Renovate GI Procedure Room St. Louis, VAJC VA Project No. 657-17-185JC

BID NARRATIVE

Project Overview:

This project is an interior renovation to the existing Endoscopy Procedure Room (A608) and adjacent Toilet (A608A) into a GI Procedure Room in Building on the 6th floor of Building #1 at the Veterans Administration (VA) Medical Center, John Cochran Division located in St. Louis, Missouri. The project also includes the refinishing of the existing scope procedure room (610A).

The GI department will remain in operation during the duration of the construction.

Construction Phasing:

1. The construction of the project will be completed in a single phase with 2 project areas.

Hazardous Material Abatement:

The hazardous materials inspection identified asbestos pipe insulation on the steam pipes in Rooms A506 & A507. The asbestos piping associated with the radiators on the 6th Floor will be abated, however, the asbestos pipe insulation in the clay block chase will be left in place and protected as required. Demolition of portions of the plaster ceilings will be required to access the asbestos pipe insulation in Rooms A506 & A507. Lead-based painted steam pipes, pipe hangers and embeds were located throughout the project limits, however, only the pipes and hangers in Rooms A506, A507 & A608A will be impacted. The lead-based painted pipes in these three rooms will be removed back to the main riser and the hangers will be removed. The embeds will be left in place and should be protected as required. The window frame, sill and trim in Room A608 has lead-based paint, but should not be impacted by the project. Lead-containing ceramic wall tiles located in Rooms A608, A608A & A610A will be removed as part of this project.

Potential mold was observed on three different sections of fiberglass pipe insulation during the hazardous materials inspection. These sections of pipe insulation will be removed during this project. Although not observed, there is a potential for mold to exist behind the ceramic wall tile or in inaccessible areas. As a precaution, after the drywall walls with lead-containing ceramic tiles have been removed, an EPA-approved anti-microbial solution shall be applied to remaining building materials to prevent potential mold spore migration.

Major Interior Renovations (Architectural Work):

1. Demolition: Select walls, flooring, doors, ceilings, frames, window sills, plumbing fixtures and finishes will be removed.

2. New Interior Walls: 3 5/8” metal studs with 5/8” drywall painted and sound insulated to match exiting conditions.

3. New Doors: Solid wood doors, stained in painted metal frames to match existing.

4. New Fixtures: A new sink with an eye wash is to be installed in the previous location.

Minor Interior Renovations (Architectural Work):

1. Portions of the existing facility will have minor renovations completed.

2. Select walls will remain and be painted.

3. New Flooring: The floors will receive welded sheet vinyl flooring with integral cove base in the procedure room and vinyl base in the office. Existing flooring in these areas will be removed and/or prepped to receive new flooring.

4. New Ceilings: New washable suspended acoustical ceiling will be installed in the GI Procedure room. In 610A, new ceiling will be installed if above ceiling mechanical and fire protection work is required

5. Existing drywall ceilings in the 5th floor below will be replaced where disturbed.

6. Plastic laminate wall and base cabinets will be installed with an epoxy resin countertop and backsplash

7. Procedure room equipment will be owner supplied and contractor installed.

Mechanical & Electrical Work

Mechanical:

1. The existing procedure room is conditioned by a ceiling mounted fan coil and wall-fin radiation. Ventilation air is supplied by a grille from a duct in the corridor.

2. The existing restroom is conditioned by a wall-fin radiator and has a ceiling exhaust grille.

3. The remodeled space will have new ductwork and diffusers fed from the existing supply duct. The ventilation air and the exhaust air will be rebalanced to provide the proper ventilation and pressurization of the room.

4. HVAC room design is based on VA direction to leave existing heating and cooling in place until air handler project is complete.

Plumbing:

1. The existing plumbing fixtures that are demolished will have the domestic cold and hot water capped at the main. Vent piping will be capped above finished ceiling. Waste piping will be capped below finished floor.

2. In the demolished chase, any piping found will be relocated.

3. A new eye wash will be added to a new hand sink that has a goose neck and 4” hand paddles with a mixing valve to 110 degrees.

4. New med gas outlets will be placed along the exterior wall of the room. Piping will connect to the existing piping in the room.

5. The existing vacuum piping was reported to be undersized. Upon conducting a site visit with the VA Plumbing Dept Supervisor, it was determined that part of the floor (consisting of six rooms) had been changed into offices and do not require any med gases. The piping will be valved off per the VA’s direction.

Fire Protection:

1. The existing sprinkler head in each room will be relocated into the new ceiling grid and will be the fully concealed type.

Electrical:

Existing Conditions:

1. The existing branch circuits and lighting within the area of work is fed from the normal power panel 6A located in close A on corridor C6-2.

2. Emergency circuits in the space are fed from Panel E6C.

3. There is an existing Patient Bed Prefabricated Wall Unit (PBPU) in the existing procedure room. This unit includes a normal power receptacle, an emergency power receptacle, a telephone outlet, a nurse call station with corded push button, medical gases, grounding jacks and night lights. It is intended to keep the existing PBPU as-is.

Demolition Work:

1. Electrical devices and lighting within the areas of work will be removed as required to accommodate the renovation.

2. Existing lighting branch circuitry will be reused as feasible. All other branch circuitry that served demolished devices will be removed back to their associated panel.

3. The existing nurse call station in the PBPU will be retained.

Lighting:

1. New lighting will be provided per the VA Electrical Design Guide Plates. Typical light fixtures will include recessed LED troffers and downlights in the procedure room.

2. Typical LEDs in the fixtures will have minimum color rendering index (CRI) of 80 and a color temperature of 3500 degrees Kelvin.

3. Lighting in the procedure room will be feed from both normal power and emergency critical power.

4. Light fixtures in the procedure room will be dimmable per the VA Digestive Diseases – Endoscopy Service Design Guide for Procedure Room, Endoscopy (TREE1).

Receptacle, Tel/Data and Low-Voltage Requirements

1. Receptacles and tel/data outlets will be provided and coordinated with the VA.

2. No new fire alarm devices are anticipated.

3. The existing nurse call dome light will be relocated as required for the new entrance door into the procedure room.

4. Power and low-voltage rough-in has been provided for procedure room monitor. The exact model for the monitor has not been selected. The contractor will have to coordinate exact requirements with the manufacturer.

5. All new voice cabling will be routed to telephone closet A629C. New voice punchdown blocks to match facility standard will be provided as required for new voice outlets.

6. All new data cabling will be routed to OI&T closet A629B. New patch panel in existing rack will be provided as required for new data outlets. Cabling will be terminated to the patch panel for final cross-connect by the owner. Cross-connect patch cords will be provided by the contractor.

7. New low-voltage cabling will be routed in existing cable trays above the ceiling where feasible. New J-hook supports suspended from structure or attached to wall above ceiling will be provided where required.
