SUBMISSION 1
QUESTION: Do the 100% Construction Drawings and Specifications meet all requirements of the OEHRM Site Infrastructure and End User Device (EUD) Requirements Document dated April 15, 2021 Version 2.0 and incorporated PDF attachments nested within?
ANSWER: The 100% Construction Drawings and Specifications meet all requirements of the EHRM except the dual geographically diverse and carrier-diverse circuits. Because of the location of the hospital in Poplar Bluff, dual circuits are not available at this time. However, diverse pathways have been identified and are available for carrier diverse circuits when a second provider becomes available.

QUESTION: Do the 100% Construction Drawings and Specifications meet all NEC/NFPA and other applicable healthcare facility codes referred to in the VHA Publications such as VHA Directive 1028 and Electrical Design Manual?
ANSWER: Yes
SUBMISSION 3
QUESTION: Do the 100% Construction Drawings and Specification meet all VHA requirements that are applicable to this project?
ANSWER: No. Due to space restrictions at this facility the TR’s do not meet the size requirements of VHA design guidelines. OIT ITOPS SD Data Center and Infrastructure Engineering was aware of this during the design phase and their input was followed.

QUESTION: Outside of the Phasing Plans identified in the Construction Drawings, will additional phasing be at the contractor’s discretion?
ANSWER: Additional phasing at the contractor’s discretion is acceptable as long as the plan is approved by the COR.

REFERENCE: Drawing 1-T-401, Keynote 117 THE NEW CERNER EQUIPMENT SHALL BE
INCORPORATED INTO THE EQUIPMENT CABINETS
QUESTION: What is the contractor’s role in Incorporating Cerner Equipment into the Equipment Cabinets?
ANSWER: Contractor is not responsible for incorporating any Cerner Equipment into the new equipment cabinets. Keynote is for informational purposes only.

QUESTION: Are conduit raceways required for LV in mechanical rooms and/or open spaces?
ANSWER: Yes. However, work with facilities, as there may be some areas where this is not necessary.

QUESTION: Is the contractor responsible for any Guest WIFI revisions/additions for this project beyond what is identified on the Construction Drawings?
ANSWER: No. Guest WIFI is not part of this scope of work. Note, however, that there are some areas where Guest WIFI equipment may need to be moved in order to accommodate this project.
Also, some Guest WIFI cabling will need to be installed/replaced as part of the BioMed move to its new location within the Server Room.

QUESTION: Are all existing switches to be reused for the racks? If so, please further define migration to the new racks. What switches are available and is the VA Purchasing any New Switches?
ANSWER: While the VA is anticipating purchasing new switches, at the present time the existing switches are expected to be moved into the new racks as shown.

QUESTION: What areas/floors of this project are patient floors and anticipated to be occupied during construction?
ANSWER: 3rd Floor South (Wing 3A) and all of 4th Floor.
SUBMISSION 10
QUESTION: Are there required working hours for this project? Are (4) 10’s acceptable and if so, can the off-duty hours work begin at 2pm?
ANSWER: The required working hours on this project must be scheduled in a manor that will not impact patient care, this will result in the need for night and weekend work. 4 day, 10 hour shifts are acceptable. Off duty hours begin at 5:00 pm.

REFERENCE: Drawing 1-T-401, Key Note 133 RE-ROUTE EXISTING GUEST WIFI CABLES AND
FIBER OPTIC CABLES FROM ROOM G-081 TO THE NEW BIOMED EQUIPMENT RACKS IN THE
NEW SERVER ROOM. COORDINATE WITH FACILITIES PERSONNEL
QUESTION: How many Guest WIFI cables and fiber cables are to be rerouted?
ANSWER: Contractor will need to determine. Work with facilities to help determine exact number. It is estimated to be 15 to 20.

QUESTION: Is there a requirement to only use existing routes for LV Cabling?
ANSWER: No. Contractor may establish new routes if needed. However, existing routes and cable trays should be used as much as possible. Any new routing will require proper cable support.

QUESTION: Which will be utilized in the Server room, a cable tray, or a ladder rack?
ANSWER: Basket type cable tray is used within the Server Room. See details.
SUBMISSION 14
REFERENCE: Drawing 1-T-401, Keynote 132 PROVIDE ASSISTANCE AS NEEDED TO MOVE
THE EQUIPMENT IN THE ONE 4-POST AND ONE 2-POST DATA RACK FROM ROOM GA-081 TO
THE NEW BIOMED EQUIPMENT LOCATIONS IN THE NEW SERVER ROOM. MOVE THE
EXISTING NURSE CALL CABINET EQUIPMENT TO THE NEW SERVER ROOM. THIS WILL ALSO
REQUIRE ASSISTANCE FROM AND COORDINATION WITH THE SECURITY SYSTEM AND
PHILIPS PATIENT MONITORING PERSONNEL.
QUESTION: Please expound on what “Assistance” will be required of the contractor to move BioMed.
ANSWER: Contractor will need to work with the facilities and biomed personnel and have labor available to help with the physical move of the equipment. Also, contractor will be responsible for installing cabling in order for these systems to be operational in their new location.

