SECTION 10 14 00

SIGNAGE

GENERAL

DESCRIPTION

This section specifies exterior signage.

RELATED WORK

Division 26, ELECTRICAL Lighted EXIT signs for egress purposes are specified under and Electrical Work.

QUALITY ASSURANCE

Manufacturer’s Qualifications: Sign vendor shall provide evidence that they regularly and presently manufacture signs similar to those specified in this section as one of their principal products. Sign vendor shall have at least 5 years’ experience, be on GSA Schedule 078 for re-orders, and have completed 5 other similar VA signage projects within the last 5 years. Submit manufacturer’s qualifications.

Installer’s Qualifications: Minimum three (3) years’ experience in the installation of signage of the type as specified in this Section. Submit installer’s qualifications.

SUBMITTALS

Submit in accordance with Section 01 33 00, SHOP DRAWINGS, PRODUCT DATA AND SAMPLES.

Exterior Sign Samples: 152 x 152 mm (6 x 6 inches) samples of each color and material.

Manufacturer's Literature:

Showing the methods and procedures proposed for the anchorage of the signage system to each surface type.

Manufacturer’s printed specifications and maintenance instructions.

GSA Schedule information showing products and components are listed.

Sign Location Plan, showing location, type and total number of signs required.

Shop Drawings: Scaled for manufacture and fabrication of sign types. Identify materials, show joints, welds, anchorage, accessory items, mounting and finishes.

Full size layout patterns for dimensional letters.

Manufacturer’s qualifications.

Installer’s qualifications.

DELIVERY AND STORAGE

Deliver materials to job in manufacturer's original sealed containers with brand name marked thereon. Protect materials from damage.

Package to prevent damage or deterioration during shipment, handling, storage and installation. Maintain protective covering in place and in good repair until removal is necessary.

Deliver signs only when the site and mounting services are ready for installation work to proceed.

Store products in dry condition inside enclosed facilities.

WARRANTY

Construction Warranty: Comply with FAR clause 52.246-21, “Warranty of Construction”.

PRODUCTS

SIGNAGE GENERAL

Provide signs of type, size and design shown on the construction documents.

Provide signs complete with lettering, framing and related components for a complete installation.

Provide graphics items as completed units produced by a single manufacturer, including necessary mounting accessories, fittings and fastenings.

Do not scale construction documents for dimensions. Verify dimensions and coordinate with field conditions. Notify Contracting Officer Representative (COR) of discrepancies or changes needed to satisfy the requirements of the construction documents.

EXTERIOR SIGNAGE PERFORMANCE REQUIREMENTS

Thermal Movements: For exterior signs, allow for thermal movements from ambient and surface temperature changes 67 degrees C (120 degrees F) ambient and 100 degrees C (180 degrees F) material surfaces.

Provide installed electrical components and sign installations bearing the label and certifications of Underwriter’s Laboratories, Inc., and comply with NFPA 70 as well as applicable federal codes for installation techniques, fabrication methods and general product safety.

EXTERIOR SIGN MATERIALS

Type Style: Black Futura HV & BT unless noted otherwise. Refer to sign drawings.

All aluminum extrusions MUST contain 75% recycled content.

All pylon signs must be supported using two interior steel schedule 40 poles direct buried into concrete footing.

Post and Panel Minimum Sign Cabinet Depth 3.25” All illuminated signs to have routed aluminum faces.

All signs to be component based with changeable faces.

All Illuminated signs to use GE Tetra Mini LEDS.

LED Video Marquee Signage Electronic Message Unit sign, reference drawing 2EM LED Display:

Double-Face Full color LED Video display must meet or exceed the below minimum specifications. No exceptions will be considered. Two separate LED units with independent controls to display different messages on each side.

Pixel Spacing: Center to center pixel spacing must not exceed 8.1 mm Pixel Design: Each pixel must be separate one from another. No virtual or hybrid pixel technologies will be accepted. Each pixel must be comprised of no more or less than 1 red, 1 green and 1 blue LED.

Half-Brightness Viewing Angles: 140 degrees horizontal/70 degrees vertical Communication: 4G Wireless Communication w/ Lifetime Min. Data Plan Included in Cost (Options are USB or Cloud Based) Video & Graphics Capability: The display must be able to show pre-recorded video clips at up to 20 frames per second. Software driving display must have the ability to import AVI, BMP, GIF, JPG, and other graphic file types.

Brightness/Dimming: Maximum brightness up to 10,000 nits. Dimming must be automated using a minimum 100-step photocell.

Temperature Display: Bid must include temperature sensor for real time display of temperature.

Data Integration: Display must have the ability to display RSS feeds for real time data such as news, sports, weather, etc.

LEDs must be lifetime rated at 100,000 hours. Lifetime is defined as the point at which the LED degradation reaches 50% original brightness.

Color Capability: Display must have ability to display from a total color palette of no less than 1.15 quintillion colors.

Viewing Area: Per Section 2 Communication: LED display must use pre-terminated cellular broadband.

