A) Mission.
Engineering Service’s mission is the total oversight and management of the environment of care, as it pertains to the physical infrastructure and base plant operations, at the Edward Hines VA Hospital. Engineering support is for customers that include, but are not limited to, patients, visitors, clinic staff and administrative employees.
B) Goals.
The goal of this project is to provide all the necessary equipment, management, labor, travel, tools, materials, and supplies to replace the existing roof systems in buildings 113, 128, and 220.
C) Current Conditions.
Currently, the condition of roofs at building 113, 128, 220 has exceeded its life expectancy, and is now in a state of failure. The 2022 facility condition assessment (FCA) has issued a grade of “D” for building 113 (16159) and for building 128 (161605).
D) Justification.
There is approximately 27,000 square feet of roof space on building 113, approximately 53,500 square feet of roof space on building 128, and approximately 52,000 square feet of roof space on building 220. By exceeding the life expectancy of these roofs, leaks and deterioration has increased, and is causing an inconvenience to patients, staff, and visitors.

The objectives of this project are to:
1. Remove existing roofing system entirely. The contractor is responsible for disposal.
2. Repair any damaged infrastructure or equipment if damaged during removal.
3. Install new roofing.
4. Ensure roofing is installed correctly around equipment, curbs, and parapet walls to prevent leaks.

RFI’s ~ (IFB) Solicitation 36C25223B0026 578-23-010 (CON) Roof Repairs - Bldgs 113,128, & 220
1. Solicitation states “The project magnitude price range is between $5,000,000 and $10,000,000. The North American Industry Classification Code (NAICS) for this procurement is 238160 (Roofing Contractors); SBA Size Standard $45 Million.” SBA states the size limitation on this NAICS code is $14 Million. Please clarify.
A. Correction on Page 1: The North American Industry Classification Code (NAICS) for this procurement is 238160 (Roofing Contractors); SBA Size Standard $19 Million. Please see Table of Size Standards_Effective March 17, 2023 (2).pdf (sba.gov)
2. There is a conflict between the TPO spec and the SOW for membrane and insulation thickness. Are we to follow what is described in the SOW?
A. Yes, the SOW supersedes specifications.
3. Please verify whether we will be able to use the south most loading dock at building 220 for crane and dumpster staging.
Yes, please see Att 1 – SAT Bldg 113, 128, 220. Location and timing of placing the dumpster and crane to be coordinated with the COR after the project is awarded.
4. Can the roof deck types be verified on the upper and lower roofs at Building 220 thank you?
A. Upper roof has concrete structure over metal. Lower roof does not have concrete structure under vapor barrier and insulation, just corrugated metal.
5. There is new power ventilation equipment installed on roof 128 which is to rigid to reroof around without them being removed and reinstalled. Will Hines shut down, remove and reinstall these power vents?
A. Exhaust system on roof to remain operational through construction. Contractor shall provide temporary support for the ducting/filter box and then install the new supports before removing the temporary supports.
6. There is some lightning protection on buildings #113 & #128 that will need to be removed and reinstalled to accommodate the re-roofing project. I have 2 questions. Removal and delivery to Hines Engineering only. Hines will be responsible for re-installation.
a. Is there a "preferred contractor" that the hospital uses for lightning protection? No
b. Does the lightning protection need to be re-certified after reinstallation? No
7. I am a bit confused with the insulation spec/expectations.
a. Are you looking for a full tapered insulation package per roof area?
No, only small areas of tapered insulation at roof drains.
b. Or should we just include flat insulation to meet the stated overall average R-Value of R 36? “in-kind” insulation to match existing.
c. Are we to include roof sumps at the roof drains? No.
8. The new insulation will be higher than the existing insulation which will raise the height at roof curbs and perimeter edges. New roof will only be ¼”-3/8” higher than existing roof line. EXCEPTION: Lower roof of Bldg 220 will become 1 1/8”-1 1/4” higher due to need of 5/8” underlayment to corrugated metal structure.
a. How will the mechanical, electrical, & plumbing dis-connect and re-connects be handled? Hines Engineering is responsible.
b. Does the hospital have "in house" contractors that will handle this part of the work? Yes, Engineering will do a walk through and physically mark penetrations in roofs that can be reduced and inspect areas of mechanicals that can possibly be affected. Any affected areas/eliminations will be handled by Hines in-house engineering staff.
c. Or is there an allowance we should figure so everyone is on the same level playing field? No
9. Can you provide the areas we will have available for set-up so we can figure out how we will get materials, equipment, and debris removal to and from the roof areas? Yes, please see Att 1 – SAT Bldg 113, 128, 220. Location and timing of placing the dumpster to be coordinated with the COR after the project is awarded.
10. Can you clarify if the TPO roof membrane is to be fleece back or bare back? Bare Back.
11. It appears to me that the intention of the insulation system is as follows:
· Furnish and install a base layer of 5/8" gyp board mechanically attached to the roof deck and then furnish and install a fully adhered self-sealing vapor barrier. Only at lower roof of Bldg 220. Structural concrete on all other roof locations do not need 5/8” underlayment. Structural Concrete will remain throughout.
