About this file

This document is Amendment 0001 to Solicitation 36C25526R0142 issued by the Department of Veterans Affairs Network Contracting Office (NCO) 15 in Leavenworth, Kansas for Project 589A7-25-503, "Prepare Site for Cath Lab Equipment." The amendment was effective August 20, 2026, and extends the offer due date from August 24, 2026 to August 31, 2026 at 5:00 p.m. Central Time. The amendment publishes revised drawings, a sign-in roster from the site visit, and responses to 59 questions submitted by potential offerors. Offerors must acknowledge receipt of this amendment prior to the submission deadline, with failure to do so potentially resulting in rejection of their offer. All previously published drawings are disregarded in favor of the revised versions.

The questions and responses address critical project requirements including: site visit attendance (highly recommended but not required); CLIN structure (additional CLINs are deducts, not additive); bid guarantee requirements (20% of bid price or $3,000,000, whichever is less); limitations on subcontracting for certified SDVOSBs; construction schedule specifications covering phasing, submittals, mobilization, demolition, construction, equipment deliveries, installation, punch list, and de-mobilization within a 365-calendar-day performance period; HVAC air change requirements (20 AC/HR supply, 4 AC/HR outside air); infection control barrier installation requirements; temporary cooling unit provisioning; floor leveling and cove flooring specifications; structural modifications limited to non-structural MEP component bracing; preliminary TAB (Testing, Adjusting, and Balancing) requirements; and fire suppression main modifications. The amendment confirms no delegated design engineering, qualified radiological physicist, or fire alarm reprogramming is required; existing signage is to remain; and final sequencing and means and methods are the contractor's responsibility. Updated Philips vendor drawings and a site visit sign-in roster are referenced as attached documents.

August 20, 2026 Site Visit Questions and Responses

1. Whether attendance at the July 31 site visit is a condition of proposal eligibility.

The attendance at the site visit was highly recommended but not required

2. Whether the five CLINs are additive items, options, or separately funded portions of the work.

There are not five CLINS with this project. The additional CLINS are deducts.

3. Which CLINs are presently funded and whether award may be made for fewer than all five.

This project is funded.

4. The exact bid-bond amount and acceptable delivery method for the original bond.

Bid guarantee shall be 20 % percent of the bid price or $3,000,000 whichever is less.

5. Whether a first-tier Vet-Cert SDVOSB general contractor may be treated as a similarly situated entity for the limitation-on-subcontracting calculation.

For the purpose of limitations on subcontracting, only certified SDVOSBs listed in the SBA certification database (including independent contractors) shall be considered eligible and/or ‘‘similarly situated’’ (i.e., a firm that has the same small business program status as the prime contractor). An otherwise eligible firm further agrees to comply with the required LOS certification requirements in this solicitation.

6. Whether the Government will accept the partner’s directly relevant cath-lab, occupied-hospital, infection-control, hazardous-material-abatement, and medical-equipment site-preparation experience when clearly attributed.

Please refer to the evaluation factors.

7. Whether shutdowns, infection-control barriers, hazardous-material abatement, shielding work, and after-hours activities are fully shown in the drawings and specifications or will be further clarified by amendment.

Specs and drawings are complete.

8. Whether the stated 365-calendar-day performance period includes submittal approval, long-lead equipment procurement, construction, commissioning, and closeout.

Each Offeror's construction schedule must address the following:

• Order of work elements to include project phasing, Submittals, Mobilization, Demolition, Construction, Equipment Deliveries and Lead Time, Installation of new Equipment, Punch List, De-Mobilization.

• Identification of separate work elements

• The VA’s review and approval or RFI’s, Submittals and other pertinent documents.

• Interruption of VA Facilities utilities, delivery of Government furnished equipment, rough-in drawings, project phasing and any other specification requirements.

The proposed schedule must include the activities which are consistent with those described within the project specifications and drawings and must not exceed the Government's maximum allowable performance period, as noted in Block 11 of the SF 1442. The project will start at the issuance of the Notice to Proceed. For scheduling purposes, assume the Notice to Proceed will be issued thirty (30) calendar days after the award date. (Note that there is no guarantee that the Notice to Proceed will be issued within this timeframe.)

9. Is the price breakdown and calculation of self-performed/subcontract work get submitted with the bid or after award?

This is submitted with the bid.

10. Request Asbestos report on construction area to confirm no hazardous materials are within project area.

VA possesses previous renovation and asbestos testing reports for this scope area, no asbestos is expected to be present due to previous renovations and clearance tests. Documents are available via COR request.

11. Request Tri-Hat is acceptable opposed to individual Superintendent, Safety Officer, &

QC Officer.

Tri‑Hat staffing is not acceptable. VA standards require three separate, qualified individuals to serve in each role.

12. Request engineered structural drawings pertaining to the project.

13. Request to provide a 10–15-line-item preliminary schedule opposed to a full schedule per the RFP.

See factor two for project schedule requirements.

14. Request latest version of Philips site-specific drawings.

Philips drawings will be uploaded as a part of the drawing package as an attachment file.

15. Request to waive floor slab leveling requirement due to the new flooring is a patch only.

a. If leveling the floor slab is required, suggest replacing the entire room flooring to ensure a ramp will not occur between the existing floor and the new floor patch.

No waivers for floor leveling requirements. The extents delineated are required for equipment functionality and cannot be waived. The levelness is achievable.

16. Is the GC to provide any assistance in existing/new equipment removal, delivery, load/unload, storage, or handling from or into the site? If so, what are the requirements?

Existing equipment to be removed by Philips.

17. Will the owner or Philips layout anchor positions and/or provide a full size layout template?

No, the Owner nor Philips will layout anchor positions. Philips will provide a full-size template.