Computer: Manufacturer’s display control software will be loaded and set-up on customer-provided computer by installer or manufacturer’s representative.

Software: Display software must be provided with the display with 2 software licenses and 2 USB software keys. Software must be capable of running on Windows and have the capability of editing, scheduling, proof of performances, 3rd party software importation, font editor, as well as true type font use from customer’s font library. Overview of features of the display software as well as hardware requirements must be included with bid proposal.

Security: Password protection must built into the display software as well as the extra security measure of a USB software key that will enable the updating of the display. Software must not have the capability to update the display without the required USB software key and password.

Training: Display manufacturer is to provide remote training.

Ventilation: Sign should not require air conditioning. Ventilation may be via front of display and should not require filters. If filters are required, bid proposal must include service requirements and recommended filter replacement and costs associated therewith.

Must have US based manufacturing facility for LED Unit & Sign Portion.

LED display cabinet(s) must be extruded aluminum cabinetry featuring precision mitered corners, solid welds and 30% gloss black polyurethane finish.

Windowless Design: LED modules must be mounted to the front of the cabinet without being covered by a Lexan or other transparent face.

Display Access: LED display must have front access for maintenance and repair.

LED modules must be encapsulated for protection from the environment and be fully submersible under water to demonstrate weatherproof capability. Upon receipt of bid award, winning bidder must provide a demonstration of the LED module running under water. LED modules provided in the specified display must have the same weatherproofing capability as the demo unit.

Warranty: Display shall carry a minimum of 5-year parts warranty. Display manufacturer will send replacement or exchange parts via a maximum 2 business day delivery. Manufacturer will not charge customer up-front for exchange parts and will credit the returned faulty parts prior to invoicing. The above-mentioned service will be provided for the entirety of the 5-year parts warranty. Phone technical support, troubleshooting and basic display operation support must be provided for the entirety of the display life (10 years minimum).

Content: A content CD must be included with the manufacturer’s control software and be pre-loaded with a minimum of 1,000 pre-produced content files formatted to the display size being specified; the content must include animations and backgrounds that can be utilized on the display without size modification. The pre-produced content files need not be specific to any industry type.

FABRICATION

Form work to required shapes and sizes, with true curve lines and angles. Provide necessary rebates, lugs and brackets for assembly of units. Provide concealed fasteners wherever possible.

Shop fabricate so far as practicable. Fasten joints flush to conceal reinforcement, or weld joints, where thickness or section permits.

Level and assemble contract surfaces of connected members so joints will be tight and practically unnoticeable, without applying filling compound.

Signs: Fabricate with fine, even texture to be flat and sound.

Maintain lines and miters sharp, arises unbroken, profiles accurate and ornament true to pattern.

Plane surfaces to be smooth, flat and without oil-canning, free of rack and twist.

Maximum variation from plane of surface plus or minus 0.3 mm (0.015 inches). Restore texture to filed or cut areas.

Finish extruded members to be free from extrusion marks. Fabricate square turns, sharp corners, and true curves.

Finish hollow signs with matching material on all faces, tops, bottoms and ends. Miter edge joints to give appearance of solid material.

Do not manufacture signs until final sign message schedule and location review has been completed by the COR and forwarded to contractor.

Drill holes for bolts and screws. Mill smooth exposed ends and edges with corners slightly rounded.

Form joints exposed to weather to exclude water.

Movable Parts, Including Hardware: Cleaned and adjusted to operate as designed without binding or deformation of members. Center doors and covers in opening or frame.

Align contact surfaces fit tight and even without forcing or warping components.

Pre-assemble items in shop to minimize field splicing and assembly. Disassemble units only as necessary for shipping and handling limitations. Clearly mark units for re-assembly and coordinated installation.

Prime painted surfaces as required. Apply finish coating of paint for complete coverage with no light or thin applications allowing substrate or primer to show.

Finish surface smooth, free of scratches, gouges, drips, bubbles, thickness variations, foreign matter and other imperfections.

EXECUTION

INSTALLATION

Locate signs as shown on the Sign Location Plans.

Where not otherwise indicated conform to the VA Signage Design Manual for installation requirements.

At each sign location there are no utility lines behind each sign location that will be affected by installation of signs.

Correct and repair damage done to utilities during installation of signs at no additional cost to Government.

Provide inserts and anchoring devices which must be set in concrete or other material for installation of signs. Submit setting drawings, templates, instructions and directions for installation of anchorage devices, which may involve other trades.

Refer to Sign Message Schedule for mounting method. Mount signs in proper alignment, level and plumb according to the Sign Location Plan and the dimensions given on elevation and Sign Location Plans. When exact position, angle, height or location is not clear, contact COR for resolution.

Touch up exposed fasteners and connecting hardware to match color and finish of surrounding surface.

At completion of sign installation, clean exposed sign surfaces. Clean and repair adjoining or adjacent surfaces that became soiled or damaged as a result of installation of signs.