REFERENCE: Drawing 1-T-401 Keynote 131 INSTALL NEW CAT6A CABLES FROM THE NEW
SERVER ROOM BIOMED EQUIPMENT LOCATIONS TO THE NEW GROUND FLOOR TR RACKS
OR THE RACK IN THE SERVER ROOM "CUBBY", AS NECESSARY. THESE WILL REPLACE THE
CABLES LABELED HD10 - HD 18, PLUS ADDITIONAL CABLES, THAT PROVIDE CONNECTIONS
FOR THE SECURITY, PHILIPS PATIENT MONITORING AND NURSE CALL SYSTEMS.
COORDINATE THESE CABLE ADDITIONS WITH OIT AND OTHER FACILITY GROUPS AS
APPLICABLE.
QUESTION: How many cables are needed to move Biomed?
ANSWER: It is estimated that 12 to 15 cables will need to be installed.

QUESTION: Other that the new section of duct bank, what conduits/sizes are available in the existing duct bank?
ANSWER: Contractor will need to determine. However, it is anticipated that the contractor will need to overlay new fiber innerduct and cables within occupied conduits. In some cases the contractor may be able to pull the old cables out after the alternate fiber pathway has been installed, terminated and cut over. This is part of the phasing that the contractor will need to work out with facilities and
OIT.
SUBMISSION 17
QUESTION: What are the power requirements, disconnect sizes and PDU Basis of Design for each rack?
ANSWER: Each disconnect shall be able to handle 3,980 VA at 208V/3-phase. Each disconnect shall be rated for 30A, fused at 20A. Each disconnect shall have a 3-foot drop cord (with strain relief) with L21-20R for connection to the rack-mounted, vertical PDU’s. The basis of design for the PDU’s is Chatsworth Econnect. Each PDU shall have the following features: MONITORED; L21-20 PLUG;
THREE-PHASE; 208/120V INPUT; 20A; (30) C13 OUTLETS, (6) C19 OUTLETS, 208V OUTPUT; 3

QUESTION: Drawings 01-HA- 600 visual key hatching, remove asbestos roofing membrane, do we only replace the 25 square feet called out or the entire west roof?
ANSWER: Yes, replace up to 25 square feet of roofing system. Exact size may vary for the area of impact, but only the impacted portion of the roof is to be replaced.

QUESTION: Drawings 01-HA- 600, What type of roofing is on this roof?
ANSWER: Membrane system with potential underlying multilayer built up insulated roof system containing asbestos layers. Additional details for replacement will need to be provided by Spur

QUESTION: Is this roof still under warranty?
ANSWER: All roofing is out of warranty except for the new urgency care, which should not be impacted by this project.

QUESTION: Drawing 05-HA-100 is building 5 1st floor environmental work. Building 5 floor 1 is not indicated in the scope in the specifications. Please advise if building 5 floor 1 is to be included and what is the scope?
ANSWER: No abatement is directed for performance of work at 1st floor of Building 5, but there are asbestos-containing materials that need to be avoided and/or protected during the conduct of work.

QUESTION: Are there existing open conduits in the fiber optic pathway shown on page 00-TS-101 and if so what size are they?
ANSWER: Contractor will need to determine. However, it is anticipated that the contractor will need to overlay new fiber innerduct and cables within occupied conduits. SUBMISSION 23
QUESTION: The specified Indoor/Outdoor fiber cable is specified to be green. This does not follow TIA color code standards. Can the VA provide a basis of design manufacturer part # for the backbone fiber? Currently lead times are exceeding 52 weeks for custom ordered cables; will the VA accept standard TIA color code outer jacket for single mode armored indoor/outdoor single mode (yellow)?
ANSWER: The green color was selected in order to differentiate this new fiber system from the old system. However, if facilities finds the yellow cable acceptable, we have no issue with that.
SUBMISSION 24
QUESTION: To meet the 40% fill ratio spec in section 27-05-33 2 2D.1 for work area outlets (locations) receiving 4 each Cat6A cables the existing conduits feeding these locations are likely not 1” inch in diameter, therefor the existing conduits which are most likely ¾” will not meet the specification with 4 cables installed. How would the VA like to resolve this fill ratio requirement? A minimum of a 1” conduit will be required. Shall new conduits and backboxes be installed?
ANSWER: Contractor can free run the new cabling in the wall.