18. Is there an alternate anchorage method if ‘through bolts’ land at an inaccessible location?

See SF101 for bolt options detail

19. Will door frames with hospital stops be accepted as fire rated if determined so by manufacturer?

Not applicable. There are no fire rated doors as part of this project.

To clarify, the equipment room and supply room doors, should be full stop frames.

20. Division 13 49 00 1.5H – Are delegated design drawings and calculations (signed and sealed) required, or will the contract document design be acceptable for lead lined construction?

Construction documents cover the information needed, no new delegated design required.

21. It was noted during the pre-bid site visit that ‘no’ designated engineering will be required (on the part of the GC or trade partners) for any/all structural components related to this project. Is this correct?

Correct

22. It was noted during the pre-bid site visit that ‘no’ Qualified Radiological Physicist will be required as part of the GC’s scope. Is this correct?

Correct

23. Division 13 Radiation Protection has multiple signage requirements not identified in solicitation drawings, are all signs shown in Division 13 required?

The existing signage is to remain, no new signage to be provided by General Contractor scope of work.

24. Will preliminary TAB be required?

Yes, preliminary TAB is required to measure the existing supply and return air quantities from the existing air handling unit.

25. Who is responsible for performing the smoke test at the end of the project, 3rd party (VA or AE supplied) commissioning agent or mechanical contractor?

The Mechanical Contractor is to provide the smoke test on the mechanical equipment.

26. Is Philips above ceiling support system projected to interfere with the mechanical duct, register, or grills?

No, the design was coordinated to avoid these conflicts.

27. What is the access for FCU into the attic space?

To be coordinated with VA COR. Through the Recovery, into Mechiancal access and up to Attic via a ladder and hoistway. A roof access door is present located at the base of the ladder in the hoistway.

28. What is the duration the equipment room can go without cooling during equipment (FCU) and/or duct changeout?

Will depend on the use of the equipment during this change over. To be coordinated with VA COR at the time of construction. GC should plan to provide a temp unit for cooling during this change over. Size for 6,000 BTUs.

29. Do the VAV controllers and existing thermostat(s) need to be replaced? They are likely 20+ years old.

Not in scope.

30. Provided TAB is a requirement, to what extent of the existing HVAC system, outlet – inlet locations are to be balanced?

TAB the existing-to-remain supply and return diffusers, grilles & registers shown on MH- 101 to the air quantities measured at the pre-construction TAB after the construction is complete.

It is assumed at this point that the existing air handling unit will be adjustable during the final phase of TAB.

32. What is the air change per hour requirements for both Cath Labs?

The AC/HR requirement for both Cath Labs is 20 for supply, 4 for outside air from the existing AHU.

33. No fire suppression drawings have been identified in the solicitation documents. The architect mentioned the fire main would need to be raised during construction to allow for new equipment install requirements. Our understanding is that the fire main feed is from the west which would be the final phase of construction. If we are understanding correctly, this would require multiple fire suppression and fire alarm outages throughout construction, do you concur?

The floor main will need to be shut off to allow installation of valves at the two branch mains west of lab 1 prior to the line height change, to allow the floor main to be open while performing the remainder of the work above the scope area.

34. Please confirm that all ‘removable movable’ equipment, shelving, etc. will be removed prior to the start of construction at each phase.

Confirmed.

35. What are the MEP requirements needed prior to existing Cath Lab equipment removal?

N/A

Yes.

39. Will a crane ‘lift plan’ be required for staging the equipment on the roof?

Yes.

40. Will the required work at the medical gas zone valve boxes require additional infectious control containment?

Yes.

41. Will the required work at the medical gas zone valve boxes require additional gyp removal/replacement along with finishes to box location wall?

Yes. The extent dependent upon provided box.

42. We believe replacement of Clean Utility room 217A-2 door will likely require additional infectious control containment outside of the room for door demo, and frame installation. Please revise phasing requirements - provided the VA team concurs.

The minimum amount of room needed is what will be granted. Actual barrier locations to be submitted for review prior to the start of construction. See notes on 02-GI-100

43. We believe replacement of Clean Utility room 217A-2 door will likely require gypsum demolition and replacement inside and outside of the room for door demo, and frame installation. Please define demo & finish requirements at 217-2 and 217A-2 walls.

Demo: minimize adjacent disturbances to existing conditions.

Finish to be level 4 and appropriate paint per Specification 09 91 00. Paint per 02-AF-701.

44. We believe replacement of Clean Utility room 217A-2 door will likely require floor replacement/patch inside and outside of the room for door demo, and frame installation. Please define floor finish requirements at 217-2 and 217A-2 walls – to include coved flooring requirements.

Information is added to the architectural drawings for considerations regarding patching and material matching.

No.

48. Several ‘existing’ vinyl floor welds were identified as deteriorated during the site visit, will repair of existing flooring be expected as part of the construction requirements?

Yes.

49. Per drawing 02-GI-101 - Control Room 217-2, infectious control barriers are to be installed as split across the room. How is infectious control integrity expected to be maintained above ceiling between construction zone and non-construction zone during hard ceiling demolition?

As noted on 02-GI-100.

The infection control barrier should extend above the ceiling as indicated in detail 5/ 02-

GI-100.

50. Per drawing 02-GI-101 - Control Room 217-2, infectious control barriers are to be installed as split across the room. How are final finishes expected to be completed across the control barrier dividing line? I.E. mud/tape, paint.

As noted on 02-GI-100

Final sequencing of construction and means and methods for completion of fully functional and completed project is the responsibility of the contractor.

51. Per drawing 02-EL-101 - Control Room 217-2, infectious control barriers are to be installed as split across the room. How are lighting/HVAC registers - demolition and installation - to be completed while crossing two phases of construction?

General Contractor to coordinate across their proposed phasing.