· Above the vapor barrier we will furnish and install the roof insulation, after clarification of question #2 above, (with an average R-value of R=36) and a coverboard of 5/8" gyp board. The SOW specifies ½” coverboard, not gyp board.
a. My question is, is it the intent to adhere all layers (insulation and coverboard) above the vapor barrier? Yes, fully adhered.
b. Or will it be acceptable to mechanically attach all layers simultaneously thru the vapor barrier and into the roof deck? All layers Fully Adhered. Exception: Lower roof of Bldg 220 will require mechanical fastening for 5/8” underlayment and specifications from manufacturers requirements MUST be followed on all materials approved through Hines Engineers.
12. In the specs it is calling out for the vapor barrier over the concrete roof deck to be a 2-ply Type IV felts set in hot asphalt. Would it be acceptable to use the fully adhered self-sealing vapor barrier in lieu of the 2 ply Type VI felts? Yes. 40mil self-adhering is preferred.
13. Solicitation is unclear if walk pads are needed? No.
a. Are we to follow the current walk pad layout on the roofs? No.
b. Please identify where walk pads are required by the VA. No walk-pads are required. The addition of ½” coverboard diminishes the need for walk pads.
14. None of the existing roofs currently meet energy code requirements. Please confirm that the insulation is to be replaced "in kind". Yes “in-kind” insulation. EXCEPTION: Vapor Barriers and coverboards will be upgraded from existing.
15. Please confirm that we are to temporarily remove the lightning protection and re-install to original locations. Yes on removal, no for reinstall.
a. And that no certification of the system is required. No, removal only.
16. The existing copings on bldgs. 113 and 128 are to be salvaged for re-installation. Are we to provide a unit cost for replacement of any damaged or deteriorated sections? All existing coping is to be replaced.
17. Is a pre-manufactured, prefinished ES-1 rated metal edge at bldg. 220 to be installed? Yes.
a. If it is than the metal edge product would be included in the manufacturer’s warranty. Yes
18. Potential areas were discussed at the walk through, please provide lay down/dumpster locations at each building. See Att 1 – SAT Bldg 113, 128, 220. Location and timing of placing the dumpster to be coordinated with the COR after the project is awarded.
19. Based on temperature sensitivity, would it be acceptable to use a low VOC bonding adhesive, which meets low VOC requirements as stated in the bid documents in lieu of water based adhesive? Yes.
20. The building at various locations have small condenser units including 2 Communicable disease contaminated air units. These will have to be disconnected for the roofing project. Will the VA be responsible for the disconnect and reconnect?
A. Please clarify which Bldg you are referring to for the condenser units.
21. The specs state to meet current R value SOW says to replace current insulation with currently in place. Which is correct the SOW or the Specifications. SOW
22. It is not apparent from the bid documents is the VA looking for replacement of roof with the current height of the insulation, a full tapered insulation package per roof area that achieves R-Value of 36? Replacement will be “in-kind” of insulation with small areas of tapered insulation at drain locations and the addition of thicker coverboard.
a. Or flat insulation to meet the stated overall average R-Value of R=36? Replacement will be “in-kind” of insulation with small areas of tapered insulation at drain locations and the addition of thicker coverboard.
b. Are roof sumps to be included? No roof sumps.
23. If new insulation needs to have an R-Value R=36 the new insulation will be higher than the existing insulation which will raise the height at roof curbs and perimeter edges. New roof will only be ¼”-3/8” higher than existing roof line. EXCEPTION: Lower roof of Bldg 220 will become 1”-1 1/8” higher due to need of 5/8” underlayment to corrugated metal structure.
a. How will the mechanical, electrical, & plumbing dis-connect and re-connects be handled? Engineering will do a walk through and physically mark penetrations in roofs that can be reduced and inspect areas of mechanicals that can possibly be affected. Any affected areas/eliminations will be handled by Hines in-house engineering staff.
24. Will the VA handle all the disconnects? Yes.
a. Or is this to be included in the bid? No
25. Can you clarification be provided if the TPO roof membrane is to be fleece back or bare back? Bare back.
26. Is the VA's intent to adhere all layers (insulation and coverboard) above the vapor barrier? All layers Fully Adhered. Exception: Lower roof of Bldg 220 will require mechanical fastening for 5/8” underlayment and specifications from manufacturers requirements MUST be followed on all materials approved through the COR.
a. Or will it be acceptable to mechanically attach all layers simultaneously thru the vapor barrier and into the roof deck? All layers Fully Adhered. Exception: Lower roof of Bldg 220 will require mechanical fastening for 5/8” underlayment and specifications from manufacturers requirements MUST be followed on all materials approved through COR.
28. There is a reference in the spec for field, perimeter, & corner pressures of 60 )bf/sq ft and also a reference to a lA-105 windstorm classification. Please clarify what is being expected. International Bldg Code ES 1 - Rated edge metal. The documents/calculations to be submitted to COR before commencing the installation. Installation will proceed upon COR’s approval.
29. In the specifications it is unclear what type of metal to use at counterflashing and perimeter metal. Please clarify.
Picture below represents current system.
a. If aluminum materials are to be used please clarify what gauge of aluminum is being expected (.032, .040, .050 or .063) per piece?
