About this file

This is a pre-bid questions and answers document for the renovation of Buildings 5 and 5B at the Robert J. Dole VA Medical Center to create a same-day access mental health clinic of approximately 1,100 square feet. The project involves selective demolition, installation of new interior finishes, HVAC rebalancing, electrical modifications, plumbing installation, and implementation of therapeutic design features including ligature-resistant diffusers and acoustic-rated partitions. Key clarifications include: existing pipe locations shown on drawings require field verification; electrical feed from adjacent Building 7 will be intercepted outside the building without new routing; pre and post test and balance (TAB) is required per specifications; slab demolition work must be coordinated during evening or weekend hours to avoid disrupting patient care; temporary ICRA barriers may be used instead of the specified temporary partitions; floor-to-deck height is 5 inches of concrete on metal deck; exam room desks will be VA-provided furniture; the partition between two existing group therapy rooms will not be replaced; and asbestos is not expected in the building. The government clarified that only one site visit was authorized before the bid date, with no additional visits for ceiling or MEP system inspections, and that contractor personnel management is the contractor's responsibility. Revised demolition plans addressing door location discrepancies were provided with these responses.

Pre-bid Questions Renovate Bldg. 5 & 5B for Mental Health

1. Are redline drawings available for existing ‘under slab’ piping locations?

Existing pipe locations shown on drawings. Contractor will need to field verify locations.

2. Drawing EP-101 indicates that the existing feed at Panel EL1 is fed from the adjacent building 7. Can existing drawings indicating the location of said feed be provided?

The intent for this disconnect is to replace the existing disconnect in the police office and move it to the building exterior. The new location of the disconnect is intended to be in line with the existing so the existing conductors can be re-used and routed through this disconnect. No new feed from the adjacent building is expected.

3. Will HVAC pre and post test and balance be required?

Yes pre and post TAB is required per specifications section 23 05 93.

4. It appears electrical conduit directs into the slab, is it known whether the conduit is in the existing slab or is below bottom of slab elevation?

Actual conduit depth is unknown but is believed to be below slab.

5. What are the requirements for slab cut, demo, and removal during normal working hours?

This work will need to be coordinated during evening or weekends as to not interfere with patient care taking place in the immediate area.

6. Will sidewalk removal and replacement be needed for feed TO Panel EL 1?

Refer to answer for question #2. Feed to be intercepted right outside building. No new routing from adjacent building is expected.

7. Can you verify the height from floor to deck for the temporary partitions?

Floor to floor height is 14’. Floor to deck height is 5 ¼” concrete slab on metal deck. Medical center has also allowed use of hard plastic ICRA barriers in lieu of the temporary partitions as shown. To be discussed and agreed on via completion of the ICRA upon award.

8. Can we get photos of the main room the work will take place in? We did not have access to it due to occupancy.

2 photos of main room will be provided with these responses.

9. Can we have a 2nd site visit?

No. Specifications 01 00 00 authorize one site visit before bid date.

10. Can we get a revised demolition plan? The door location between the copy room and reception does not match field conditions.

Revised plan will be provided with these responses. Updates to AD101, AE101, and AE701.

11. How many people would you like on site?

VA does not understand what is being asked with this question. It is contractor’s responsibility to manage personnel to accomplish work in the allotted time.

12. Are the desks in the exam rooms countertops? Or is that VA provided furniture? If they are counter tops can we get some dimensions?

Exam rooms will have desks and will be VA provided furniture.

13. Is the partition between the 2 existing group therapy rooms on AD101 intended to be removed and replaced or will it remain?

See note B on AD101. It will not be replaced.

14. Where is the asbestos.

Asbestos is not expected in building.

15. Will the Government provide access for bidders to inspect above-ceiling areas and existing MEP systems prior to proposal submission?

See response to question 9. No additional visits will be provided. The time to look above ceiling was during the original visit.
