Asbestos Services: VA Asbestos Abatement Design Manual, July 2011, and VHA Directive 7714, April 6, 2017,” Policy for an Asbestos Management Program”, which requires that a Pre-Construction Asbestos Survey (NESHAP Inspection) be performed before the start of the construction projects.
The General Contractor employs the services of a licensed Illinois Department of Public Health (IDPH) Asbestos Building Inspector to conduct an Asbestos Survey (NESHAP Inspection) before the start of the work. A copy of this license must be provided in the “Kick-off Meeting with Documentation”, Part 4.1 of Period of Performance (POP). The Inspector’s report must be submitted to the VA COR for review and approval.
The Contractor’s Licensed Asbestos Inspector shall perform a thorough review of the VA-provided “2019 Asbestos Reinspection Report” and shall use it as baseline documentation at the discretion of the inspector, as to the existence of ACM within the planned limits of construction, as well as adjacent areas where ACM may be disturbed by construction activities. The inspector shall exercise prudent professional judgment and consider all currently applicable asbestos regulations when deciding whether to use, discard, or verify the information in the report.
1. Materials that have been sampled and contain asbestos do not have to be resampled.
2. Materials that were not sampled, or were insufficiently sampled, must be resampled.
Asbestos Survey: The NESHAP inspection, also known as a pre-renovation inspection, is a thorough identification of all suspect material and entails destructive or invasive sampling of all suspect materials if concealed spaces are to be breached during construction, as to the existence of ACM within the planned limits of construction, as well as adjacent areas where ACM may be disturbed by construction activities. Failure to identify all ACMs may result in a fiber release episode that can create extensive contamination inside and outside the building, including the migration of fibers into occupied spaces.
Asbestos Abatement Design: If the IDPH Asbestos Inspector documents the presence of ACM, this project meets the definition of an abatement project. The General Contractor shall employ the services of a licensed IDPH Asbestos Abatement Designer to do the abatement design. The Asbestos Abatement Designer must conduct a site evaluation and review the asbestos inspection report to develop the abatement design plans and specifications in accordance with all federal and State rules governing such action (i.e., 40 CFR 61; 29 CFR 1910 and 1926, IL. Tille 77, Part 855-150: Project Designer Responsibilities for Public Building in Illinois, local regulations, and all applicable codes), and VA Asbestos Abatement Design Manual & Specifications. The Asbestos Abatement Project Designer must sign his/her name on the design documents and include his/her current Asbestos Project Designer license number. A copy of this license must be submitted to the VA before the start of asbestos abatement design. Comment by McMillin, Ryan J.: I think repeated from page 1.
Construction Progress Meetings: The Contractor’s Superintendent and Project Manager must provide weekly teleconference construction progress meetings with the COR for the entire period of performance. These meetings are expected to last 1 hour. Subcontractors are not required to attend. Comment by McMillin, Ryan J.: I’ve noted several times this is bad practice, but I do realize that Rich Hedman and Monark made a deal that this would be allowed. I’ll just continue to voice my opinion on the matter.
1. Allow three (3) of the Construction Progress Meetings to be onsite with the COR and the Commissioning Agent.
2. Submit construction progress meeting minutes issued not later than one day after the meeting using Jesse Brown Construction Project Tracker. Meeting minutes must include:
