About this file
This is Solicitation Amendment 0004 for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for asbestos abatement services at the Hines VA Hospital in Hines, Illinois, issued by the Department of Veterans Affairs Great Lakes Acquisition Center. The amendment, effective July 15, 2026, incorporates clarifications and modifications to the original solicitation 36C25226B0020 and must be acknowledged by all offerors on Page 2 of the SF-1442 form included with their proposals. The public bid opening is scheduled for July 20, 2026, at 12:00 p.m. (local Milwaukee time) at the Great Lakes Acquisition Center, 115 South 84th Street, Milwaukee, Wisconsin 53214.
The amendment addresses four vendor questions regarding contract pricing and billing methodology. The VA clarified that asbestos air monitoring and industrial hygiene services will be priced as separate fixed-price line items distinct from labor-based unit prices (LF/SF/EACH) for abatement work, allowing contractors to account for anticipated Davis-Bacon wage rate escalation over the five-year performance period while maintaining transparency and competitive pricing. The VA confirmed that mobilization/demobilization costs are billable as separate lump-sum items per task order for non-recurring setup and removal expenses. Additionally, the VA clarified that glovebag removal (Item #2) and full containment removal (Item #3) of asbestos-containing materials both require the same containment, infection control, negative pressure, air monitoring, and clearance obligations under Illinois regulations, and that unit prices for these items may be similar due to shared fixed costs. The amendment notes that the unit pricing spreadsheet has been revised with additional line items but maintains the general structure of the original solicitation, with detailed attachments provided for the updated price schedule.

SOLICITATION 36C25226B0020
AMENDMENT 0004
07/15/2026
| Project: | 578-26-004 IDIQ Abatement |
| Location: | Hines VA Hospital in Hines, IL |
Amendment 0004 hereby incorporates the following clarifications/change(s) into the solicitation package:
1. Vendor Questions:
a. Received 7/1/2026: We are reviewing solicitation 36C25226B0020 and would like to clarify how asbestos air monitoring and industrial hygiene services are intended to be billed under the contract.
From a pricing and cost control standpoint, baseline and clearance air monitoring (industrial hygienist / air sampling professional services) function as fixed project level requirements per contained work area, not as variable “per LF/SF” labor. These services are typically performed and billed in full day or substantial fractional day increments for site work at prevailing wage rates, including appropriate overhead and profit, and will be subject to escalation over the five -year ordering period.
If these fixed day monitoring costs are required to be fully embedded into the LF/SF/EACH unit prices for abatement, then unit pricing for all labor items must be materially increased to cover the monitoring burden. That mixes fixed price professional services with variable production labor and would tend to inflate unit prices across the board, especially on larger, more typical task orders where monitoring is only one component of the work.
To avoid this blending of fixed price monitoring with variable labor unit costs, and to keep pricing transparent and competitive, we respectfully request confirmation that:
• Asbestos air monitoring / industrial hygiene services for baseline and clearance can be priced and billed as separate fixed price items (or clearly identified components) per task order, distinct from LF/SF/EACH abatement unit prices.
• The Government does not expect contractors to absorb all monitoring day rate costs into the LF/SF/EACH unit prices, so that unit pricing remains focused on variable removal labor and materials, while monitoring is handled as a separate professional service cost.
We believe treating monitoring as a separate billable item will provide the Government with a clearer view of actual monitoring costs, avoid unnecessary escalation of unit pricing for abatement labor, and improve fairness and comparability of bids over the life of the contract.
VA REPLY: A separate unit price line item has been added for monitoring and industrial hygienist costs as a separate item. This is a separate cost from the VA’s independent monitoring.
Your proposal should account for anticipated escalation rate. Although contractually, the rate will maintain the same value for the entire duration of the project, it is the contractor's responsibility to ensure SAM Davis Bacon wage rates are maintained for the full period of performance. Contractors absorb this risk in unit rate pricing line items.
The VA added a few items to the unit pricing breakdown, but most has remained as detailed in the original solicitation details.
This type of unit pricing is essentially the same as what a co-efficient rate was intended to represent on past solicitations.
2. Question 2: For solicitation 36C25226B0020, bond premiums and mobilization/demobilization appear to be billable items, outside of the unit pricing. On that basis, mobilization/ demobilization represents a lump‑sum cost per task order for fixed “show‑up and set‑up” expenses that exist regardless of quantity. We believe this is proper treatment.
We anticipate that the mobilization/demobilization line for each task order would reasonably include task‑order‑specific, non‑recurring costs such as:
· Setup and transportation of containment materials and equipment prior to ACM work, including transport and positioning of panels, plastic sheeting, negative‑pressure machines, HEPA units, and specialized tools into the work area.
· Installation of containment/ICB and negative‑pressure systems before abatement, including assembling barriers, sealing penetrations, placing manometers, and configuring air scrubbers and exhausts.
· Removal of containment/ICB and negative‑pressure systems after abatement, including dismantling barriers, removing equipment, and restoring the work area and access routes.
· Provision, placement, and removal of waste containers sized and located for the task order (e.g., lined drums, dumpsters, or dedicated waste staging), including transport and final removal once clearance is obtained.
· Task‑order‑specific administrative work directly tied to regulatory and contract requirements, including preparation and processing of required permits and notifications, and task‑order‑specific updates to mandated plans (e.g., infection control, environmental protection, demolition debris management) where those updates are unique to the location.
VA REPLY: See details above in Item 1 and attachments.
3. QUESTION 3 - We are reviewing the solicitation documents and the unit pricing spreadsheet, specifically Item #2 – Asbestos Abatement, Glove Bag Removal and Item #3 – Asbestos Abatement, Full Containment Removal, and would appreciate a clarification to ensure our pricing is consistent with VA’s intent.
| Our understanding, based on the Statement of Work, VA master specifications, and Illinois asbestos regulations, is: | |
| • | All friable ACM abatement at the Hines VA (including glovebag removal of pipe and fittings) must be performed within a contained/isolated work area that includes critical barriers or infection control barriers, negative pressure, air monitoring, and clearance sampling. |
| • | Glovebag removal is a method of removing thermal system insulation from pipe and fittings inside that contained work area, not a means of avoiding containment, monitoring, or clearance. |
| • | The unit prices for all asbestos abatement line items are required to include mobilization, containment/infection control measures, safety and environmental compliance, air and bulk sampling, and third party clearance air monitoring when required. |
Because the regulatory and contractual requirements for containment and monitoring apply to both Item #2 and Item #3, the fixed costs associated with setup, negative pressure, air monitoring, clearance, and decontamination are materially the same for glovebag removal and full containment removal. In other words, small quantity glovebag work does not eliminate these costs; it primarily changes the removal technique at the pipe/fitting.
To price our proposal accurately, we have two specific questions:
· Does the VA intend Item #2 (glovebag removal) to be treated as occurring without a prepared/contained work area, or should we assume the same containment/infection control and air monitoring obligations that apply to Item #3?
· Given that containment, monitoring, and clearance are required in both scenarios, does VA expect the LF/EACH unit prices for the pipe/fitting line items in Item #2 to be materially lower than the corresponding pipe/fitting line items in Item #3, or is it acceptable that these unit prices are similar due to the shared fixed costs?
We want to avoid under or overpricing and ensure our bid aligns with VA’s expectations for both compliance and value. Any clarification you can provide on how VA distinguishes Item #2 from Item #3 for pricing and method selection purposes would be very helpful.
VA REPLY: See details above in Item 1 and attachments. For some unique task orders, the details for price breakdown may need to be adjusted.
