Set-Aside. This Justification for Other Than Full and Open Competition will be posted to Federal Business Opportunities with the solicitation.
7. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable:
The anticipated price to the Government for the items requested to be brand name is approximately
The items for which brand name approval is being requested are subsequent components to the overall construction project. This procurement will be competed and based on competition; the Contracting Officer will make a determination of fair and reasonable pricing prior to award.
Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted:
Multiple (SDVOSB) companies are listed in VIP VetBiz and SAM, as general construction companies capable of meeting the requirements as listed in design drawings and specifications. Market research demonstrates that there are 1,102 SDVOSB’s registered in VIP VetBiz under NAICS Code 238210. There are also three (3) SDVOSB’s on the current below $500K MATOC servicing the Biloxi VA Medical Center (who possess the capability to perform this size and magnitude of construction project) whom we believe will be very interested in proposing on this project. Therefore, from Market Research findings and the VA Rule of Two, it has been determined that this requirement shall be solicited as a 100% SDVOSB set aside on beta.SAM.gov.
Competing firms will deliver fair market prices for systems and items listed as all systems are common and use standard off the shelf components. The Contracting Officer and COR were in concurrence with information provided. Approval of the items as brand name only is critical for the overall efficiency of the completed project and the GCVHCS facility as a whole.
Any Other Facts Supporting the Use of Other than Full and Open Competition:
New components must be able to tie into an existing and operational system including the use of software. At this time, there are no competing vendors whose products are fully compatible with the existing systems. Converting the entire facility to another manufacturer’s system to accommodate 24/7 video monitoring and recording, physical access control, and new signage would be disruptive to medical center operations and exorbitantly expensive.
Listing of Sources that Expressed, in Writing, an Interest in the Acquisition:
Not applicable. It is the responsibility of the offerors and the general contractor awarded the project to locate suppliers and obtain pricing for all materials and components, including the items listed in this justification.
A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required:
There will be competition for the overall procurement. It will be the responsibility of the offerors to obtain pricing from the suppliers of the items and to submit a competitive proposal for the project.
