About this file

This document is an addendum to FAR 52.212-1 establishing evaluation criteria for a commercial products and commercial services procurement conducted under FAR 15 using a Lowest Priced, Technically Acceptable (LPTA) evaluation methodology. The solicitation will be awarded to the responsible offeror whose conforming offer is most advantageous to the Government, considering price and other factors.

Technical acceptability is determined by offerors completing three specific requirements: signing the first page of the SF 1449 form, filling out the complete CLIN/pricing structure, and completing and returning VAAR 852.219-75. The Government will evaluate option prices by adding the total price for all options to the basic requirement price and may deem an offer unacceptable if option prices are significantly unbalanced; however, option evaluation does not obligate the Government to exercise any options. A written notice of award mailed or furnished to the successful offeror within the specified acceptance period creates a binding contract without further action required by either party. The Government may accept an offer before its expiration time unless a written notice of withdrawal is received prior to acceptance.
