About this file
This is Amendment 0002 to solicitation 36C25226B0012, issued by the Department of Veterans Affairs' Great Lakes Acquisition Center on April 15, 2026. The amendment addresses a construction project for repair of Building 1 Steam and Condensate Risers—Phase 2 (CON) at Edward Hines Jr. VA Hospital, project number 578-26-006. The bid due date and time have been extended to Wednesday, April 22, 2026, at 1:00 PM Central Standard Time, with bid opening held in-person at the Great Lakes Acquisition Center located at 115 South 84th Street, Suite 101, Milwaukee, Wisconsin 53214-1476.
The amendment provides four clarifying Requests for Information (RFI) responses intended to benefit both the government and bidders. Key clarifications include: work may be completed in one mobilization per location in sequential order; existing holes from removed radiator pipes are acceptable for new pipe installation; the asbestos abatement phasing plan may be executed in multiple concurrent phases with Contracting Officer Representative coordination and approval; and all exposed piping with asbestos insulation must be abated, with contractors assuming all concealed piping contains asbestos insulation for bidding purposes. Offerors must acknowledge receipt of this amendment prior to the bid opening, either by completing and returning copies of the amendment, acknowledging receipt on each copy of the offer submitted, or by separate letter or electronic communication referencing the solicitation and amendment numbers. Hard copy and mailed bid submissions only will be accepted; email submissions will not be considered. Contractors are required to arrive prior to the 1:00 PM CST bid opening time, as the opening will commence promptly at the scheduled time.

AMENDMENT 0002
04/15/2026
1. Four additional RFI questions and answers that will benefit both the government and bidders.
0. Looking at the VA’s Phasing Plan, will all scopes of work be able to be completed at one mobilization per location to eliminate multiple mobilizations?
The work may be completed at one mobilization per location before mobilization to other locations. The intent is for the work to continue in sequential order, for example complete all risers in A section before moving onto B section.
0. Where existing pipes can “Easily” be removed is it acceptable to use the existing holes in the floor, ceiling, and or walls for the installation of the new pipe?
Existing holes from the old radiator pipes that were removed is acceptable to be reused for new pipe installation.
0. The Phasing Plan set forth by the VA shows Asbestos Abatement as Phase One with a duration of 30 Days. With the abatement process needing to be performed though-out the entirety of the project, is it acceptable to say that the proposed Phasing Plan by the VA is not to be followed in a sequential order?
The contractor may execute the work in more than one phase at a time in coordination and approval by the COR.
0. If existing pipes (Due to Difficulty) are not removed is the Asbestos Abatement to these pipes required?
Existing pipes connected to the radiators must be abated. All exposed piping in this project with asbestos must be abated. The bidding purposes the contractor should assume all concealed piping has asbestos insulation.
1. Extend Bid due date and time to Wednesday, April 22, 2026, at 1:00 PM local time (CST).
Bid opening will be on Wednesday, April 22, 2026, at 1:00 PM local time (CST).
No email bid submissions will be considered, only in person hard copy and mailed bid submissions will be accepted.
